3.  ELIGIBILITY REQUIREMENTS:
    A.  PERFORM TO SERVE (PTS):  PER REF C, SAILORS THAT HAD A PTS STATUS OF -INTENDS TO 
SEPARATE - WERE INELIGIBLE FOR THE CYCLE 216 NAVY-WIDE ADVANCEMENT EXAMINATION.  
HOWEVER, BASED UPON CHANGES IN RETENTION BEHAVIOR AND NAVY'S POSTURE SHIFT FROM 
DOWNSIZING TO STABILIZING, SAILORS THAT HAVE A PTS STATUS OF - INTENDS TO SEPARATE
- ARE ELIGIBLE TO BE ADMINISTERED THE CYCLE 219 NAVY-WIDE ADVANCEMENT EXAMINATION.  
SAILORS WHO HAVE RECEIVED FINAL PTS DENIAL (DENIED FINAL - ACTIVE) ON THEIR DECEMBER PTS 
APPLICATION REMAIN INELIGIBLE FOR THE EXAM.
    B.  SECURITY CLEARANCE:  THIS GUIDANCE SUPERSEDES REF B.  A FAVORABLE INVESTIGATION 
ADJUDICATION MUST BE ISSUED FROM DEPARTMENT OF THE NAVY CENTRAL ADJUDICATION FACILITY 
(DONCAF) OR THE UNIT CO MUST GRANT TEMPORARY ACCESS (AN INTERIM CLEARANCE) PRIOR TO THE 
FIRST DAY OF THE MONTH OF THE REGULARLY SCHEDULED EXAMINATION DATE.
IN ADDITION TO THE RATINGS LISTED IN REF A, SAILORS IN THE CTM RATING AND SAILORS IN ALL 
NUCLEAR AND SUBMARINE RATINGS WHO DO NOT MEET THE SECURITY CLEARANCE REQUIREMENTS 
FROM REF A ARE INELIGIBLE FOR ADVANCEMENT AND SHALL NOT BE ADMINISTERED AN 
EXAMINATION.
