RMKS/1.  THIS NAVADMIN ANNOUNCES THE CHIEF OF NAVAL OPERATIONS (CNO) 
APPROVED UNIFORM POLICY CHANGES PROPOSED BY THE 26 MARCH 2009 NAVY 
UNIFORM BOARD, CHANGES TO PLANNED PHASED FLEET AVAILABILITY OF THE NAVY 
WORKING UNIFORM (NWU), AND PROVIDES INFORMATION ON EXISTING CAMOUFLAGE 
UTILITY UNIFORM (CUU) AUTHORIZATION FOR WEAR POLICY.  CNO APPROVED 
UNIFORM CHANGES INCLUDE:  
    A.  SERVICE KHAKI MATERNITY BLOUSE - EFFECTIVE IMMEDIATELY, E1-E6 
FEMALES ARE AUTHORIZED TO WEAR THE CURRENT E-7 TO O-10 SERVICE KHAKI 
(100 PERCENT CNT) MATERNITY BLOUSE WITH WINTER BLUE MATERNITY 
SLACK/SKIRT AS THE NEW SERVICE MATERNITY UNIFORM.  THIS IS AN INTERIM 
AUTHORIZATION EFFECTIVE UNTIL INTRODUCTION OF AN IMPROVED SINGLE DESIGN 
KHAKI MATERNITY BLOUSE (E-1 TO O-10) IN FY-10.  THIS POLICY WILL BE 
CONSISTENT WITH DOD MATERNITY UNIFORM ALLOWANCE POLICIES AS OUTLINED IN 
ARTICLE 290402 OF 
REF A.  IT DOES NOT AUTHORIZE AN ADDITIONAL MATERNITY ALLOWANCE FOR 
THOSE SAILORS WHO HAVE ALREADY RECEIVED THEIR MATERNITY ALLOWANCE IN 
THE PAST THREE YEARS.  THE CURRENT KHAKI MATERNITY BLOUSE IS AVAILABLE 
AT SELECT NEX UNIFORM CENTERS, NEX UNIFORM SUPPORT CENTER AT 800-368-
4088 OR 757-502-7450, AND NEX UNIFORM ONLINE WEB-STORE.
    B.  U.S. AIR FORCE (USAF) SPACE BADGE - EFFECTIVE IMMEDIATELY, 
NAVY PERSONNEL ARE NO LONGER AUTHORIZED TO WEAR THE USAF SPACE 
BADGE NOTED IN ARTICLE 5201.2.A.(15) OF REF B.  THE SPACE BADGE 
HAS BEEN REDESIGNED AND RECLASSIFIED AS A USAF QUALIFICATION/WARFARE 
INSIGNIA.  THE ABILITY TO QUALIFY FOR THE NEW INSIGNIA IS NOT AVAILABLE 
TO NAVY PERSONNEL.  
    C.  HIGH PERFORMANCE PHYSICAL TRAINING UNIFORM (PTU) - THE 
DEVELOPMENT AND FLEET INTRODUCTION IN WINTER 2009 OF HIGH PERFORMANCE 
"NAME BRAND" MANUFACTURED PTU SHIRT AND SHORTS IS APPROVED.  THE HIGH 
PERFORMANCE PTU WILL BE OPTIONAL IN LIEU OF THE STANDARD ISSUE PTU 
COMPONENTS.  THE EXISTING MANNER AND OCCASION FOR WEAR POLICES AS 
STATED IN REFS B, C AND 
D WILL REMAIN IN EFFECT.  MORE INFORMATION REGARDING THE HIGH 
PERFORMANCE PTU WILL BE ANNOUNCED VIA FUTURE NAVADMINS. 
    D.  PHYSICAL TRAINING UNIFORM FITNESS SUIT (FITNESS SUIT) - A 
COMPETITIVE WEAR-TEST OF TWO NAVY DESIGNED PHYSICAL TRAINING UNIFORM 
FITNESS SUITS WILL COMMENCE DURING THE FALL OF 2009.  THESE SUITS WILL 
BE EVALUATED TO DETERMINE THEIR SUITABILITY AS MANDATORY PTU COMPONENTS.  
