GENTEXT/REMARKS/1.  SINCE 1979, THE PRESIDENT HAS PROCLAIMED A
NATIONAL OBSERVANCE IN MAY TO CELEBRATE THE CONTRIBUTIONS AND
ACHIEVEMENTS OF ASIAN PACIFIC AMERICANS.  THIS MAY, THE NAVY HONORS
THE CONTRIBUTIONS OF OUR 30,000 SAILORS AND CIVILIANS OF ASIAN
PACIFIC AMERICAN DECENT.  OUR THEME, CHOSEN BY THE DEPARTMENT OF
DEFENSE FOR THIS YEAR'S OBSERVANCE, IS "DREAMS AND CHALLENGES FOR
ASIAN PACIFIC AMERICANS."
2.  DIVERSITY REPRESENTS ONE OF OUR NAVY'S GREATEST STRENGTHS.
THROUGH HERITAGE MONTH OBSERVANCES WE STRIVE TO INCREASE AWARENESS
THROUGHOUT OUR NAVY THAT OUR UNIQUENESS AND DIFFERENCES STRENGTHEN
THE FABRIC OF OUR NATION.
3.  ASIAN PACIFIC AMERICANS, INCLUDING INDIVIDUALS FROM CAMBODIA,
CHINA, INDONESIA, INDIA, JAPAN, KOREA, LAOS, MICRONESIA, THE
PHILIPPINES, POLYNESIA, THAILAND, VIETNAM, AND MANY OTHER ASIAN AND
PACIFIC LANDS, HAVE LONG SERVED WITH DISTINCTION IN THE ARMED
FORCES.  IN 1915, FIREMAN SECOND CLASS TELESFORO TRINIDAD RECEIVED
THE MEDAL OF HONOR FOR EXTRAORDINARY HEROISM ONBOARD USS SAN DIEGO.
IN 1981, RDML MING E. CHANG BECAME THE FIRST ASIAN AMERICAN NAVAL
OFFICER TO REACH FLAG RANK.  IN 1985, CDR TEM BUGARIN BECAME THE
FIRST FILIPINO TO COMMAND A SURFACE SHIP, USS SAGINAW.
4.  ALL HANDS ARE STRONGLY ENCOURAGED TO INCREASE THEIR KNOWLEDGE
AND AWARENESS OF DIVERSITY BY CELEBRATING ASIAN PACIFIC AMERICAN
HERITAGE MONTH THROUGH PROGRAMS, EXHIBITS, PUBLICATIONS, AND
PARTICIPATION IN MILITARY AND COMMUNITY EVENTS RECOGNIZING THE
DIVERSITY OF OUR AMERICAN HERITAGE.  COMMANDS ARE INVITED TO SHARE
ASIAN PACIFIC HERITAGE RESOURCES, IDEAS, AND EVENT DETAILS BY

5.  DOD WILL OBSERVE ASIAN PACIFIC AMERICAN HERITAGE MONTH WITH
A DOD FORUM ON 8 MAY AND A LUNCHEON AND MILITARY AWARDS CEREMONY ON
10 MAY DURING THE NATIONAL LEADERSHIP TRAINING CONFERENCE OF THE
FEDERAL ASIAN PACIFIC AMERICAN COUNCIL (FAPAC), 8-12 MAY, IN
HONOLULU, HAWAII.  THE FAPAC CONFERENCE OFFERS OPPORTUNITIES FOR
PROFESSIONAL AND PERSONAL DEVELOPMENT THROUGH PLENARY SESSIONS,
WORKSHOPS, EXHIBITS, AND SPECIAL EVENTS SUCH AS A JOB FAIR AND
CONGRESSIONAL SEMINAR. INFORMATION ABOUT THE CONFERENCE AND AN
