RMKS/1.  THIS NAVADMIN ANNOUNCES THE 29TH ANNUAL ASSOCIATION 
OF NAVAL SERVICES OFFICERS (ANSO) PROFESSIONAL DEVELOPMENT AND 
TRAINING SYMPOSIUM TO BE HELD 28 APRIL - 2 MAY 2009 AT THE 
ADMIRAL KIDD CLUB, FLEET ANTI-SUBMARINE WARFARE TRAINING 
CENTER (FASWTC) POINT LOMA, SAN DIEGO.  
2.  ANSO'S MISSION IS TO ASSIST THE SEA SERVICE CHIEFS' 
EFFORTS IN HISPANIC OFFICER RECRUITMENT AND RETENTION, 
FOSTER THE PROFESSIONAL GROWTH AND DEVELOPMENT OF HISPANIC 
SEA SERVICE PERSONNEL THROUGH MENTORING, NETWORKING, TRAINING 
AND EDUCATION PROGRAMS, AND TO SUPPORT AND NURTURE OUR JUNIOR 
ENLISTED PERSONNEL DESIRING TO APPLY FOR OFFICER PROGRAMS.
3.  THE SYMPOSIUM WILL INCLUDE EDUCATIONAL AND TRAINING 
PRESENTATIONS FROM USN, USMC AND USCG SERVICE CHIEFS AND SENIOR 
ENLISTED ADVISORS, WHICH ARE INTENDED TO ENHANCE THE PROFESSIONAL 
KNOWLEDGE OF ATTENDEES, WHILE INCREASING OVERALL AWARENESS OF 
ISSUES AFFECTING THE SEA SERVICES.  ALSO, THERE WILL BE 
OPPORTUNITIES FOR A SPEED MENTORING SESSION WITH SENIOR OFFICERS 
AND ENLISTED SAILORS THAT WILL GIVE JUNIOR SAILORS THE 
OPPORTUNITY TO CHOOSE A LONG TERM MENTOR.  THE THEME FOR THIS 
YEAR'S CONFERENCE IS "GETTING INVOLVED:  OUR FAMILIES, OUR 
COMMUNITY, OUR NATION."  THE SYMPOSIUM IS OPEN TO ALL NAVY 
PERSONNEL, ACTIVE, RESERVE AND CIVILIAN.
4.  COMMANDING OFFICERS ARE AUTHORIZED AND ENCOURAGED TO SUPPORT 
ATTENDANCE AND MAY UTILIZE AVAILABLE TEMPORARY ADDITIONAL DUTY 
(TAD) FUNDS.  IF UNIT FUNDS ARE NOT AVAILABLE, PERMISSIVE TAD 
ORDERS MAY BE ISSUED.  USE OF AVAILABLE GOVERNMENT TRANSPORTATION 
AND ON-BASE LODGING ARE ENCOURAGED TO ENHANCE CONFERENCE 
PARTICIPATION AND TO HELP DEFRAY COSTS.  SEVERAL 
ENTERPRISES/COMMUNITIES HAVE OFFERED TO FUND SOME ATTENDEES.  
FURTHER, THE CHIEF OF NAVAL PERSONNEL WILL FUND UP TO 100 
REGISTRATION FEES FOR E-1 THROUGH O-4. 
5.  CONFERENCE UNIFORM FOR NAVY PERSONNEL WILL BE SERVICE KHAKI 
FOR E-7 AND ABOVE, AND SUMMER WHITE OR YEAR ROUND SERVICE UNIFORM 
FOR  E-6 AND BELOW.  BANQUET UNIFORM WILL BE DINNER DRESS WHITE 
JACKET OR OPTIONAL SERVICE DRESS WHITE FOR O-3 AND BELOW.  
CIVILIAN ATTENDEES AND GUESTS SHOULD WEAR BLACK TIE OR EQUIVALENT.
6.  LODGING WILL BE AT THE ADMIRAL KIDD INN AT FASWTC POINT LOMA 
AND SUB BASE POINT LOMA.  ALL LODGING ARRANGEMENTS MUST BE MADE BY 
THE MEMBER VIA INTERNET NO LATER THAN 20 APRIL 2009.  DIRECTIONS