THE SUIT WITH THE BEST OVERALL PERFORMANCE WILL BE SELECTED AS THE 
NAVY'S FITNESS SUIT WITH PLANS OF FLEET INTRODUCTION IN FY-11.  THE 
FITNESS SUIT IS INTENDED TO REPLACE OR AUGMENT CURRENT NAVY SWEAT PANTS 
AND SHIRTS.  MORE INFORMATION REGARDING THE WEAR TEST WILL BE ANNOUNCED 
VIA FUTURE NAVADMINS. 
     E.  NAVY UNIFORM BOARD MEMBERSHIP UPDATE - UNIFORM BOARD 
MEMBERSHIP HAS BEEN REVISED TO PROVIDE FOR ENHANCED FLEET 
REPRESENTATION AND TO FACILITATE IMPROVED FLEET/UNIFORM BOARD FEEDBACK, 
COMMUNICATION AND AWARENESS.  UNIFORM BOARD MEMBERSHIP IS AS FOLLOWS:

COMMANDER, NAVY EXPEDITIONARY COMBAT COMMAND;

    F.  REF E ANNOUNCED THE PLANNED PHASED FLEET AVAILABILITY OF THE 
NWU.  THE ROLL-OUT OF THE NWU IS SCHEDULED ACCORDING TO NEXCOM 
DISTRIBUTION REGIONS WHICH DO NOT ALWAYS COINCIDE WITH CNIC REGIONS.  
THEREFORE, SOME REGIONS EXPERIENCE A DIFFERENT ROLL-OUT TIMELINE AMONG 
THEIR INDIVIDUAL BASES.  COMMANDER NAVAL REGION SOUTH EAST REQUESTED A 
REVISION TO THE EXISTING ROLLOUT PLAN TO FACILITATE GULF COAST BASES 
BECOMING MORE CLOSELY ALIGNED WITH EASTERN FLORIDA BASES (CURRENTLY 1 
YEAR APART).  SINCE THERE IS NO EXCESS NWU INVENTORY TO ALLOW FOR A 
REGIONAL ACCELERATION, A REPRIORITIZATION OF REGIONS WAS CONSIDERED.  
THE APPROVED SOLUTION IS TO SWAP NAVAL DISTRICT WASHINGTON'S ROLLOUT 
DATE (OCTOBER 2009) WITH THE SE REGION'S GULF COAST COMMANDS (I.E. 
WESTERN FL, AL, MS, LA AND TX) CURRENTLY SCHEDULED APRIL 2010.  THE 
RESULTING REVISED NWU ROLLOUT SCHEDULE IS AS FOLLOWS:  GULF COAST 
COMMMANDS' ROLLOUT WILL COMMENCE OCTOBER 2009, VICE APRIL 2010, AND 
NAVAL DISTRICT WASHINGTON'S ROLLOUT WILL COMMENCE APRIL 2010, VICE 
OCTOBER 2009.  ALL OTHER NWU REGIONAL ROLLOUTS REMAIN AS ANNOUNCED IN 
REF E.  SUBSEQUENT CHANGES TO THE REVISED NWU ROLLOUT PLAN WILL BE 
ANNOUNCED VIA NAVADMIN.
     G.  REF E GUIDANCE ON NWU OCCASION FOR WEAR POLICY DOES NOT 
SUPERSEDE REF B REGARDING WEAR OF CUU.  SPECIFICALLY, REF B CHAPTER 6, 
SECTION 8 PROVIDES CNO APPROVED LIST OF ORGANIZATIONS ALLOWED TO WEAR 
THE CUU AS THEIR DAILY WORKING UNIFORM.
2.   THESE UNIFORM POLICY CHANGES ARE A DIRECT RESULT OF FLEET FEEDBACK.  
THE PROCEDURES TO SUBMIT RECOMMENDED UNIFORM CHANGES CAN BE FOUND IN 
ARTICLE 1101.1.B.(4) OF REF B.  THE NEXT NAVY UNIFORM BOARD IS 
SCHEDULED TO CONVENE SUMMER 2009.
