RMKS/1.  THE PURPOSE OF THIS NAVADMIN IS TO ANNOUNCE THE ANNUAL SPIRIT 
OF HOPE AWARD NOMINATION AND SELECTION PROCESS, AND PRESENTATION 
REQUIREMENTS FOR CY 2008.
2.  THE SPIRIT OF HOPE AWARD IS PRESENTED TO INDIVIDUALS OR 
ORGANIZATIONS WHO EMBODY THE CORE VALUES OF THE MEN AND WOMEN OF OUR 
MILITARY:  DUTY, HONOR, COURAGE, LOYALTY, COMMITMENT, AND INTEGRITY.  
THIS PRESTIGIOUS AWARD WAS INSPIRED BY MR. BOB HOPE WHO GAVE GENEROUSLY 
TO MILITARY MEN AND WOMEN FOR FIVE DECADES.  
3.  THE CRITERIA FOR THE SPIRIT OF HOPE AWARD IS AS FOLLOWS:  
    A.  THE PROPOSED INDIVIDUAL OR ORGANIZATION MUST HAVE CONTRIBUTED 
SELFLESSLY TO THE IMPROVEMENT OF SAILORS QUALITY OF LIFE FOR AN 
EXTENDED PERIOD OF TIME, PREFERABLY WITH EXTRAORDINARY ACHIEVEMENT AND 
CONTRIBUTIONS FROM 1 JANUARY THROUGH 31 DECEMBER 2008.
    B.  THE PROPOSED INDIVIDUAL OR ORGANIZATION EPITOMIZES SERVICE TO 
THE SPIRITUAL, SOCIAL, WELFARE, EDUCATION, AND ENTERTAINMENT NEEDS OF 
MEN AND WOMEN IN THE ARMED SERVICES.
     C.  THE PROPOSED RECIPIENT REPRESENTS THE CORE VALUES OF THE U.S. 
NAVY. 
4.  AWARD NOMINEES MAY BE ACTIVE DUTY, RESERVE, VETERAN, A CIVILIAN 
NAVY EMPLOYEE, OR AN ORGANIZATION.  MEMBERS OF THE CIVILIAN COMMUNITY 
WHO HAVE DISTINGUISHED THEMSELVES IN SUPPORTING THE NAVY AND EMBODY OUR 
CORE VALUES ARE ALSO ELIGIBLE.
5.  A NOMINATION PACKAGE FOR THE SPIRIT OF HOPE AWARD SHOULD CONSIST 
OF:
    A.  A NOMINATION LETTER FROM THE SPONSORING COMMAND. 
    B.  A STATEMENT OF JUSTIFICATION DOCUMENTING THE BASIS FOR THE 
NOMINATION AND ADDRESSING EACH OF THE CRITERIA SET FORWARD IN PARA 3.
    C.  A SHORT BIOGRAPHY OF THE NOMINEE.
    D.  A ONE PAGE PROPOSED AWARD CITATION.
6.  NOMINATIONS WILL BE REVIEWED BY A SELECTION COMMITTEE.  
THE COMMITTEE RECOMMENDATIONS WILL BE ENDORSED BY THE CHIEF OF NAVAL 
PERSONNEL.  THE WIEGAND FOUNDATION, INC. IS THE FINAL APPROVING 
AUTHORITY FOR THIS AWARD.
7.  AN AWARD PRESENTATION WILL BE MADE BY CNO OR HIS DIRECT 
REPRESENTATIVE AND ASSISTED BY THE HOPE FAMILY FOUNDATION IN WASHINGTON, 
D.C. AT AN APPROPRIATE TIME AND VENUE TO BE DETERMINED AND ANNOUNCED AT 
A LATER DATE.
8.  NOMINATIONS SHALL BE SUBMITTED TO DEPUTY CHIEF OF NAVAL OPERATIONS 
(MANPOWER, PERSONNEL, TRAINING AND EDUCATION (DCNO (MPTE)) VIA COMMAND 
CHANNELS AND RECEIVED NO LATER THAN 30 APRIL 2009.  A COMPLETED PACKAGE 
MAY BE SCANNED AND SENT VIA EMAIL PER PARA 10 OF THIS NAVADMIN OR FAX 
AT (703) 693-4199.  
THE AWARD RECIPIENT WILL BE ANNOUNCED VIA NAVAL MESSAGE.
