RMKS/1.  Each year, the Navy recognizes commands engaged in exemplary 
voluntary community service activities that promote academics, life skills 
and civic education for youth through presentation of the Personal Excellence 
Partnership Flagship Award.  Nominees for this award compete in small, 
medium, and large shore categories; small, medium, and large sea categories; 
and small and large overseas categories.

2.  It is with great pleasure that I announce the winners of the 2019 
Personal Excellence Partnership Flagship Awards.
    a.  Small Shore Winner:  Surface Combat Systems Center.
Honorable Mention:  Submarine Squadron 15.
    b.  Medium Shore Winner:  Naval Support Activity Panama City.
Honorable Mention:  Cryptologic Warfare Activity 66.
    c.  Large Shore Winner:  Naval Submarine Base Kings Bay.
Honorable Mention:  Naval Submarine Base New London.
    d.  Small Sea Winner:  Tactical Air Control Squadron 12.
Honorable Mention:  Fleet Surgical Team 6.
    e.  Medium Sea Winner:  Helicopter Sea Combat Squadron 23.
Honorable Mention:  USS CHANCELLORSVILLE (CG 62).
    f.  Large Sea Winner:  Naval Mobile Construction Battalion 3.
Honorable Mention:  USS GERALD R FORD (CVN 78).
    g.  Small Overseas Winner:  Commander, Fleet Activities Chinhae.
Honorable Mention:  Naval Airborne Weapons Maintenance Unit 1.
    h.  Large Overseas Winner:  Naval Hospital Guam.
