RMKS/1.  This award recognizes both military and civilian logisticians who 
epitomize excellence in the realm of logistics and sustainment planning and 
execution, ensuring our delivery of capability and sustainment to the Fleet 
is hand-in-hand with timely provision of end-to-end logistics and sustainment 
support, such that Navy Infrastructure and Logistics are best postured to 
provide persistent support in unpredictable environments.  It is with great 
pleasure that I announce the 2022 Admiral Stan Arthur Award Winners: 
     a.  2022 Junior Civilian Logistics and Sustainment Professional of the 
Year is Janis Fujitani, Data Analyst, Commander, U.S. Pacific Fleet. 
     b.  2022 Senior Civilian Logistics and Sustainment Professional of the 
Year is John A. Courtney, Deputy for Aviation Weapons Support and Operation, 
Naval Supply Systems Command Weapon Systems Support. 
     c.  2022 Military Enlisted Logistics and Sustainment Professional of the 
Year is CM2 Alan J. Sargent, Leading Petty Officer, Maritime Expeditionary 
Security Group TWO. 
     d.  2022 Military Officer Logistics and Sustainment Professional of the 
Year is CDR John P. Tamez, Director of Maritime Industrial Support, Naval 
Supply Systems Command Weapon Systems Support. 
     e.  2022 Logistics and Sustainment Team of the Year is Supply 
Department, USS KEARSARGE (LHD 3). 
 
2.  These awardees exemplify the importance of logistics to achieving the 
Navy’s mission and innovating across the Doctrine, Organization, Training, 
Material, Leadership, Personnel, Facilities, and Policy spectrum to advance 
our competitive edge over our adversaries. 
 
3.  2022 Admiral Stan Arthur Award Winner Runner-ups: 
     a. 2022 Junior Civilian Logistics and Sustainment Professional of the 
Year runner-up is Megan L. McShane, Logistics Management Specialist, Naval 
Supply Systems Command Weapon Systems Support. 
     b.  2022 Senior Civilian Logistics and Sustainment Professional of the 
Year runner-up is Randall G. McAtee, Logistics Lead, Naval Surface Warfare 
Center, Crane Division. 
     c.  2022 Enlisted Military Logistics and Sustainment Professional of the 
Year runner-up is Chief Petty Officer Harrison L. Hartig, Supply Officer, 
Naval Special Warfare Group TWO. 
     d.  2022 Officer Military Logistics and Sustainment Professional of the 
Year runner-up is LT Elena V. Williams, Department Head, Naval Medicine 
Readiness and Training Command, Camp Lejeune. 
     e.  2022 Logistics and Sustainment Team of the Year runner-up is Naval 
Sustainment System Supply Team, Naval Supply Systems Command. 
 
4.  Office Chief of Naval Operations, Fleet Readiness and Logistics (OPNAV 
N4) will contact winning commands to make arrangements for the presentation 
of plaques, cash awards and certificates.  Additionally, the winners will 
have their names engraved on permanent display in the OPNAV N4 spaces. 
 
5.  My heartiest congratulations to all of our award winners and nominees!  I 
would like to also extend my gratitude for the superlative innovative
