RMKS/1.  THIS NAVADMIN ANNOUNCES THE UPDATES TO SEA SHORE FLOW (SSF) ENLISTED 
CAREER PATHS AS ESTABLISHED IN REF A AND REVISED IN REF B.

2.  IN 2008, SSF WAS INTRODUCED AS A FUNDAMENTAL CHANGE IN THE WAY NAVY 
DEFINED AND MANAGED ENLISTED SEA AND SHORE TOUR LENGTHS.  CHANGES TO THE 
ENLISTED SEA DUTY AND/OR SHORE DUTY BILLET BASE REQUIRE PERIODIC TOUR LENGTH 
UPDATES TO ENSURE PROPER MANNING OF SEA DUTY BILLETS (E.G., MORE SEA DUTY 
BILLETS AND/OR LESS SHORE DUTY BILLETS REQUIRE LONGER SEA TOUR LENGTHS).  THIS 
NAVADMIN REFLECTS THE CONCERTED EFFORT AND RESOURCES THE NAVY HAS APPLIED 
TOWARD BALANCING SSF FOR SEA-INTENSIVE RATINGS.  AS A RESULT OF THE SSF 
BALANCING INITIATIVES (E.G., REGIONAL
MAINTENANCE CENTERS, AFLOAT TRAINING GROUPS, FLEET READINESS CENTERS, FLEET 
REPLACEMENT SQUADRONS, NAVY MUNITIONS COMMAND BILLET ADDS AND GENERAL DUTY 
BILLET REALIGNMENTS) IN-RATE AND OTHER SHORE TOUR OPPORTUNTIES HAVE INCREASED 
WHICH WILL
RESULT IN:

  - IMPROVED FLEET READINESS
  - HIGHER FLEET MANNING LEVELS
  - INCREASED GEOGRAPHIC STABILITY
  - ENHANCED RATING EXPERIENCE LEVELS 
  - GREATER ADVANCEMENT OPPORTUNITIES
  - REDUCED DISTRIBUTABLE INVENTORY FRICTION

THE 2011 REVISION TO SSF PROVIDED A COMPREHENSIVE TOUR LENGTH UPDATE FOR MOST 
ENLISTED COMMUNITIES AND REFLECTED THE INCREASINGLY SEA-CENTRIC NATURE OF 
NAVAL SERVICE.  LAST YEAR, THE SSF UPDATE IMPACTED 44 RATINGS AND INCREASED 
THE TOUR LENGTHS FOR MORE THAN 118,000 SAILORS.  THIS UPDATE TO SSF IMPACTS 
0NLY TEN RATINGS AND INCREASES THE SEA TOUR LENGTHS FOR LESS THAN 9,000 
SAILORS.  THE PERSONNEL POLICIES AND MANPOWER SOLUTIONS IMPLEMENTED TO DATE, 
COUPLED WITH THE MINOR ADJUSTMENTS PROMULGATED IN THIS NAVADMIN, ARE PROJECTED 
TO SIGNIFICANTLY
REDUCE SEA DUTY GAPS IN THE COMING YEARS.  FUTURE UPDATES TO SSF ARE EXPECTED 
TO BE MINOR.  THE FOLLOWING TEN ENLISTED COMMUNITIES ARE IMPACTED BY THIS 
UPDATE (SPECIFIC TOUR LENGTHS ARE LISTED IN PARA 6 BELOW):

MESSAGE APPLY TO ALL ACTIVE DUTY ENLISTED PERSONNEL AND REFLECTS THE SSF 
ENLISTED CAREER PATHS ANNOUNCED IN REF B AS UPDATED IN PARA 2 ABOVE.  HIGH 
YEAR TENURE (HYT) LIMITS REMAIN IN EFFECT.  CURRENT FULL TIME SUPPORT (FTS) 
SEA SHORE ROTATION (SSR) POLICY REMAINS IN EFFECT.

