RMKS/1.  THIS NAVADMIN REITERATES MILITARY LEAVE POLICY.  PER REF A, 
ANNUAL LEAVE CARRYOVER WAS TEMPORARILY INCREASED FROM 60 DAYS TO 75 
DAYS UNTIL 31 DECEMBER 2010.
PER REF B, CARRYOVER ELIGIBILITY HAS BEEN EXTENDED THROUGH 30 SEPTEMBER 
2013, WHEN IT RESETS TO 60 DAYS.

2.  SPECIAL LEAVE ACCRUAL (SLA) RETENTION LIMITS HAVE ALSO BEEN 
EXTENDED.  AUTHORIZED SLA, EXCEPT FOR SLA EARNED IN SUPPORT OF A 
CONTINGENCY OPERATION, MAY BE KEPT FOR FOUR FISCAL YEARS VICE THE 
PREVIOUS LIMIT OF THREE FISCAL YEARS.  THIS INCREASE ONLY APPLIES TO 
SLA EARNED FROM 1 OCTOBER 2008 TO 30 SEPTEMBER 2013.  SLA EARNED DURING 
THE SUPPORT OF A CONTINGENCY OPERATION MAY BE KEPT FOR TWO FISCAL YEARS 
VICE THE PREVIOUS LIMIT OF ONE FISCAL YEAR FROM 01 OCTOBER 2008 TO 30 
SEPTEMBER 2013.  THESE CHANGES ARE REFLECTED IN THE MILPERSMAN ARTICLES 
1050-010, 1050-060, AND 1050-070.
