WAS SELECTED FROM A FIELD OF FIVE OUTSTANDING FINALISTS REPRESENTING THE 
FINEST PETTY OFFICERS SERVING ASHORE.  CONGRATULATIONS TO HIM AND THE FOUR 
OTHER FINALISTS:
