SUBJ/PROJECT HANDCLASP HUMANITARIAN SERVICE AWARD//

RMKS/1. THE PROJECT HANDCLASP FOUNDATION, A CHARITY CHARTERED IN THE STATE OF 
CALIFORNIA TO SUPPORT THE NAVY'S PROJECT HANDCLASP PROGRAM, HAS INITIATED A 
"PROJECT HANDCLASP HUMANITARIAN SERVICE AWARD" THAT IS SIMILAR TO THE SEA 
SERVICE AWARDS OF THE NAVY LEAGUE OF THE UNITED STATES. THE INTENT OF THE 
AWARD IS TO RECOGNIZE OUTSTANDING INDIVIDUAL ACHIEVEMENT IN HUMANITARIAN 
ASSISTANCE (HA)/DISASTER RELIEF (DR), INCLUDING COMMUNITY RELATIONS (COMREL). 
ALL ACTIVE AND RESERVE NAVY MEMBERS OF ALL RANKS PARTICIPATING IN HA/DR 
EFFORTS ARE ELIGIBLE.

2. THE NAVY'S PROJECT HANDCLASP PROGRAM CELEBRATES ITS GOLDEN ANNIVERSARY THIS 
YEAR; FIFTY YEARS OF NAVAL PERSONNEL DISTRIBUTING DONATED MEDICAL, 
EDUCATIONAL, VOCATIONAL, SAFETY, AND OTHER SUPPLIES TO HELP IMPROVE AND 
SUSTAIN THE LIVES OF OTHERS IN THE DEVELOPING WORLD. IN AN EFFORT TO CELEBRATE 
THAT LEGACY AND RECOGNIZE THOSE THAT MAKE IT HAPPEN, THE PROJECT HANDCLASP 
FOUNDATION IS SPONSORING THE FIRST AWARD IN COLLABORATION WITH PROJECT 
HANDCLASP, THE NAVY SUPPLY CORPS FOUNDATION, AND THE NAVY LEAGUE. THE NAVY 
LEAGUE INTENDS TO MAKE THIS ONE OF ITS ANNUAL AWARDS IN 2013. THIS INITIAL 
AWARD WILL BE PRESENTED TO A SINGLE INDIVIDUAL, WITH THE POTENTIAL TO EXPAND 
IN FUTURE YEARS.

3. SELECTION CRITERIA. COMMANDS SHOULD NOMINATE INDIVIDUALS WHO HAVE TAKEN 
EXTRAORDINARY ACTION IN HELPING CIVILIAN AND/OR NON-COMBATANTS IN AN ACTION OR 
INITIATIVE INVOLVING HUMANITARIAN ASSISTANCE OR DISASTER RELIEF, OR IN RELATED 
WORK SUCH AS COMREL PROJECTS. THE 2012 AWARD WILL INCLUDE ACTIONS PERFORMED IN 
CALENDAR YEAR 2011 THROUGH MARCH 2012 AND DO NOT NEED TO INVOLVE HANDCLASP 
DONATIONS.

4. NOMINATIONS. EACH NOMINATION PACKAGE SHOULD INCLUDE:
A. A COVER PAGE WITH NOMINEE'S FULL NAME; RANK/RATE; CURRENT DUTY STATION AND 
ADDRESS; HOME ADDRESS; WORK AND HOME PHONE NUMBERS; E-MAIL ADDRESS; HOME OF 
RECORD; AND LENGTH OF SERVICE. NOMINATIONS SHOULD ALSO PROVIDE A COMMAND POINT 
OF CONTACT WITH RANK/RATE; ADDRESS; COMMERCIAL PHONE NUMBER; EMAIL ADDRESS; 
AND COMMANDING OFFICER'S SIGNATURE.
B. A JUSTIFICATION SECTION WITH DETAILS OF THE ACTION, ITS IMPACT, ANY UNIQUE 
ASPECTS, DESCRIPTION OF THE EVENT AND THE NOMINEES CONTRIBUTION IN A MANNER 
EASILY UNDERSTOOD BY THE GENERAL PUBLIC.
C. SUBMISSIONS SHOULD BE VIA E-MAIL TO seaserviceawards@navyleague.org WITH 
ANY ATTACHMENTS IN MICROSOFT WORD OR ADOBE ACROBAT FORMAT. NOMINATIONS MUST BE 
RECEIVED BY 30 JUNE 2012.  THE PROJECT HANDCLASP FOUNDATION PLANS TO HOST THE 
AWARDS CEREMONY IN SAN DIEGO IN NOVEMBER 2012.

5. LOGISTICS. AS WITH NAVY LEAGUE AWARDS, THE AWARDEE WOULD TRAVEL ON 
NOMINATING COMMAND'S OFFICIAL TDY ORDERS AND THE NOMINATING COMMAND WOULD BE 
RESPONSIBLE FOR TRANSPORTATION COSTS. HOTEL, MEALS AND OTHER MINOR EXPENSES 
WILL BE PAID BY A GRANT FROM THE NAVY SUPPLY CORPS FOUNDATION.