4.  COMNAVPERSCOM MAY ADJUST PROJECTED ROTATION DATES (PRDS) BASED ON LENGTH 
OF TOUR REMAINING.  AS A GENERAL RULE, IN ORDER TO MINIMIZE TURBULENCE IN 
PERSONAL PLANNING, PRDS OF AUGUST 2013 OR EARLIER WILL NOT BE ADJUSTED, UNLESS 
REQUESTED BY THE SAILOR (VIA 1306) OR HIS/HER COMMANDING OFFICER (BASED ON 
UNIT READINESS/DEPLOYMENT NEEDS).  COMNAVPERSCOM IS AUTHORIZED TO ADJUST A PRD 
TO REFLECT THE ACTUAL SEA TOUR EXPERIENCE FOR SAILORS WHO ARE CURRENTLY 
ASSIGNED TO A SEA TOUR.  THIS DECISION WILL BE MADE BASED ON OVERALL MANNING 
IN A RATING/COMMAND, PROJECTION OF FUTURE ROTATIONS TO FILL AT THE NEW PRD, 
AND ENHANCEMENT TO THE CAREER DEVELOPMENT OF THE SAILOR.  COMMANDING OFFICERS 
CAN ALSO REQUEST THAT PRD ADJUSTMENTS BE MADE/NOT MADE BASED ON UNIT READINESS
NEEDS AND IMPACT ON A SAILOR'S CAREER.

SHORE TOURS FOR SSF PURPOSES.
        (1)  IT- INFORMATION TECHNOLOGY BILLET REQUIREMENTS OVERSEAS REQUIRE 
THAT THE IT COMMUNITY FOLLOWS A CAREER PATH BASED ON INUS/OUTUS VICE SSF.  
TOUR ASSIGNMENTS FOR THE IT COMMUNITY WILL BE BASED ON INUS/OUTUS CAREER 
PATHS, AS DESCRIBED ABOVE.
        (2)  LN - LEGALMEN HAVE A LIMITED NUMBER OF SEA DUTY (TYPE 2 AND 4) 
BILLETS AVAILABLE FOR ASSIGNMENT.  TOUR ASSIGNMENTS FOR THE LN COMMUNITY WILL 
BE BASED ON INUS/OUTUS CAREER PATHS, AS DESCRIBED ABOVE.
        (3)  MA - MASTER-AT-ARMS THAT SUCCESSFULLY COMPLETE A FULL TOUR AT A 
STRATEGIC WEAPONS FACILITY (SWFLANT OR SWFPAC) WILL BE GRANTED OUTUS DUTY 
CREDIT FOR SSF PURPOSES ONLY AND WILL BE ELIGIBLE FOR INUS/SHORE DUTY 
ASSIGNMENT UPON COMPLETION.  MASTER-AT-ARMS WILL BE REQUIRED TO COMPLETE A 
DEPENDENT RESTRICTED SEA TOUR ASSIGNMENT TYPE 3 OR TYPE 4 (BAHRAIN ONLY) 
DURING THEIR FIRST OR SECOND SEA TOUR ROTATION.  ADDITIONALLY, SENIOR MASTER-
AT-ARMS MAY BE REQUIRED TO COMPLETE A SECOND DEPENDENT RESTRICTED SEA TOUR 
ASSIGNMENT DURING THEIR THIRD SEA TOUR ROTATION.  HAWAII IS CONSIDERED INUS 
SHORE DUTY (TYPE 1).  SAILORS ARE ENCOURAGED TO CONTACT THEIR COMMUNITY

THEIR COMMUNITY MANAGER OR DETAILER FOR SPECIFIC CAREER PATH INFORMATION.
        (1)  AIR TRAFFIC CONTROLLER SHORE TOUR LENGTHS AT PARTICULAR SHORE 
UICS ARE DEPENDENT UPON THE TOWER CLASSIFICATION AND THE TIME FRAME REQUIRED 
TO BECOME QUALIFIED FOR TOWER OPERATIONS.  SAILORS IN THE AC COMMUNITY CAN 
EXPECT TO SERVE MORE THAN HALF THEIR CAREERS IN OPERATIONAL SUPPORT TOURS 
ASHORE.  EVERY EFFORT WILL BE MADE TO ENSURE SAILORS ARE AFFORDED EQUITABLE 
OPPORTUNITIES TO SERVE AT SEA TO ENHANCE CAREER PROGRESSION.  SAILORS ARE 
ENCOURAGED TO CONTACT THEIR COMMUNITY MANAGER OR DETAILERS FOR ADDITIONAL

ASSIGNABILITY.  THOUGH CLASSIFIED TYPE 1 SHORE DUTY, ALL INUS BANDS ARE 
SUBJECT TO FREQUENT AND EXTENSIVE TAD WITHIN THEIR AOR, AND ARE CONSIDERED 
DEPLOYABLE UNITS.  OUTUS BANDS ARE SUBJECT TO SHIPBOARD AND GROUND-BASED 
DEPLOYMENT WITHIN THEIR AOR AND REQUIRE OPERATIONAL DUTY SCREENING.  SAILORS 
IN THE MU COMMUNITY ARE ENCOURAGED TO CONTACT THEIR COMMUNITY MANAGER OR

