RMKS/1.  Purpose. This NAVADMIN announces the timeline and plan for 
transition to a new Department of the Navy (DON) Task Management System. 
Per reference (a), the Office of the Secretary of Defense (OSD) directed DON 
convert from the current system, the Department of the Navy Tasking, Records, 
and Consolidated Knowledge Enterprise Repository (DON TRACKER), to the 
Enterprise Task Management System 2.0 (ETMS2), commonly referred to as Task 
Management Tool (TMT). The Secretary of the Army is the Executive Agent for 
TMT. 
 
2.  Background. DON, Navy and Marine Corps successfully transitioned 
Congressional Information Management System (CIMS) users to ETMS2 in 
December 2021. Reference (b) outlines Navy's transition from DON TRACKER 
to TMT which includes the Senior Leader Approval Process (SLAP). 
 
3.  Timeline. The following implementation plan is provided for Navy's 
transition from DON TRACKER to ETMS2: 
    a.  Phase I commences immediately. In Phase I, all organizations will: 
        (1) Conduct a comprehensive review of all NIPR and SIPR taskers in 
DON TRACKER and close out any inactive taskers. 
        (2) Commence training for all daily users and approving officials. 
Approving officials are those senior leaders, typically O6 or GS-15 and 
above, and principal officials designated to sign official documents 
on behalf of their command.  Training guidance will be provided in a 
subsequent NAVADMIN. 
    b.  Phase II - 1 March 2022. My Director of Administration (DNS-1) 
will provide the fleet a "state of training" and expound on the role 
our senior leaders and principal officials in the full electronic routing 
of tasks in ETMS2 using SLAP. 
    c.  Phase III - 1 April 2022. 
        (1) All organizations will have: 
            (a) Completed a comprehensive review of all NIPR and SIPR 
taskers in DON TRACKER and closed out any inactive taskers. 
            (b) Completed Beginner Training (minimum) for all daily users. 
Training guidance is found in paragraph 4 of this NAVADMIN. 
            (c) Completed the Senior Leader Course. Senior leaders are 
typically O6 and GS15 and above, and principal officials who sign official 
documents on behalf of their command. Training guidance is found in 
paragraph 4 of this NAVADMIN. 
        (2) DNS-1 will: 
            (a) Report Navy's readiness for transition to NIPR and SIPR 
ETMS2. 
            (b) Release an update to reference (c). 
    d.  Phase IV - 1 May 2022. All Navy will: 
        (1) "Go Live" in NIPR and SIPR ETMS2. SLAP is fully functional to all 
users. 
        (2) The "Create New Tasker" function in DON TRACKER is disabled. 
 
4.  Applicability. This NAVADMIN is applicable to commands using DON TRACKER 
as the Navy's primary Task Management Solution.
