RMKS/1.  THIS NAVADMIN PROVIDES AMPLIFYING INFORMATION FOR THE 
PERFORMANCE-BASED BOARD FOR CONTINUATION OF SENIOR ENLISTED 
PERSONNEL WITH GREATER THAN 19 YEARS OF SERVICE WHICH CONVENES 
20 SEPTEMBER 2010.  THIS UPDATE IS NOT INTENDED TO BE 
ALL-INCLUSIVE.  SEE REF A FOR COMPREHENSIVE CONTINUATION BOARD 
INFORMATION.

2.  CORRESPONDENCE SUBMISSION DEADLINE IS EXTENDED TO 1 
SEPTEMBER 2010.  CORRESPONDENCE FROM THE ELIGIBLE MEMBER TO 
THE BOARD MUST BE POSTMARKED BY THIS DATE.  TRANSFER EVALUATIONS 
WITH A TRANSFER DATE AFTER 1 SEPTEMBER 2010 MAY NOT BE 
SUBMITTED TO THE BOARD FOR CONSIDERATION. 

3.  DOCUMENTED MISCONDUCT AND SUBSTANDARD OR MARGINAL PERFORMANCE 
WILL BE THE PRIMARY REASON BOARD-ELIGIBLE SAILORS ARE NOT 
CONTINUED.  THE FOCUS WILL BE PERFORMANCE WITHIN THE LAST FIVE 
YEARS, OR SINCE ADVANCEMENT TO CURRENT GRADE (E-7/E-8/E-9), 
WHICHEVER IS LATER.  THE FACTORS LISTED BELOW WILL INDICATE TO 
THE BOARD THAT AN INDIVIDUAL MAY NOT MEET THE PERFORMANCE 
REQUIREMENTS FOR CONTINUATION.  THE BOARD WILL CONSIDER THESE 
FACTORS WITH THE ENTIRE RECORD AND USE ITS JUDGMENT TO SELECT 
FOR CONTINUATION THOSE SAILORS WHOSE SERVICE IS CONSIDERED TO BE 
IN THE BEST INTEREST OF THE NAVY.  WHILE THIS LIST IS NOT ALL 
INCLUSIVE, IT PROVIDES THE PERFORMANCE INDICATORS THE BOARD WILL 
CONSIDER: 
    (A) DOCUMENTED MISCONDUCT INVOLVING EITHER UCMJ 
(NON-JUDICIAL PUNISHMENT) OR CIVILIAN OFFENSES;
    (B) MORAL OR PROFESSIONAL DERELICTION SUCH AS RELIEF FOR 
CAUSE OR DETACHMENT FOR CAUSE;
    (C) EVALUATION/FITNESS REPORT CONTINUITY GAPS OF GREATER 
THAN 90 DAYS; 
    (D) EVALUATION/FITNESS REPORT, DURING THE PERIOD REVIEWED, 
WITH MARKS SUGGESTING SUBSTANDARD OR MARGINAL PERFORMANCE OF 
DUTY TO INCLUDE:
        (1) RECEIPT OF ANY PROMOTION RECOMMENDATION OF 
"SIGNIFICANT PROBLEMS" OR "PROGRESSING;" 
        (2) A DECLINE IN PERFORMANCE WITH THE SAME REPORTING SENIOR.
A DECLINE IN PERFORMANCE IS DEFINED BY BUPERSINST 1610.10B AS "A 
DECLINE IN THE PROMOTION RECOMMENDATION OR A DECLINE OF TWO OR MORE 
TRAIT GRADES BY THE SAME REPORTING SENIOR;" AND/OR
        (3) RECEIPT OF AN EVALUATION OR FITNESS REPORT WITH ANY 
INDIVIDUAL TRAIT GRADE OF 2.0 OR BELOW.
    (E) ANY DOCUMENTED CIRCUMSTANCE RELATED TO PERFORMANCE WHICH 
RESULTS IN A SAILOR'S INABILITY TO PERFORM IN THEIR RATING/DUTIES; 
FOR EXAMPLE:
        (1) A LOSS OF SECURITY CLEARANCE IN A RATING THAT REQUIRES 
A MEMBER TO MAINTAIN CONTINUOUS ELIGIBILITY;
        (2) A SAILOR WHO IS DISQUALIFIED FROM PERFORMING THEIR 
PRIMARY RATING/DUTIES IN ACCORDANCE WITH THE LAUTENBERG AMENDMENT OF 
1996.  
    (F) OTHER DOCUMENTED SUBSTANDARD OR MARGINAL PERFORMANCE 
INDICATORS THAT THE SAILOR'S CONTINUATION MAY BE INCONSISTENT WITH 
NATIONAL SECURITY INTERESTS OR MAY OTHERWISE NOT BE IN THE BEST 
INTEREST OF THE NAVY.

4.  CRITICAL SKILLS RETENTION BONUSES (CSRB):  SAILORS NOT SELECTED 
FOR CONTINUATION WILL HAVE THE UNEARNED PORTION OF ANY CSRB
