RMKS/1.  THIS NAVADMIN ANNOUNCES THE U.S. NAVAL TEST PILOT SCHOOL
 (USNTPS) SELECTION BOARD SCHEDULED TO CONVENE 13 FEBRUARY 2013.
THIS BOARD WILL SELECT HIGHLY QUALIFIED NAVAL AVIATORS AND NAVAL FLIGHT 
OFFICERS FOR THE USNTPS, THE U.S. AIR FORCE TEST PILOT SCHOOL, AND THE NAVAL 
POSTGRADUATE SCHOOL (NPS)/USNTPS COOPERATIVE PROGRAM.

2.  PER REF A, TO BE ELIGIBLE FOR BOARD CONSIDERATION, AN APPLICATION LETTER 
AND COMMAND ENDORSEMENT MUST BE RECEIVED BY NPC CUSTOMER SERVICE CENTER (CSC) 
NOT LATER THAN 14 JANUARY 2013.
THE ENDORSEMENT SHOULD ADDRESS WHETHER THE APPLICANT, IF SELECTED, IS 
AVAILABLE TO REPORT FOR INITIAL TRAINING AS EARLY AS APRIL 2013.
THE SERVICE MEMBER'S E-MAIL ADDRESS(ES), PHONE NUMBER(S), COLLEGE TRANSCRIPTS 
AND POST-TPS TEST SQUADRON ASSIGNMENT PREFERENCES MUST BE INCLUDED WITH 
APPLICATION.  APPLICANTS WHO DESIRE TO BE CONSIDERED FOR THE NPS/USNTPS 
COOPERATIVE PROGRAM MUST SPECIFICALLY LIST THE COOPERATIVE PROGRAM AS ONE OF 
THEIR PROGRAM PREFERENCES IN THEIR APPLICATION LETTER.

5.  ELIGIBILITY:
    A.  DESIGNATED NAVAL AVIATORS AND NAVAL FLIGHT OFFICERS THROUGH THE GRADE 
OF LIEUTENANT COMMANDER ARE ELIGIBLE FOR SELECTION.
    B.  THE PREFERRED UNRESTRICTED LINE (13XX) AVIATORS ARE JUNIOR OFFICERS 
(O2 OR O3) WITH FORECASTED TIMING TO COMPLETE THE SELECTED TPS PROGRAM AND A 
MINIMUM 24-MONTH FOLLOW-ON TEST TOUR PRIOR TO THEIR EXPECTED DEPARTMENT HEAD 
TOUR.  IN THE EVENT THAT THERE ARE  INSUFFICIENT QUANTITIES OF QUALIFIED 
UNRESTRICTED LINE (URL) JUNIOR OFFICERS TO  MEET REQUIREMENTS, URL LIEUTENANT 
COMMANDERS WITH EXCEPTIONAL RECORDS MAY  BE SELECTED, PROVIDED THEY WOULD 
STILL BE ABLE TO MEET APPLICABLE CAREER MILESTONES.
    C.  DUE TO CURRENT COMMUNITY SHORTFALLS, VFA NAVAL AVIATORS
 (1310)
AND VFA NAVAL FLIGHT OFFICERS (1320) JUNIOR TO LINEAL NUMBER 14559500 OR ON 
THEIR FIRST FLEET SEA TOUR WILL BE CONSIDERED FOR SELECTION.
COMPLETED THEIR DEPARTMENT HEAD OR EQUIVALENT TOUR BY TPS INITIAL TRAINING 
START DATE WILL BE CONSIDERED.
    D.  AEROSPACE ENGINEERING DUTY OFFICER (1510) AVIATORS THROUGH THE GRADE 
OF LIEUTENANT COMMANDER MAY BE SELECTED IF ABLE TO SERVE A MINIMUM 24-MONTH 
FLIGHT TEST TOUR FOLLOWING GRADUATION FROM USNTPS AND CONTINUE TO MEET CAREER 
MILESTONES.
    E.  APPLICANTS DETERMINED TO HAVE INSUFFICIENT CAREER TIMING TO COMPLETE 
USNTPS AND A MINIMUM 24-MONTH FOLLOW-ON TEST TOUR MAY HAVE THEIR APPLICATION 
REMOVED FROM CONSIDERATION PRIOR TO BOARD  CONVENING.