COMMUNITY.  PRIOR TO APPLYING FOR TRANSITION, SAILORS SHOULD FULLY UNDERSTAND 
CAREER PATH INFORMATION, INCLUDING POSSIBLE SEA TOUR LENGTHS.
        (1)  LCAC - LCAC OPERATORS TRANSITION TO THE LCAC COMMUNITY AFTER 
COMPLETING AT LEAST TWO SEA TOURS IN THEIR INITIAL COMMUNITY.  LCAC OPERATORS
CAN EXPECT SEA TOUR LENGTHS OF 48 MONTHS AFTER TRANSITIONING TO THE LCAC 
COMMUNITY.  DUE TO THE LIMITED AVAILABILITY OF LCAC OPERATOR SHORE DUTY
BILLETS, SAILORS IN THE LCAC COMMUNITY MAY BE ASSIGNED TO THEIR INITIAL 
COMMUNITY FOR SHORE DUTY.
        (2)  NC - NAVY CAREER COUNSELORS TRANSITION TO THE NC COMMUNITY AFTER 
COMPLETING AT LEAST ONE SEA TOUR IN THEIR INITIAL COMMUNITY.  SAILORS CAN
EXPECT SEA TOUR LENGTHS OF UP TO 48 MONTHS.  THE LENGTH OF THE FIRST SEA TOUR
WILL BE DETERMINED ON A CASE-BY-CASE BASIS DEPENDING UPON THE INDIVIDUAL'S SEA 
TOUR EXPERIENCE AND TRANSITION TIMING.
        (3)  NCCR - NAVY COUNSELOR, CAREER RECRUITERS HAVE NO SEA DUTY BILLETS 
AND WILL BE ASSIGNED AS REQUIRED.
        (4)  CMC - COMMAND MASTER CHIEFS HAVE A UNIQUE CAREER PATH AND WILL BE 
DETAILED TO LEADERSHIP MILESTONE BILLETS AS APPROPRIATE.
    E.  NAVAL SPECIAL WARFARE (NSW) COMMUNITY.  THE NAVAL SPECIAL WARFARE
COMMUNITY IS A SEA-INTENSIVE COMMUNITY.  DUE TO THE UNIQUE NATURE OF THE 
SPECIAL WARFARE MISSION, SAILORS IN THE ELITE COMMUNITIES OF NAVAL SPECIAL 
WARFARE OPERATOR (SO) AND NAVAL SPECIAL WARFARE BOAT OPERATOR (SB) SHOULD 
EXPECT TO SERVE BACK-TO-BACK SEA TOURS PRIOR TO ASSIGNMENT ASHORE.  SAILORS IN 
THESE COMMUNITIES CAN EXPECT THEIR INITIAL BACK-TO-BACK SEA TOURS TO BE WITHIN 
THE SAME GEOGRAPHIC LOCATION, CONTINGENT UPON THE NEEDS OF THE NAVY AND NSW.
    F.  MEDICAL COMMUNITY.  ENLISTED SEA SHORE FLOW CAREER PATHS FOR THE 
HOSPITAL
CORPSMAN COMMUNITY ARE DEPENDENT UPON THE SAILOR'S SPECIFIC NEC OR SPECIALTY.
SAILORS IN THE HM COMMUNITY CAN EXPECT 36-MONTH SEA TOURS FOLLOWED BY 36-MONTH
SHORE TOURS EXCEPT FOR THOSE WITH NECS THAT ARE SHORE-INTENSIVE.  THOSE WITH 
OPERATIONAL EXTENSIVE NECS CAN EXPECT LONGER SEA TOUR LENGTHS.  SAILORS IN THE 
HM COMMUNITY ARE ENCOURAGED TO CONTACT THEIR COMMUNITY MANAGER OR DETAILER FOR 
ADDITIONAL CAREER PATH INFORMATION OR VISIT

