RMKS/1.  DOD HAS DIRECTED 
MANDATORY ANNUAL COMBATING TRAFFICKING IN PERSONS AWARENESS TRAINING 
FOR ALL DOD PERSONNEL REGARDLESS OF DEPLOYING STATUS, TO INCLUDE 
MILITARY, CIVILIAN, AND CONTRACT PERSONNEL.  REF A REAFFIRMS DOD 
POSITION REGARDING THE CRIMINAL NATURE OF TIP AND OUTLINES ENTERPRISE 
ACTIONS AND RESPONSIBILITIES NECESSARY TO PREVENT, MITIGATE OR AVOID 
EITHER PURPOSEFULLY OR UNWITTINGLY PARTICIPATING IN THOSE ACTIVITIES, 
INCLUDING SEXUAL EXPLOITATION, FORCED PROSTITUTION, INVOLUNTARY 
SERVITUDE AND DEBT
BONDAGE.    
2.  THIS NAVADMIN SUPERSEDES REF B.  ALL NAVY PERSONNEL SHALL COMPLETE 
CTIP AWARENESS TRAINING BY 30 SEPTEMBER 2008 AND ANNUALLY THEREAFTER.  
NAVY KNOWLEDGE ONLINE (NKO) IS THE PRIMARY METHOD TO COMPLETE CTIP 
TRAINING.  THIS COURSE IS LOCATED AT NAVY E-LEARNING ON LINE COURSES 
UNDER THE LEARNING TITLE AT THE MAIN MENU.  
COMPLETION ON NKO WILL ENSURE AUTOMATIC DOCUMENTATION IN THE 
INDIVIDUAL'S ELECTRONIC TRAINING JACKET.  
3.  FOR COMMANDS WITH PERSONNEL WITHOUT NKO ACCESS, A CD-ROM WAS SENT 
TO ALL COMMANDS ON THE GENERAL MILITARY TRAINING DISTRIBUTION LIST IN 
2006.  THIS CD-ROM INCLUDES BOTH THE INITIAL CTIP AWARENESS TRAINING 
MODULE AND REFRESHER CTIP AWARENESS TRAINING MODULE AND CAN BE USED AS 
AN ALTERNATE METHOD OF COMPLETING THE TRAINING.  COMMANDERS ARE 
RESPONSIBLE FOR DOCUMENTING COMPLETION FOR PERSONNEL WHO CONDUCT THE 
CTIP AWARENESS TRAINING VIA THIS METHOD.  APPROPRIATE ENTRIES SHALL BE 
MANUALLY INPUT TO THE ELECTRONIC TRAINING JACKETS VIA FLEET TRAINING 
MANAGEMENT AND PLANNING SYSTEM (FLTMPS).
4.  COMMANDS THAT DO NOT HAVE THE CD-ROM MAY REQUEST ONE FROM THE 
DEFENSE INSTRUCTIONAL TECHNOLOGY INFORMATION SYSTEM (DITIS) BY

5.  ILLEGAL TRAFFICKING IN PERSONS IS A SIGNIFICANT CRIMINAL ACTIVITY 
THAT RESULTS IN THE INVOLUNTARY SERVITUDE OF THOUSANDS.  SECDEF HAS 
STATED "NO LEADER IN THIS DEPARTMENT SHOULD TURN A BLIND EYE TO THIS 
ISSUE."  IT IS A VIOLATION OF HUMAN RIGHTS, IT IS INCOMPATIBLE WITH 
NAVY CORE VALUES, AND IT UNDERMINES OUR MISSION.
