RMKS/1.  THE ASSISTANT SECRETARY OF THE NAVY (MANPOWER AND RESERVE
AFFAIRS) DIRECTS THE IMMEDIATE STOP MOVEMENT OF PERMANENT CHANGE OF 
STATION (PCS) AND TEMPORARY DUTY (TDY) DEPARTMENT OF THE NAVY (DON) NON-
EMERGENCY ESSENTIAL CIVILIAN PERSONNEL TO THE ISLAND OF HONSHU (SPECIFIC 
LOCATIONS:  NAGOYA (AICHI PREFECTURE), TOKYO (TOKYO CAPITAL REGION), 
YOKOHAMA (KANAGAWA PREFECTURE), AND THE PREFECTURES OF AKITA, CHIBA, 
FUKUSHIMA, GUNMA, IBARAKI, IWATE, MIYAGI, NAGANO, NIIGATA, SAITAMA, 
SHIZOUKA, TOCHIGI, YAMAGATA AND YAMANASHI) PER REF A.
THIS NAVADMIN APPLIES ONLY TO DEPARTMENT OF THE NAVY NON-EMERGENCY 
ESSENTIAL CIVILIAN PERSONNEL AND DOES NOT APPLY TO MILITARY PERSONNEL .

2.  DUE TO THE DAMAGES AS A RESULT OF THE RECENT EARTHQUAKE AND TSUNAMI 
THAT OCCURRED IN JAPAN, IT HAS BEEN DETERMINED THAT THE MOVEMENT OF 
PERSONNEL TO COMMANDS AND ACTIVITIES IN THE ABOVE MENTIONED SPECIFIED 
LOCATIONS BE STOPPED EFFECTIVE IMMEDIATELY.  REF B AUTHORIZED DOD 
ELIGIBLE FAMILY MEMBERS (EFMS) LOCATED IN THE ABOVE MENTIONED SPECIFIED 
LOCATIONS ON THE ISLAND OF HONSHU, JAPAN TO DEPART VOLUNTARILY.  REF B 
FURTHER DIRECTED THE STOP MOVEMENT FOR TRAVEL TO SUCH LOCATIONS ON THE 
ISLAND OF HONSHU, JAPAN FOR ALL DOD EFMS.  THE AUTHORIZED SAFE HAVEN IS 
THE 50 UNITED STATES AND THE DISTRICT OF COLUMBIA.

3.  APPLICABILITY:  THIS STOP MOVEMENT AFFECTS ALL DON NON-EMERGENCY 
ESSENTIAL CIVILIAN EMPLOYEES SCHEDULED TO REPORT TO COMMANDS AND 
ACTIVITIES AT THE ABOVE SPECIFIED LOCATIONS ON THE ISLAND OF HONSHU, 
JAPAN EFFECTIVE IMMEDIATELY.  NOTE:  EMERGENCY ESSENTIAL POSITIONS ARE 
GENERALLY DESIGNATED AS SUCH IN THE CIVILIAN POSITION DESCRIPTION.
EMERGENCY ESSENTIAL EMPLOYEES ARE TYPICALLY NOTIFIED THAT THE POSITION 
IS EMERGENCY ESSENTIAL THROUGH DD FORM 2365 DTD FEB 2000, "DOD CIVILIAN 
EMPLOYEE OVERSEAS EMERGENCY-ESSENTIAL POSITION AGREEMENT."  THIS STOP 
MOVEMENT WILL REMAIN IN EFFECT CONSISTENT WITH REF A.  THIS NAVADMIN 
DOES NOT AFFECT DON EMPLOYEES CURRENTLY ON TDY IN THE ABOVE SPECIFIED 
LOCATIONS ON THE ISLAND OF HONSHU, JAPAN.

4. STOP MOVEMENT PROCEDURES:
       A.  NON-EMERGENCY ESSENTIAL EMPLOYEES WITH PCS OR TDY
       AUTHORIZATIONS TO
THE ABOVE MENTIONED SPECIFIED LOCATIONS ON THE ISLAND OF HONSHU, JAPAN, 
WHO HAVE NOT YET COMMENCED TRAVEL, ARE DIRECTED TO STAY WITH THEIR 
LOSING ACTIVITY.
       B.  NON-EMERGENCY ESSENTIAL EMPLOYEES WITH PCS OR TDY
       AUTHORIZATIONS TO
THE ABOVE MENTIONED SPECIFIED LOCATIONS ON THE ISLAND OF HONSHU, JAPAN 
WHO ARE IN TRANSIT SHOULD CONTACT THEIR GAINING ACTIVITY'S HUMAN 
RESOURCES OFFICE FOR GUIDANCE.

5. INFORMATION REGARDING ENTITLEMENTS:
THE FOLLOWING PROVIDES GENERAL INFORMATION REGARDING ENTITLEMENTS.
SPECIFIC ENTITLEMENTS ARE IN ACCORDANCE WITH REFS C, D AND E AND ARE 
DEPENDENT ON THE CIVILIAN EMPLOYEE'S INDIVIDUAL CIRCUMSTANCES.  FOR 
QUESTIONS REGARDING ENTITLEMENTS, EMPLOYEES SHOULD CONTACT THEIR NEAREST 
HUMAN RESOURCES OFFICE (HRO).
       A.  TEMPORARY QUARTERS SUBSISTENCE ALLOWANCE (TQSA
       ):  MAY BE
AUTHORIZED FOR CIVILIAN EMPLOYEES WHO HAVE VACATED THEIR PERMANENT 
QUARTERS (OCONUS) NOT TO EXCEED 90 DAYS IN ACCORDANCE WITH REF D.  THE 
HRO IS AUTHORIZED TO APPROVE THE FIRST 30 DAYS.  ANY EXTENSIONS REQUIRE 
APPROVAL THROUGH THE OFFICE OF CIVILIAN HUMAN RESOURCES (OCHR).
       B.  ALLOWANCES:  ALLOWANCES FOR THOSE EMPLOYEES UNABLE
       TO PROCEED
TO THE NEW PERMANENT DUTY STATION DUE TO STOP MOVEMENT ARE AUTHORIZED IN 
ACCORDANCE WITH REF D, SECTION 245.
       C.  RECEIPTS:  REIMBURSEMENT FOR EXPENSES INCURRED IS
       GOVERNED BY
REFS D AND E.  EMPLOYEES ARE REQUIRED TO MAINTAIN COPIES OF LODGING 
RECEIPTS AND ANY EXPENSES THAT EXCEED $75.
       D.  HOUSEHOLD GOODS SHIPMENTS:  HOUSEHOLD GOODS
       SHIPMENTS FOR ALL
CIVILIAN EMPLOYEES AFFECTED BY THIS STOP MOVEMENT WILL BE DIVERTED BY 
THE ORIGINATING PERSONAL PROPERTY SHIPPING OFFICE TO THE NEAREST DOD-
APPROVED STORAGE IN TRANSIT FACILITY UNTIL ADDITIONAL GUIDANCE IS 
PROVIDED REGARDING FURTHER MOVEMENT OF THE CIVILIAN EMPLOYEE.

6.  COMMANDING OFFICERS AND ACTIVITY HEADS MAY REQUEST A WAIVER TO THIS 
STOP MOVEMENT VIA THEIR CHAIN OF COMMAND TO OCHR.

7.  PERSONNEL WHO HAVE ADDITIONAL QUESTIONS OR CIRCUMSTANCES THAT ARE 
NOT ADEQUATELY ADDRESSED SHOULD CONTACT THEIR SERVICING HRO OR THE DON
