RMKS/1.  This NAVADMIN provides details on the Graduate Education 
Voucher (GEV) program and guidance for FY-14 program application.  
Eligibility, obligated service requirements, subspecialty 
utilization tour, and authorized program benefits are prescribed in 
ref (a).

2.  GEV funding is authorized only for off-duty study in Masters 
degree programs which meet the requirements of at least one approved 
Navy subspecialty code as verified by Naval Postgraduate School 
(NPS).  For FY-14, 130 GEV quotas are planned, subject to funding 
availability.
    a.  Quotas are apportioned as follows:
        Aviation officers - 49
        Submarine officers - 34
        Surface Warfare officers - 44
        SPECWAR/EOD officers - 3

3.  Unrestricted line officers interested in the FY-14 GEV program 
should submit a written request to their detailer using the format 
provided in enclosure (1) of ref (a).  For ships at sea, applications
 via naval message containing the requisite information will be 
accepted.

4.  Officers completing a degree using GEV benefits must forward a 
final transcript with degree conferred to the Center for Personal and
 Professional Development Voluntary Education Detachment, 640 Roberts
 Ave, Pensacola, FL 32511 and should expect to serve one tour in a 
subspecialty billet NLT the second tour following graduation.
