RMKS/1.  ENACTED BY CONGRESS IN 1945 AND LATER MODIFIED IN 1988, 
OCTOBER IS RECOGNIZED AS "NATIONAL DISABILITY EMPLOYMENT AWARENESS 
MONTH."  THE DEPARTMENT OF DEFENSE THEME FOR THIS YEAR'S OBSERVANCE 
IS "EXPECTATION PLUS OPPORTUNITY EQUALS FULL PARTICIPATION."
2.  THE STRENGTH OF OUR NATION AND NAVY COMES FROM THE DIVERSITY OF 
OUR PEOPLE, AND WE STRIVE TO REFLECT THE FACE OF AMERICA.  A DIVERSE,
EFFECTIVE WORKFORCE MUST INCLUDE PEOPLE WITH DISABILITIES.  THEIR 
CONTRIBUTIONS TO OUR NAVY ARE IMPORTANT TO OUR SUCCESS AND WE MUST 
SUPPORT THEIR PARTICIPATION IN OUR NAVY TEAM.
3.  ALL COMMANDS ARE STRONGLY ENCOURAGED TO INCREASE THEIR KNOWLEDGE 
AND AWARENESS OF DISABILITY EMPLOYMENT AND CONTRIBUTIONS BY 
RECOGNIZING NATIONAL DISABILITY EMPLOYMENT AWARENESS MONTH THROUGH 
PROGRAMS, EXHIBITS, PUBLICATIONS, AND PARTICIPATION IN MILITARY AND 
COMMUNITY EVENTS.  AMONG OTHER ONLINE RESOURCES, THERE IS A 
PRESENTATION AVAILABLE ON THE DEOMI WEB SITE AT

4.  IN CONJUNCTION WITH NATIONAL DISABILITY EMPLOYMENT AWARENESS, 
COMMAND LEADERSHIP SHOULD ENSURE THAT SERIOUSLY WOUNDED, ILL, AND 
INJURED SAILORS ATTACHED TO THEIR COMMAND HAVE BEEN REFERRED TO SAFE 
HARBOR.  SAFE HARBOR'S GOAL IS TO RETURN SAILORS TO DUTY AND, WHEN 
NOT POSSIBLE, WORK COLLABORATIVELY WITH FEDERAL AGENCIES INCLUDING 
VETERANS AFFAIRS, DEPARTMENT OF LABOR (DOL), AND STATE AND LOCAL 
ORGANIZATIONS TO SUPPORT POST-TRANSITION TRAINING AND EMPLOYMENT.  
SAFE HARBOR NOW HAS A DOL VETERAN'S EMPLOYMENT AND TRAINING 
SERVICE/REALIFELINES (RLL) REPRESENTATIVE ON THE HEADQUARTERS STAFF.  
MR. JAMES PARKER AT 703-697-2128/DSN 227 IS AVAILABLE TO ASSIST SAFE 
HARBOR ENROLLEES WITH EFFORTS TO RE-ENTER THE CIVILIAN WORKFORCE.
