RMKS/1.  THIS MESSAGE ANNOUNCES THE FIRST OF TWO FY08 CITADEL PERSONNEL 
ACCOUNTABILITY (PA) EXERCISES CONDUCTED BY COMMANDER, NAVY 
INSTALLATIONS COMMAND.  CPA 08-1 WILL BE CONDUCTED FROM 25 TO 29 FEB 08.  
CPA 08-2 WILL BE CONDUCTED ICW NATIONAL LEVEL EXERCISE 2-08 IN MAY 2008.
2.  CPA 08-1 PRIMARY OBJECTIVE:  PROVIDE A NAVY-WIDE, FOCUSED PA 
TRAINING EVENT FOR ALL COMMANDS WITH NAVY PERSONNEL.  SECONDARY
OBJECTIVE:  TEST AND EVALUATION OF PA MODULE WITHIN THE NAVY FAMILY 
ACCOUNTABILITY AND ASSESSMENT SYSTEM (NFAAS).  TERTIARY OBJECTIVE: 
VALIDATE ELECTRONIC TRANSFER OF REQUISITE DATA ELEMENTS AND 
ADJUDICATION PROCESS BETWEEN NAVY PA AND DMDC PA DATA BASELINES.
3.  CONCEPT OF OPERATIONS:  SIMULATED EVENTS WILL REQUIRE PA TO BE 
CONDUCTED IAW REFS A THROUGH D.  PA ACTIONS WILL BE LIMITED TO 5 DAYS.
4.  OCE:  CNIC. 
5.  PARTICIPANTS:  THIS IS A NAVY-WIDE EXERCISE.  ALL NAVY COMMANDS 
WITH PERSONNEL IN THE ESTABLISHED GEOGRAPHIC AREA OF INTEREST (GAOI) 
WILL BE REQUIRED TO PARTICIPATE IN CPA 08-1, INCLUDING THOSE FORWARD 
DEPLOYED.  THIS INCLUDES COMMANDS LOCATED/HOMEPORTED OUTSIDE OF THE 
GAOI WITH DEPENDENT OR OTHER PERSONNEL IN THE AFFECTED AREAS.
6.  ACTIONS REQUIRED PRIOR TO CPA 08-1:
    A.  REVIEW REFS A THROUGH D.
    B.  ENSURE REF A, PARA 5.D INSTRUCTIONS REGARDING COMMAND ACCESS TO 
NFAAS ARE COMPLETE NLT 22 FEB 08.  COMMANDERS RESPONSIBLE FOR MULTIPLE 
UICS SHALL ENSURE THAT THEY HAVE SUFFICIENT NFAAS ACCESS TO ALL 
ACCOUNTABLE UICS.  NFAAS HELP DESK PRIORITIES WILL LIMIT THE ABILITY TO 
GRANT COMMAND LEVEL ACCESS DURING THE EXERCISE.  POC FOR NFAAS COMMAND

    C.  ENSURE ALL PERSONNEL ARE AWARE OF THE NFAAS NAVY FAMILY SITE AT 
HTTPS://NAVYFAMILY.NAVY.MIL.  INDIVIDUAL NAVY FAMILY MEMBERS WILL BE 
ABLE TO ENTER LOCATION AND CONTACT INFORMATION FOR COMMAND 
REPRESENTATIVES TO USE IN COMPLETING PA REQUIREMENTS IF THEY ARE UNABLE 
TO CONTACT COMMANDS DIRECTLY.  COMMAND AUTHORITY IS, AND ALWAYS WILL BE, 
REQUIRED TO ACCOUNT FOR PERSONNEL.
7.  EXERCISE PLAY:
    A.  THE FOLLOWING NATIONAL EVENTS WILL OCCUR ON THE MORNING OF
25 FEB 08.
        (1) A MAJOR UNDERSEA EARTHQUAKE SOUTH OF ALASKA WILL TRIGGER A 
TSUNAMI, SYMPATHETIC QUAKES IN THE NORTHERN SAN ANDREAS AND NEW IBERIA 
FAULT LINES, AND ERUPTIONS OF VOLCANOES IN THE PACNORWEST. 
THE RESULTANT ASH INDUCED WEATHER CAUSED TOXIC BLIZZARDS TO SWEEP 
ACROSS THE NORTHERN PLAINS AND MIDWEST.  THE SIMULATED NUMBER OF DEAD 
AND INJURED IS INDETERMINATE.
        (2) THE AFFECTED AREA ENCOMPASSES ALL STATES IN NAVY REGIONS 
NORTHWEST, MIDWEST, AND SOUTHWEST, WITH THE EXCEPTION OF THE SEVEN 
CALIFORNIA COUNTIES INCLUDED IN THE OCTOBER 2007 WILDFIRES PA EVENTS.
        (3) ALL COMMANDS: CONDUCT PA ACTIONS IAW REFS A THROUGH D. 
UTILIZE NFAAS SUPPORT SITE AND NAVY FAMILY SITE TO EFFECT COMMAND LEVEL 
PERSONNEL ACCOUNTING AS QUICKLY AS POSSIBLE.  ONLY ACTUAL EVACUATIONS 
OR CASUALTIES CAUSED BY THE CURRENT EVENT ARE TO BE REPORTED BY 
INDIVIDUAL COMMANDS.

        (1) PERCENTAGE OF COMMANDS THAT HAVE COMMENCED ACCOUNTING.
        (2) PERCENTAGE OF PERSONNEL ACCOUNTED FOR (TOTAL PERSONNEL AND 
EACH PERSONNEL CATEGORY)
