RMKS/1.  This NAVADMIN provides details on the Graduate Education Voucher 
(GEV) program and guidance for FY-15 program application.
Eligibility, obligated service requirements, subspecialty utilization tour, 
and authorized program benefits are prescribed in ref (a).

2.  GEV funding is authorized only for off-duty study in master*s degree 
programs which meet the requirements of at least one approved Navy 
subspecialty code as verified by Naval Postgraduate School (NPS).  For FY-15, 
120 GEV quotas for select unrestricted line officers are planned, subject to 
funding availability.
    a.  Quotas are apportioned as follows:
        Aviation officers - 49
        Submarine officers - 27
        Surface Warfare officers * 42
        SPECWAR/EOD officers * 2
    b.  FY-15 Quotas by area of study, subspecialty for area of study, and
