RMKS/1.  THIS NAVADMIN ANNOUNCES THE CHIEF OF NAVAL OPERATIONS (CNO)
APPROVED UNIFORM POLICY CHANGES PROPOSED BY THE 18 JULY 2011 NAVY
UNIFORM BOARD.  THE FUNCTIONS OF THE UNIFORM BOARD ARE OUTLINED IN
REF A.  APPROVED UNIFORM CHANGES ARE AS FOLLOWS:
    A.  REVISED SPECIFICATIONS FOR WOMEN'S HANDBAG.  EFFECTIVE 60 DAYS FROM 
RELEASE OF THIS MESSAGE, THE POLICY ON WEARING A WOMEN'S HANDBAG IN UNIFORM IS 
IN THE MANNER PRESCRIBED AS FOLLOWS:
        (1) DESCRIPTION:  WOMEN MAY WEAR CIVILIAN HANDBAGS WHILE IN UNIFORM. 
THE HANDBAG MUST BE OF PLAIN BLACK, BROWN, WHITE GRAIN LEATHER OR SYNTHETIC 
LEATHER, RECTANGULAR IN SHAPE AND DESIGNED WITH A FLAP (MAGNETIC OR ZIPPER). 
THE COLOR OF THE HANDBAG WILL MATCH THE COLOR OF THE SHOES WORN. DIMENSIONS 
MUST BE BETWEEN 7 1/2 TO 14 INCHES IN WIDTH, 5 1/2 TO 11 INCHES IN HEIGHT, AND 
2 TO 4 INCHES DEEP.  EXOTIC MATERIALS SUCH AS EEL, ALLIGATOR, OR OSTRICH SKIN 
ARE NOT AUTHORIZED. THE HANDBAG MAY NOT HAVE ANY VISIBLE ORNAMENTATION, 
DECORATIVE STITCHING, EMBOSSED DESIGN, OR MANUFACTURER'S LOGO. THE CLOSURE 
HARDWARE WILL BE BRASS-PLATED, SILVER OR GOLD-COLORED (NO OVER-SIZED BUCKLES 
OR STRING TIES ARE ALLOWED). THE STRAP
(SINGLE OR DOUBLE) WILL BE OF THE SAME MATERIAL AS THE PURSE AND MAY HAVE A 
GOLD-COLORED OR BLACK-COLORED BUCKLE. HANDBAGS MAY BE PROCURED FROM COMMERCIAL 
SOURCES, PROVIDED THE ABOVE CRITERIA ARE FOLLOWED.
        (2) CORRECT WEAR:  CARRY OVER THE LEFT SHOULDER OR FOREARM, PLACING 
THE TOP OF THE HANDBAG AT WAIST LEVEL.
        (3) OWNERSHIP MARKINGS:  ON MANUFACTURER'S TAG INSIDE THE LARGE 
POCKET.
    B.  NUCLEAR WEAPONS SECURITY (NWS) BREAST INSIGNIA.  EFFECTIVE 
IMMEDIATELY, THE NUCLEAR WEAPONS SECURITY (NWS) BREAST INSIGNIA IS APPROVED 
AND AUTHORIZED FOR WEAR BY ENLISTED PERSONNEL ASSIGNED TO SPECIAL WEAPONS 
FACILITIES (SWF) WHO HAVE SUCCESSFULLY COMPLETED THE QUALIFICATION 
REQUIREMENTS OUTLINED IN THE FORTHCOMING MILPERSMAN ARTICLE 1220-061.
        (1) THE NWS BREAST INSIGNIA IS A ONE AND ONE-FOURTH INCH BY ONE INCH 
SILVER (ANODIZED OR OXIDIZED) SHIELD (METAL OR EMBROIDERED) SHOWING A TRIDENT 
SURROUNDED BY AN ATOM SYMBOL.  AT THE BOTTOM OF THE SHIELD, THERE IS A SCROLL 
WITH FIVE SMALL OPENINGS.  GOLD OR SILVER STARS ARE MOUNTED ON THE SCROLL OF 
THE METAL VERSION TO INDICATE EACH ADDITIONAL YEAR OF CREDITABLE SERVICE IN 
THE NWS MISSION.
        (2) MANNER OF WEAR:  THE NWS BREAST INSIGNIA WILL BE WORN IN 
ACCORDANCE WITH REF A, CHAPTER 2, SECTION 2, ARTICLE 5201.2C.  THE NWS BREAST 
INSIGNIA, WHEN WORN WITHOUT STARS, INDICATES ONE YEAR CREDITABLE SERVICE TO 
THE NWS MISSION.  AN AFFIXED GOLD STAR WILL INDICATE AN ADDITIONAL YEAR OF 
CREDIBLE SERVICE.  THREE GOLD STARS AFFIXED TO THE NWS BREAST INSIGNIA 
SIGNIFIES FOUR YEARS OF CREDIBLE SERVICE.  AN AFFIXED SILVER STAR INDICATES 
FIVE YEARS OF CREDITABLE SERVICE.
        (3)  THE NWS BREAST INSIGNIA (METAL OR EMBROIDERED) IS NOT AUTHORIZED 
FOR WEAR ON THE NWU TYPE II AND III UNIFORMS.
        (4) THE NWS BREAST INSIGNIA METAL AND EMBROIDERED BADGE WILL BE 
AVAILABLE VIA NAVY EXCHANGE UNIFORM CENTERS OR VIA THE NEX UNIFORM WEBSITE 
STARTING AUGUST 2012.  PURCHASE WILL BE FACILTATED THROUGH YOUR LOCAL NAVY 
EXCHANGE UNIFORM CENTER OR VIA THE NEXCOM WEBSITE AT 
HTTPS://WWW.NEXNET.NEXWEB.ORG/PLS /NEXAUTH/WG_SELECT_SPEED (ALL LOWERCASE) OR 
NEX CALL CENTER AT 1-800-368-4088.

2.  SERVICE DRESS KHAKI UPDATE.  PHASE II OF THE 75/25 POLY/WOOL FABRIC 
EVALUATION IS IN ITS FINAL STAGES.  WEAR TEST AND FOCUS GROUP DATA IS BEING 
EVALUATED AND WILL BE COMPILED INTO A FINAL REPORT WITH RECOMMENDATION TO THE 
NAVY UNIFORM BOARD AND CNO.  UPON DETERMINATION OF FINAL DESIGN APPROVAL, THE 
SDK IS PLANNED TO BE AVAILABLE FOR ORDER AND PURCHASE BY SEPTEMBER 2012 VIA 
THE NAVY EXCHANGE UNIFORM CENTERS AND UNIFORM CALL CENTER.  TO FACILITATE THE 
OPPORTUNITY FOR FURTHER FLEET EXPOSURE OF THE EXISTING DESIGN CONCEPT, THE 
CURRENT
CONTEMPORARY PROTOTYPE DESIGN SDK UNIFORMS ARE AUTHORIZED FOR WEAR UNTIL 1 
OCTOBER 2011.

3.  UNIFORM POLICY CHANGES ARE A DIRECT RESULT OF FLEET FEEDBACK AND STAFFED 
RESEARCH.  THE PROCEDURES TO SUBMIT RECOMMENDED UNIFORM CHANGES CAN BE FOUND 
IN CHAPTER 1, SECTION 1, ARTICLE 1101.1.B (4) OF REF A.
