RMKS/1. Consistent with Chief of Naval Personnel's efforts to foster a 
deliberate and flexible learning environment that helps retain our most 
talented leaders, applications are being sought for the academic year (AY) 
2016-2017 Doctoral Studies Program Selection Board. The Navy is seeking 
applicants for five quotas in the doctoral studies program for AY 2016-2017.  
The selection board is tentatively scheduled to convene October 2015.

2.  All studies shall commence no later than September 2016.  The following 
doctoral degrees and related subspecialty system codes (SSC) are available at 
the Naval Postgraduate School (NPS) in AY 2016-2017:

Massachusetts Institute of Technology (MIT) in AY 2016-2017:

3.  Application packages for selection board consideration shall be prepared 
per enclosure (4) of reference (a).  Applicants must submit an electronic 
copy of their signed and completed application to Navy Personnel Command 
(NPC) no later than 7 August 2015.  Applications should be transmitted via 
encrypted e-mail to angelin.graham@navy.mil.  Alternatively, if e-mail is 
unavailable, applications may be mailed to:

4.  NPS applicants must also complete the NPS online application at:
http://www.nps.edu/academics/admissions/applyonline/applynow.html no later 
than 7 August 2015.  In addition to the online application, the information 
outlined in enclosure (4) of reference (a) must be submitted to:

MIT applicants shall apply directly to the university.  If selected, actual 
matriculation into the Doctor of Philosophy program at MIT is contingent upon 
acceptance by the university.  MIT applicants are not required to complete 
the NPS online application.

5.  The selection process for NPS is a two-step process.  Step one: Review of 
academic eligibility for acceptance into doctoral studies at NPS.  Only 
applicants who meet academic eligibility will be selection-board eligible.  
Step two:  The selection board will convene at NPC to select officers from 
those determined to be selection-board eligible.  Applicants must contact 
their detailer for counseling on the career impact of participation in the 
program.  In order to be considered by the selection board, a signed 
statement from the detailer must be included in the application.
