ENTRY POINT FOR ESR MAINTENANCE.  THIS NAVADMIN EXPANDS THE 
REQUIREMENTS OF REF A TO REQUIRE COMMANDS TO USE ALL AVAILABLE ESR 
FUNCTIONALITY AND FOR SAILORS TO ESTABLISH SELF-SERVICE ESR ACCOUNTS.  
2.  ALL ACTIVE-DUTY AND RESERVE PERSONNEL (LESS IRR) ARE NOW 
REQUIRED TO ESTABLISH AND MAINTAIN A SELF-SERVICE ESR ACCOUNT WITHIN 
60 DAYS OF THIS NAVADMIN.  PERSONNEL ON SHIPS AT SEA WITHOUT 
CONNECTIVITY ARE REQUIRED TO ESTABLISH AND MAINTAIN A SELF-SERVICE 
ESR ACCOUNT WITHIN 60 DAYS OF RETURNING TO HOMEPORT.  SELF-SERVICE 
ACCOUNTS CAN BE CREATED AT HTTPS://NSIPS.NMCI.NAVY.MIL OR ON THE 
NSIPS ESR SERVER ONBOARD SHIP.  FOR INSTRUCTIONS ON SETTING UP 
SELF-SERVICE ACCOUNTS, CLICK ON THE LINK "ESR SELF-SERVICE LOGIN 
INSTRUCTIONS" UNDER USER INFORMATION.  SAILORS MAY ALSO CONTACT THE 
SHIP ACCESS MANAGER (SAM) FOR NSIPS ACCESS AFLOAT. 
3.  HAVING A SELF-SERVICE ACCOUNT IS NECESSARY FOR UPDATING 
EMERGENCY CONTACT INFORMATION.  SELF-SERVICE ACCOUNTS CONTAIN OTHER 
IMPORTANT FEATURES, SUCH AS ENABLING SAILORS TO DIRECTLY SUBMIT PCS 
TRAVEL CLAIMS UPON PCS TRANSFER, UPDATE RACE, ETHNICITY, AND 
RELIGION INFORMATION, AND VIEW ALL OTHER ESR SERVICE RECORD 
INFORMATION.  SAILORS ARE RESPONSIBLE FOR THE ACCURACY OF THEIR ESR 
AND MUST CONTACT THEIR SERVICING PERSONNEL OFFICE IF ANY INFORMATION 
IS INCORRECT.  
4.  ALL COMMANDS AND/OR ACTIVITIES RESPONSIBLE FOR SERVICE RECORD 
ENTRIES ARE REQUIRED TO INITIATE UPDATES IN NSIPS ESR.  OFFICIAL 
MILITARY PERSONNEL FILE (OMPF) REQUIREMENTS REMAIN UNCHANGED.  UNTIL 
ELECTRONIC SUBMISSION TO THE OMPF IS FULLY IMPLEMENTED, SERVICE 
RECORD PAGES REQUIRED IN THE OMPF ARE TO BE PRINTED AND MAILED TO 
NAVY PERSONNEL COMMAND (PERS-312C), ACCORDING TO THE SUBMISSION 
INSTRUCTIONS FOR EACH FORM.
5.  COMMANDING OFFICERS, EXECUTIVE OFFICERS, AND COMMAND MASTER 
CHIEFS CAN OBTAIN COMMAND LEVEL VIEW ONLY ACCESS (HQ4 ACCESS) BY 
COMPLETING THE NSIPS/ESR SYSTEM ACCESS AUTHORIZATION REQUEST (SAAR) 
AND CONTACTING THEIR LOCAL NSIPS AREA MANAGER (NAM).  ACCESS TO HQ4 
LEVEL WEB ADHOC IS CONTROLLED LOCALLY BY THE NAM.  THIS ACCESS WILL 
PROVIDE USERS VIEW ONLY CAPABILITY FOR ALL ESR ACCOUNTS WITHIN THEIR 
UIC(S).  IN ADDITION TO COMPLETING THE ONLINE SAAR, A COMPLETED AND 
SIGNED OPNAV 5239/14 SAAR-N IS REQUIRED.  SUBMISSION TO NPC IS NO 
LONGER NECESSARY.  MAINTAIN HARD COPY SAAR-N LOCALLY.  THE OPNAV 
5239/14 CAN BE DOWNLOADED AT:

MANAGER PRIOR TO SUBMISSION.
