GENTEXT/REMARKS/1.  FOREIGN LANGUAGE SKILLS ARE CRITICAL WAR FIGHTING
ENABLERS IN THE TWENTY-FIRST CENTURY AND HAVE BECOME INCREASINGLY
IMPORTANT IN THE GLOBAL WAR ON TERRORISM.  GIVEN THE RELEVANCE OF
THESE SKILLS TO OUR MISSION, IT IS ESSENTIAL THAT WE HAVE A FULL
ACCOUNTING OF THE FOREIGN LANGUAGE CAPABILITY RESIDENT IN THE FORCE.
ACCURATE ACCOUNTING WILL ALSO FACILITATE FORCE PLANNING AND POLICY

DEVELOPMENT RELATIVE TO LINGUIST MANAGEMENT.
2.  CURRENTLY, OFFICER AND ENLISTED PERSONNEL ARE SCREENED FOR
FOREIGN LANGUAGE SKILLS AT ALL ACCESSION POINTS.  THE LANGUAGE
SKILLS AND PROFICIENCY OF THOSE ENTERING THE FORCE PRIOR TO JULY
2005, HOWEVER, MAY NOT HAVE BEEN SCREENED.
3.  TO ENSURE A COMPLETE INVENTORY OF THESE SKILLS, COMMANDING
OFFICERS, BOTH ACTIVE DUTY AND RESERVE, ARE REQUIRED TO SCREEN ONE
HUNDRED PERCENT OF ASSIGNED PERSONNEL LESS CIVILIANS, AND RECORD
LANGUAGE SKILLS IN MASTER ELECTRONIC RECORDS NOT LATER THAN 31
DECEMBER 2005.  NAVY CIVILIANS WILL BE SCREENED IN A SEPARATE
PROCESS TO BE ANNOUNCED.
4.  COMMANDING OFFICERS SHOULD DESIGNATE ONE PRIMARY REPRESENTATIVE
WITHIN THEIR COMMANDS TO COLLECT AND INPUT THE DATA.  THE FOLLOWING
PROCEDURES APPLY.  COMMAND REPRESENTATIVES SHOULD:
    A.  CONTACT THE NETWORK AREA MANAGER AT THEIR LOCAL PERSONNEL
SUPPORT DETACHMENT (PSD) TO REQUEST ACCESS TO THE NAVY SINGLE
INTEGRATED PERSONNEL SYSTEM (NSIPS) FOREIGN LANGUAGE PROFICIENCY
PANEL.
    B.  ACQUIRE A COMPLETE AND ACCURATE COMMAND ROSTER AND CONTACT
EACH INDIVIDUAL TO DETERMINE THEIR FOREIGN LANGUAGE SKILLS.

FOR INFORMATION REGARDING PROPER INPUT OF INFORMATION INTO NSIPS AND
GUIDANCE ON DETERMINING SKILL LEVELS.
    D.  INPUT THE REQUIRED DATA INTO NSIPS FOREIGN LANGUAGE PANEL
FOR EVERY PERSON ASSIGNED TO THE COMMAND, LESS CIVILIANS AND
CONTRACTORS.  PERSONNEL WHO DO NOT PROFESS FOREIGN LANGUAGE SKILLS
MUST BE ENTERED INTO THE SYSTEM WITH THE ENGLISH DEFAULT AND
LANGUAGE LEVELS AT 50 (NATIVE PROFESSIONAL).
5.  SHIPS WITHOUT ACCESS TO NSIPS SHOULD SUBMIT THE DATA TO THEIR
RESPECTIVE PSD FOR INPUT.  PSD'S WILL VERIFY COMPLIANCE OF ALL UNIT
IDENTIFICATION CODES UNDER THEIR PURVIEW TO THEIR RESPECTIVE
PERSONNEL SUPPORT ACTIVITY WHO WILL IN TURN REPORT RESULTS TO THE
COMMANDER, NAVAL INSTALLATIONS PERSONNEL ADMINISTRATIVE SUPPORT
SYSTEMS (PASS) STAFF.  PASS WILL NOTIFY OPNAV (N13F) UPON COMPLETION
OF CERTIFICATIONS.
6.  SHIPS, EMBARKED STAFFS, AND SQUADRONS NOT SUPPORTED BY A PSD
WILL REPORT COMPLETION TO THEIR RESPECTIVE ECHELON THREE COMMANDERS.
ECHELON THREE COMMANDERS WILL NOTIFY FLEET FORCES COMMAND (N1) WHEN
SUBORDINATE COMMANDS HAVE COMPLETED DATA SUBMISSION.  FLEET FORCES
COMMAND WILL NOTIFY OPNAV (N13F).
