IT IS THE RESPONSIBILITY OF THE CANDIDATE AND COMMAND TO ENSURE THE 
CANDIDATE'S OFFICIAL MILITARY PERSONNEL FILE (OMPF) IS UP TO DATE AND ANY 
ISSUE IMPACTING THE ELIGIBILITY OF THE CANDIDATE IS IDENTIFIED TO PERS-802/81.

(ERB) ARE NOT ELIGIBLE FOR FUTURE ACTIVE DUTY ADVANCEMENT.  THEY SHALL NOT BE 
ADMINISTERED CYCLE 218 ADVANCEMENT EXAMS AND MAY NOT OTHERWISE QUALIFY AS 
SELECTION BOARD ELIGIBLE FOR THE FY14 E7 SELECTION BOARD.
     B.  SAILORS APPROVED FOR CHANGE IN RATING THROUGH THE ERB ARE NOT 
ELIGIBLE FOR ADVANCEMENT IN THEIR OLD RATING AND DO NOT BECOME ELIGIBLE FOR 
ADVANCEMENT IN THEIR NEW RATING UNTIL THEY HAVE SUCCESSFULLY COMPLETED 
REQUIRED TRAINING AND CONVERTED TO THEIR NEW RATING.  THESE SAILORS MAY TAKE 
THE E7 EXAM IN THEIR OLD RATING TO ESTABLISH SELECTION BOARD ELIGIBILITY.  
HOWEVER, PER PARAGRAPH 203.B OF REF A, SELECTION BOARD ELIGIBLE PERSONNEL MUST

COMMANDS WITH SAILORS IN THIS INVALID ACCOUNTING STATUS MUST TAKE ACTION TO 
CORRECT THIS ERROR EITHER VIA NAVY STANDARD INTEGRATED PERSONNEL SYSTEM 
(NSIPS) CORRECTIVE ACTION OR THE SAILOR MUST SUBMIT A BOARD CORRECTION OF 
NAVAL RECORDS (BCNR) PETITION.  THIS ACCOUNTING STATUS IS REFLECTED ON THE 
COMMAND'S ENLISTED DISTRIBUTION VERIFICATION REPORT (EDVR).  SAILORS IN THIS 
INVALID ACCOUNTING STATUS WILL HAVE THEIR EXAM INVALIDATED.
    I.  SPECIAL REQUIREMENTS FOR NUCLEAR TRAINED PERSONNEL.
        (1) TO BE ELIGIBLE FOR ADVANCEMENT TO E7, SUBMARINE SAILORS IN NUCLEAR 
RATINGS MUST HOLD A SUPERVISOR NEC (3363, 3364, 3365, 3366).  ADDITIONALLY, 
PERSONNEL MUST HAVE QUALIFIED AS ENGINEERING WATCH SUPERVISOR (EWS).  
ACCEPTABLE DOCUMENTATION OF EWS QUALIFICATION INCLUDES AN EVALUATION WITH 
"EWS" IN BLOCK 29 OR A LETTER FROM THE MEMBER'S COMMAND FORWARDED TO THE BOARD 
VIA THE MEMBER'S LTB WHICH CERTIFIES EWS QUALIFICATION.
        (2) TO BE ELIGIBLE FOR ADVANCEMENT TO E7, SURFACE SAILORS IN NUCLEAR 
RATINGS MUST HOLD A SUPERVISOR NEC (3393, 3394, 3395, 3396).  ADDITIONALLY, 
PERSONNEL MUST HAVE QUALIFIED AS EWS OR PROPULSION PLANT WATCH SUPERVISOR 
(PPWS).  ACCEPTABLE DOCUMENTATION OF EWS OR PPWS QUALIFICATION INCLUDES AN 
EVALUATION WITH "EWS" OR "PPWS" IN BLOCK 29 OR A LETTER FROM THE MEMBER'S

