RMKS/1. THIS NAVADMIN ANNOUNCES THE FY-13 DOCTORAL STUDIES PROGRAM SELECTION
BOARD. THE NAVY IS SEEKING APPLICANTS FOR FIVE QUOTAS IN THE DOCTORAL STUDIES
PROGRAM FOR FY-13. THE SELECTION BOARD IS TENTATIVELY SCHEDULED TO CONVENE 13
OCTOBER 2011. THIS PROGRAM IS AN EXCELLENT OPPORTUNITY FOR ELIGIBLE OFFICERS
WHO POSSESS A MASTERS DEGREE (OR ARE SCHEDULED TO COMPLETE A MASTERS DEGREE)
AND MEET THE CRITERIA SET FORTH IN REF A TO EARN A PHD.
2. ALL STUDIES SHALL COMMENCE NO LATER THAN SEPTEMBER 2012. THE FOLLOWING

4. THE SELECTION PROCESS IS A TWO-STEP PROCESS. STEP ONE: REVIEW OF
ACADEMIC ELIGIBILITY FOR ACCEPTANCE INTO DOCTORAL STUDIES AT THE NPS. NPS
WILL REVIEW ALL APPLICATIONS FOR PHD PROGRAM ELIGIBILITY.
ONLY APPLICANTS THAT MEET ACADEMIC ELIGIBILITY FOR THE NPS PHD PROGRAM WILL BE
SELECTION BOARD ELIGIBLE. STEP TWO: THE SELECTION BOARD WILL CONVENE AT NAVY
PERSONNEL COMMAND TO SELECT OFFICERS FROM THOSE DETERMINED TO BE PHD PROGRAM
ELIGIBLE FOR THE DOCTORAL STUDIES PROGRAM.
5. DUE TO THE SHORT TIME BETWEEN THE APPLICATION DEADLINE AND BOARD DATE,
THERE WILL BE NO EXTENSIONS GRANTED TO THIS APPLICATION DEADLINE.
6. ALL NAVY APPLICANTS MUST CONTACT THEIR DETAILER FOR COUNSELING ON THE
CAREER IMPACT OF PARTICIPATION IN THE DOCTORAL STUDIES PROGRAM. IN ORDER TO
BE CONSIDERED BY THE SELECTION BOARD, A WRITTEN/SIGNED STATEMENT FROM THE
DETAILER MUST BE INCLUDED IN THE NOMINATION PACKAGE. STATEMENT SHOULD
INCLUDE, BUT IS NOT LIMITED TO THE FOLLOWING: "I,(DETAILER RANK, NAME, AND
TITLE), HAVE ADVISED (APPLICANT RANK, NAME) OF THE POTENTIAL CAREER IMPACT OF
THIS PROGRAM."

F. CERTIFIED COPIES OF ALL UNDERGRADUATE AND GRADUATE TRANSCRIPTS.
G. RESULTS OF A GRADUATE RECORD EXAMINATION (GRE) GENERAL
TEST
TAKEN WITHIN THE LAST FIVE YEARS.
H. FITNESS REPORTS AND TRAINING CERTIFICATES (NOT INCLUDING
TRANSCRIPTS) WHICH ARE NOT IN THE OFFICIAL MILITARY PERSONNEL FILE
(OMPF) OR ON THE OFFICER SUMMARY RECORD.
8. APPLICANTS SHOULD ENSURE THE ACCURACY OF THEIR OFFICER SUMMARY RECORD AND
OMPF BEFORE THE BOARD CONVENES. RECORDS CAN BE REVIEWED THROUGH WEB-ENABLED
RECORD REVIEW. LETTERS TO THE SELECTION BOARD PRESIDENT ARE OPTIONAL, BUT
ENCOURAGED. ANY CORRESPONDENCE TO THE BOARD MUST BE SENT VIA THE OFFICER
CONCERNED PER MILPERSMAN 1401-010.
9. PER REF B, OFFICERS WILL INCUR A SERVICE OBLIGATION OF A PERIOD OF THREE
TIMES THE LENGTH OF THE PROGRAM, UP TO A MAXIMUM OF FIVE YEARS. THE
OBLIGATION WILL BE SERVED CONCURRENTLY WITH ANY OTHER SERVICE OBLIGATION AND
WILL COMMENCE UPON COMPLETION OF, OR WITHDRAWAL FROM, THE DOCTORAL STUDIES
PROGRAM.
10. OFFICERS WHO HAVE RECEIVED NAVY-FUNDED GRADUATE EDUCATION WILL SERVE ONE
TOUR IN A VALIDATED SUBSPECIALTY POSITION AS SOON AS POSSIBLE, BUT NOT LATER
THAN THE SECOND TOUR FOLLOWING GRADUATION.
11. SELECTIONS FOR THE FY-13 PHD PROGRAM WILL BE ANNOUNCED VIA NAVADMIN.
