REAR ADMIRAL (LOWER HALF) SELECTION BOARDS// 

RMKS/1.  The FY-15 selection boards to recommend Navy officers of the 
Selected Reserve serving on the Reserve Active-Status List (RASL) in the 
permanent grades of rear admiral (lower half) and captain, line and staff, 
for promotion to the permanent grades of rear admiral and rear admiral (lower 
half) will be convened as follows:

    17 Oct 13 - Rear Admiral Line and Full Time Support (FTS)
    18 Oct 13 - Rear Admiral Staff (Supply Corps and Judge Advocate 
                General's Corps)  
    21 Oct 13 - Rear Admiral (lower half) Line and Full Time Support 
                (FTS)          
    24 Oct 13 - Rear Admiral (lower half) Staff (Supply Corps)    
     3 Apr 14 - Rear Admiral (lower half) Line (Information Dominance  
                Corps)

2.  The Secretary of the Navy has approved the establishment of a single 
Information Dominance Corps (IDC) competitive category and the creation of 
the Special Duty (Information Dominance) 1865 designator.  
All eligible Navy Reserve Meteorology/Oceanography, Information Warfare, 
Information Professional, and Intelligence officers will compete for 
selection to rear admiral (lower half) as one competitive category.  Selected 
officers will be assigned to the competitive category of Information 
Dominance Corps (1865) following assignment of promotion to the grade of rear 
admiral (lower half).  

3.  The following Navy Reserve officers as indicated are the senior and 
junior officers initially eligible for consideration for promotion in each 
competitive category listed as of the date of this NAVADMIN.  In addition, 
those Reserve officers on the RASL who are senior to the senior initial 
eligible officer for their respective competitive category are also eligible 
for consideration.  Read grade, designator, zone, name, register number, date

4.  Only eligible officers may communicate directly with a selection board.  
Correspondence must arrive not later than the day before the convening date 
of the board and shall be addressed to:  President FY-15 Reserve (grade), 
(Line or Staff Corps) Promotion Selection Board, Board #XXX, Navy Personnel 
Command (NPC) Customer Service Center, PERS-00R, Bldg 768,
5720 Integrity Drive, Millington, TN 38055-0000.  The written communication 
may call the attention of the board to any matter that the officer considers 
important.  The written communication may include, as enclosures, 
correspondence from any individual concerning the eligible officer.  
Correspondence not originated by the eligible officer, including endorsements 
to the officer's letters and letters written on behalf of that officer, must 
contain a written acknowledgement by the eligible officer that he or she 
desires such correspondence be presented to the board.
Correspondence without such acknowledgement is considered third party 
correspondence and will be returned.  The customer service center has 
established a new functional e-mail account that allows eligibles to submit 
letters to the board and correspondence through encrypted e-mail to comply 
with DoD PII policy.  Send the e-mail encrypted to cscselboard@navy.mil.  
Classified correspondence will not be accepted.