SUBMIT EXAMINATION ANSWER SHEETS USING THE FOLLOWING GUIDELINES:
        (1) CONUS INSTALLATIONS.  SEND ADVANCEMENT EXAMINATION ANSWER SHEETS 
VIA FEDEX UNDER CURRENT GSA CONTRACT.  RETAIN A PROOF OF DELIVERY TRACKING 
NUMBER.
        (2) OVERSEAS SHORE COMMANDS.  SEND ADVANCEMENT EXAMINATION SHEETS VIA 
FEDEX OR UNITED STATES POSTAL SERVICE (USPS) THREE-DAY EXPRESS MAIL SERVICE.  
RETAIN A PROOF OF DELIVERY WITH FEDEX OR A RETURN RECEIPT WITH USPS.
        (3) DEPLOYED SHIPS.  SEND ADVANCEMENT EXAMINATION ANSWER SHEETS IN A 
REGISTERED MAIL WORKING BAG ADDRESSED TO THE SERVICING FLEET MAIL CENTER IN 
THE DEPLOYED AREA.  THE SECOND LINE OF THE ADDRESS SHOULD READ (ADVANCEMENT 
EXAMINATION ANSWER SHEETS ENCLOSED).
THE POSTAL OFFICER WILL THEN FORWARD VIA USPS THREE-DAY EXPRESS MAIL TO 
NETPDTC.
    E.  ALL COMMANDS SHOULD MONITOR THE ELECTRONIC TOTE BOARD TO VERIFY ANSWER 
SHEETS ARE RECEIVED BY NETPDTC, BY FOLLOWING THE NAVY ADVANCEMENT CENTER LINK 
UNDER THE CAREER MANAGEMENT TAB AT HTTPS://WWWA.NKO.NAVY.MIL.
    F.  SUBMIT EXAMINATION DISCREPANCY CORRECTIONS, AS REQUIRED BY TABLE 7-3 
OF REF A, TO NETPDTC (N321) VIA LETTER OR E-MAIL WITH ATTACHMENTS TO 
sfly_n321_discrepanc@navy.mil.  A LIST OF OUTSTANDING DISCREPANCIES WILL BE 
MAINTAINED AT HTTPS://NEASOS.CNET.NAVY.MIL.
    G.  IT CANNOT BE OVEREMPHASIZED THAT CANDIDATES ARE RESPONSIBLE FOR 
VERIFYING THAT THEY ARE LISTED IN THE CORRECT COMPETITIVE GROUP (COMP GROUP) 
PRIOR TO THE CONVENING OF THE SELECTION BOARD BY REVIEWING THEIR PRESENT RATE 
AND GROUP ON THEIR PROFILE SHEET.

6.  EXAMINATION RESULTS:
    A.  RESULTS ARE PROVIDED ONLINE TO SUPPORTING ESOS.  AUTHORIZED 
REPRESENTATIVES CAN ACCESS THE OFFICIAL RESULTS THROUGH NETPDTC'S EXAMINATION 
ORDERING SITE.  CLICK ON EXAMINATION STATUS VERIFICATION REPORT (ESVR), RATE 
CHANGE AUTHORIZATION (RCA), PROFILE SHEETS, AND COMMAND STATISTICS.  THE ESVR 
AND RCA ARE THE OFFICIAL SOURCE FOR NAVY ADVANCEMENT EXAMINATION RESULTS AND 
AUTHORITY TO FROCK SELECTED CANDIDATES.  ESOS MUST PROVIDE COPIES TO SUPPORTED 
ACTIVITIES UPON RECEIPT.
    B.  COMMANDS WILL BE NOTIFIED VIA NAVAL MESSAGE IF A CANDIDATE'S 
EXAMINATION NEEDS TO BE INVALIDATED DUE TO UNUSUAL CIRCUMSTANCES.

OTHER INVALIDATION NOTIFICATIONS WILL BE THROUGH ESVR AND PROFILE SHEETS.
    C.  COMMANDS ARE DIRECTED TO VERIFY THE ESVR FOR ACCURACY AND RE-VERIFY
