RMKS/1.  THIS NAVADMIN ANNOUNCES THE JUNE 2010 ACTIVE DUTY OFFICER 
LATERAL TRANSFER-REDESIGNATION BOARD.  ONE ELEMENT OF NAVY'S TOTAL 
FORCE STRATEGY IS THE ABILITY TO PROPERLY BALANCE THE SKILLS AND 
EXPERIENCE IN THE OFFICER CORPS.  AS PART OF THE PROCESS, APPLICATIONS 
FROM QUALIFIED UNRESTRICTED LINE, RESTRICTED LINE, STAFF CORPS, AND 
LIMITED DUTY OFFICERS ARE NOW BEING ACCEPTED FOR AN ACTIVE DUTY OFFICER 
LATERAL TRANSFER-REDESIGNATION BOARD WHICH CONVENES 14 JUNE 2010.  FULL 
TIME SUPPORT AND SELECTED RESERVE
(SELRES) OFFICERS ARE NOT ELIGIBLE TO APPLY FOR THIS BOARD (EXCEPT 
MERCHANT MARINE RESERVISTS DESIRING TO BECOME SURFACE WARFARE OFFICERS 
(SWO)).

2.  IN ADDITION TO THE YEAR GROUP (YG) LIMITATIONS IMPOSED IN PARA. 6, 
APPLICANTS MUST ALSO MEET ELIGIBILITY REQUIREMENTS DETAILED IN 
OPNAVINST 1210.5 AND MILPERSMAN 1212-010 OR 1212-030.
    A.  MEMBERS WHO DO NOT MEET ELIGIBILITY REQUIREMENTS PER OPNAVINST 
1210.5 AND MILPERSMAN 1212-010 OR 1212-030 SUCH AS TIME- IN-GRADE (TIG), 
YEARS-OF-COMMISSIONED SERVICE (YCS), OR TIME-IN- SERVICE (TIS) MUST 
SUBMIT A WAIVER PACKAGE IN ADDITION TO THEIR LATERAL 
TRANSFER/REDESIGNATION APPLICATION.
    B.  WAIVER PACKAGES MUST INCLUDE MEMBER'S WAIVER REQUEST AND 
COMMANDING OFFICER'S ENDORSEMENT.  THIS ENDORSEMENT IS SEPARATE FROM 
ANY ENDORSEMENTS CONTAINED IN THE MEMBER'S LATERAL 
TRANSFER/REDESIGNATION APPLICATION AND MUST SPECIFICALLY ADDRESS THE 
ELIGIBILITY REQUIREMENT REQUIRING WAIVER.

THAN 110 ARE HIGHLY DESIRABLE.  APPLICANTS WITHOUT A REGIONALLY FOCUSED 
MASTERS DEGREE MUST HAVE AN ACADEMIC PROFILE CODE OF 265 OR GREATER OR 
AN UNDERGRADUATE GPA OF AT LEAST

        (1) LCDRS OR LCDR SELECT - APPLICANTS IN YG 00-98 ARE DESIRED.
        (2) COMMANDERS - SHOULD ALREADY POSSESS A REGIONALLY FOCUSED 
MASTERS DEGREE OR SIGNIFICANT EXPERIENCE OF THREE YEARS OR GREATER IN A 
REGION.  APPLICANTS SHOULD HAVE SUBSTANTIAL EXPERIENCE (CONTINUOUS 
ASSIGNMENTS OF THREE YEARS OR GREATER WITHIN THE AOR OF INTEREST), 
EDUCATION, OR LANGUAGE CAPABILITIES IN THE PACOM AND AFRICOM AOR.  CDRS 
YG 91-92 WITH DATES OF RANK BETWEEN 1 OCTOBER
2006 AND 1 JUNE 2008 ARE HIGHLY DESIRABLE.  INTERESTED OFFICERS IN YG 
91-92 ARE HIGHLY ENCOURAGED TO CONTACT THE FAO OCM TO DISCUSS 
MILESTONES, QUALIFICATIONS AND CAREER IMPLICATIONS BEFORE APPLYING.
        (3)  CAPTAINS - LIMITED QUOTAS AVAILABLE FOR THOSE WHO MEET THE