    H.  CRYPTOLOGIC COMMUNITY.  DUE TO THE UNIQUE NATURE AND SPECIFIC SKILL
SETS REQUIRED BY SAILORS IN THE VARIOUS CT COMMUNITIES, CAREER PATHS ARE 
DEFINED BY INCONUS/OUTCONUS VICE SEA SHORE FLOW.  SAILORS CAN EXPECT TO SERVE 
ON VARIOUS
TOURS OUTSIDE THE CONTINENTAL UNITED STATES (OUTCONUS) AND/OR ON SEA DUTY 
(TYPES 2, 3, 4, AND 6) DURING THEIR CAREER.  DUE TO THE UNIQUE CHARACTERISTICS 
OF THE CRYPTOLOGIC COMMUNITY, SAILORS IN THE CT COMMUNITIES ARE ENCOURAGED TO
CONTACT THEIR COMMUNITY MANAGER OR DETAILERS FOR ADDITIONAL CAREER PATH 
INFORMATION.  INCONUS/OUTCONUS ROTATION FOR SPECIFIC CT RATINGS ARE LISTED

        (5) CTM - CRYPTOLOGIC TECHNICIAN (MAINTENANCE) SAILORS WILL BE 
DETAILED ACCORDING TO BILLET AND RELIEF AVAILABILITY.  MOST PCS AFLOAT TOURS 
WILL BE 48 MONTHS TO INCLUDE CTM SKILLS 9224, 9225, AND 9289. CTM 9229 
REQUIRES 60 MONTH SEA DUTY OBLIGATION FOLLOWING INITIAL SKILLS TRAINING.
        (6) CTT - CRYPTOLOGIC TECHNICIAN (TECHNICAL) AEF TECHNICIANS, CTT
SKILLS 173X AND 1702, FIRST SEA TOUR WILL BE 48 MONTHS DUE TO LENGTH OF 
INITIAL
TRAINING; SECOND SEA TOUR WILL BE 42 MONTHS.  ALL OTHER CTT SAILORS WILL
SERVE 36 MONTHS ON SEA TOUR ONE AND SEA TOUR TWO.
    I.  SEABEE COMMUNITY.  BASIC UNDERWATER CONSTRUCTION TECHNICIAN, NEC 5932,
INTIAL SEA TOUR IN THE UNDERWATER CONSTRUCTION TEAMS WILL BE 60 MONTHS 
REGARDLESS OF PREVIOUS ACCUMULATED SEA DUTY.  ADVANCED UNDERWATER CONSTRUCTION 
TECHNICIAN, NEC 5931, SUBSEQUENT SEA/SHORE TOUR LENGTHS WILL BE 36/36 MONTHS.  
MASTER UNDERWATER CONSTRUCTION TECHNICIAN, NEC 5933, SEA/SHORE TOUR LENGTHS 
WILL BE 36/36 MONTHS.  MOBILE UTILITIES SUPPORT EQUIPMENT TECHNICIAN, NEC 
5633, 
INITIAL SEA TOUR WILL BE 36 MONTHS REGARDLESS OF PREVIOUS ACCUMULATED SEA 
DUTY.
SUBSEQUENT SEA/SHORE TOUR LENGTHS WILL BE 36/36 MONTHS.
    J.  T+X ACCESSION PILOT RATINGS.  THE T+X ACCESSION PILOT INCREASES THE
ENLISTMENT LENGTH AND INITIAL ACTIVE OBLIGATION (EAOS) FOR DESIGNATED PILOT
RATINGS FROM FOUR TO FIVE YEARS, AND ALSO SETS SAILOR'S PRESCRIBED SEA TOUR
(PST) AND PLANNED ROTATION DATE (PRD) TO APPROXIMATELY ALIGN WITH EAOS.  THE 
FIRST FOUR PILOT RATINGS (AO, EMSW, GSE AND QM) PARTICIPATED IN THE PILOT 
BEGINNING IN FY11; SAILORS IN THOSE FOUR RATINGS WHO SHIPPED TO RTC BEGINNING 
IN OCT 2010 AND BEFORE OCT 2012 WILL HAVE THE PST/PRD FOR THEIR INITIAL SEA 
TOUR
SET TO THEIR EAOS MONTH.  SAILORS IN THOSE FOUR RATINGS WHO SHIP BEGINNING IN 
OCT 2012 WILL HAVE THEIR INITIAL SEA TOUR PST/PRD SET TO THE SEA1 TOUR SHOWN 
FOR 
THEIR RATING IN PARAGRAPH 6.  THE NEXT 11 PILOT RATINGS (ABE, ABF, ABH, AME, 
GSM,
BM, OS, SH, MM(SS), MM(SSW), AND CS(SS)) WILL PARTICIPATE IN THE PILOT 
BEGINNING 
IN FY13; SAILORS IN THOSE 11 RATINGS WHO SHIP TO RTC BEGINNING IN OCT 2012
