RMKS/1.  This order to account applies to all Navy Active Duty, Reservists, 
DON civilian employees, NAF employees, NEX employees, OCONUS contractors, and 
applicable dependents.  Echelon II commanders and all regional commanders 
shall ensure widest dissemination to all subordinate and tenant commands and 
detachments for action after storm passage or Closest Point of Approach 
(CAP).


2.  The following Geographic Area Of Interest (GAOI) has been established for 
typhoon Hagibis:  the island of Honshu, Japan.
The following cities within Japan:  Atsugi, Yokosuka, Yokota, and Tokyo.


3.  All commands are expected to:

    a.  Muster and account for all Navy Active Duty, reserve, DON civilian 
employees, NAF employees, NEX employees and applicable dependents in the GAOI 
after storm passage/CPA.  All Commanding Officer Representatives 
(CORs)/sponsors in the affected GAOI will receive notification from NFAAS to 
muster themselves and dependents in Navy Family Accountability and Assessment 
System (NFAAS) after storm passage/CPA.  Commanding Officers (COs) and/or 
CORs will ensure widest dissemination of requirement for accurate and timely 
accountability via NFAAS.  COs and/or CORs are to determine accurate Status 
and whereabouts of their personnel and muster and account for them at current 
residence, work, telework, displaced location, or not in the GAOI with 
specified circumstance (deployed, TDY/TAD/IA, on leave, separated/retired, 
transferred, UA/deserter, other).
In doing so, an accurate accounting of all personnel in all accounting 
categories may be quickly determined.

    b.  COs and/or CORs utilize the NFAAS support site at 
Https://navyfamily.navy.mil to account for each individual required to be 
reported per references (a) and (b).

    c.  If NFAAS is not available, commands/members are to report the status 
of Personnel Accountability (PA) to the region NFAAS coordinator as listed in 
paragraph 6.

    d.  Do not delay reporting on personnel until all information is 
complete.  Report and account mustering information when obtained including 
the posting of amplifying data in the notes area on the individual's 
accounting line.


4.  All CORs/sponsors are expected to:

    a.  Account for themselves and dependents in NFAAS after storm 
passage/CPA and notification via https://navyfamily.navy.mil.

    b.  If unable to access, NFAAS sponsors should contact their COR, Command 
Mustering Officer, or supervisor to check in (muster).

    c.  Sponsors will provide command representatives with current residence, 
displaced location, or not in the GAOI with specified circumstance (deployed, 
TDY/TAD/IA, on leave, separated/retired, Transferred, UA/deserter, other).

    d.  Family members can log on to NFAAS at https://navyfamily.navy.mil and 
check in (muster) on the navy family members site.  If unable to log on to 
NFAAS and for technical support, call the NFAAS help desk at
866-946-9183 (for technical support only).

    e.  If unsuccessful, call the Emergency Coordination Center (ECC):
877-414-5358; ECC TDD:  866-297-1971.


5.  Navy families who were severely impacted are strongly encouraged to log 
into NFAAS, https://navyfamily.navy.mil, to update contact information and 
complete a needs assessment form at their earliest convenience.  For further 
assistance after a needs assessment form has been submitted, call Navy 
Personnel Command Emergency Coordination Center (NPC ECC) at 877-414-5358 or 
E-mail npc.cat.captain@navy.mil.
