RMKS/1. THIS NAVADMIN ANNOUNCES A CHANGE IN THE NAVY-WIDE 
RESPONSIBILITY FOR AUGMENTATION/GLOBAL WAR ON TERROR (GWOT) MANPOWER 
REQUIREMENT VALIDATION FROM OPNAV N3IPS TO US FLEET FORCES COMMAND 
(USFFC) EFFECTIVE UPON RECEIPT. AS THE NAVY COMPONENT COMMANDER TO US 
JOINT FORCES COMMAND (USJFCOM), AND AS THE NAVY'S GLOBAL FORCE MANAGER, 
USFFC WILL DEVELOP RISK-BASED ABILITY TO SOURCE RECOMMENDATIONS FOR 
UNASSIGNED AUGMENTATION/GLOBAL WAR ON TERROR (GWOT) MANPOWER 
REQUIREMENTS AND VALIDATE ASSIGNED NAVY REQUIREMENTS.  THIS TRANSFER 
WILL MODIFY REF A AND EXPAND THE RESPONSIBILITIES OUTLINED IN REF B.
2. AUGMENTATION/GWOT MANPOWER REQUIREMENTS INCLUDE SERVICE AUGMENTATION, 
GLOBAL WAR ON TERROR (GWOT) SUPPORT ASSIGNMENT, MARINE CORPS 
AUGMENTATION, JOINT INDIVIDUAL AUGMENTATION, AD-HOC FORCES, AND IN-
LIEU-OF FORCES. REQUIREMENT VALIDATION INCLUDES THE VERIFICATION OF 
TASKING ORDER, CROSSWALK OF REQUIREMENTS, TRAINING TRACK, AND AN 
APPROPRIATE SOURCING SOLUTION.
3. THE FOLLOWING DELINEATES ROLES, RESPONSIBILITIES, AND AUTHORITIES 
PERTAINING TO AUGMENTATION/GLOBAL WAR ON TERROR (GWOT) MANPOWER 
REQUIREMENTS:
A. OPNAV N3IPS WILL:
(1) APPROVE NAVY POSITION DEVELOPED BY USFFC FOR SERVICE/RESPONSE TO 
USJFCOM
(2) PROVIDE FINAL APPROVAL AUTHORITY FOR ALL AUGMENTATION/GWOT MANPOWER 
REQUIREMENTS
(3) COORDINATE WITH SECRETARY OF THE NAVY, OFFICE OF SECRETARY OF 
DEFENSE AND JOINT STAFF
(4) PROMULGATE MOBILIZATION POLICY
B. USFF WILL:
(1) DEVELOP RISK BASED ABILITY TO SOURCE RECOMMENDATIONS FOR OPNAV 
REGARDING UNASSIGNED AUGMENTATION/GWOT MANPOWER REQUIREMENTS INCLUDING 
THE BEST ACTIVE COMPONENT/RESERVE COMPONENT (AC/RC) MIX
(2) PREPARE AND SUBMIT TO OPNAV ALL DOCUMENTATION REQUIRED TO VALIDATE 
NEW MISSIONS TASKED TO NAVY AND REVALIDATE RECURRING NAVY MISSIONS
(3) DISSEMINATE TASKING MESSAGES FOR AC REQUIREMENTS AMONG BUDGET 
SUBMITTING OFFICES (BSO) AND RC REQUIREMENTS TO CNRF
(4) PROVIDE NOMINEE INFORMATION TO COMNAVPERSCOM FOR ORDER WRITING, 
SPECIFIC GUIDANCE ON SENSITIVE LEADERSHIP NOMINATIVE POSITIONS
(5) MAINTAIN RISK-BASED COMMUNITY REDLINES
(6) ASSESS PERFORMANCE AND EFFECTS
(7) RECOMMEND CHANGES TO POLICY AND RESOURCING LEVELS 4. OPNAV N1 WILL:
(1) DEVELOP A PROCESS THAT RESPONDS TO THE TIMING OF THE DEMAND SIGNAL
(2) DEVELOP A SCREENING PROCESS FOR SELECTION TO SENSITIVE LEADERSHIP 
NOMINATIVE POSITIONS AND A SET OF CRITERIA THAT WILL BE USED TO 
DESIGNATE "NEW" BILLET FOR SCREENED PERSONNEL 5. ECHELON 2 COMMANDS 
ENGAGED IN THE AUGMENTATION PROCESS ARE SUPPORTING TO USFF FOR THE 
ABOVE PARA 3 TASKING. USFF WILL COORDINATE AND COLLABORATE WITH ALL 
STAKEHOLDERS INVOLVED WITH GWOT SUPPORT ASSIGNMENTS, IA MANPOWER 
MANAGEMENT ASSIGNMENTS, HEALTH SERVICES AUGMENTATION PROGRAM (HSAP) AND 
MOBILIZED RESERVE PERSONNEL.
6. ALL COMMANDS SHOULD CONTINUE TO OPERATE PER THE ESTABLISHED BUSINESS 
RULES OUTLINED IN CURRENT AUGMENTATION NAVADMINS, REFS C AND D.
