GENTEXT/REMARKS/1.  THIS NAVADMIN ANNOUNCES THE REQUIREMENTS AND 
SOLICITS APPLICATIONS FOR THE FY-07 PERMANENT MILITARY PROFESSOR
(PMP) PROGRAM.  REF A PROVIDES PROGRAM INFORMATION AND APPLICATION 
DETAILS FOR THE NAVY PMP PROGRAM.  THE PMP PROGRAM WAS CREATED IN
1997 TO ESTABLISH A CADRE OF CAREER NAVAL OFFICERS WITH BOTH DOCTORAL 
DEGREES AND EXTENSIVE OPERATIONAL EXPERIENCE TO INSTRUCT AT ONE OF THE 
NAVY'S FLAGSHIP EDUCATION INSTITUTIONS UNTIL STATUTORY RETIREMENT OR 
UNTIL RELEASE FROM ACTIVE DUTY.  SELECTION FOR ASSIGNMENT TO THE PMP 
PROGRAM IS MADE BY A SCREENING BOARD CONDUCTED BY COMNAVPERSCOM, WHICH 
WILL MAKE ITS SELECTIONS FROM AMONG OFFICERS WHO HAVE SUBMITTED AN 
APPLICATION FOR THE PROGRAM.
2.  THOSE ELIGIBLE TO APPLY ARE WARFARE QUALIFIED ACTIVE DUTY NAVAL 
OFFICERS IN ANY DESIGNATOR WHO ARE SELECTED FOR OR SERVING IN PAYGRADE 
O5 OR SERVING IN PAYGRADE O6.  COMMANDERS AND THOSE SELECTED FOR 
COMMANDER MUST POSSESS A PHD OR BE ACADEMICALLY ELIGIBLE TO PURSUE A 
NAVY SPONSORED DOCTORAL DEGREE.  CAPTAINS MUST ALREADY POSSESS A 
COMPLETED DOCTORATE IN THE DISCIPLINE THEY PROPOSE TO TEACH.
3.  THE FY-07 PMP SELECTION BOARD WILL SELECT UP TO 12 OFFICERS FROM 
THE FOLLOWING FIELDS:  COMPUTER SCIENCE, ELECTRICAL ENGINEERING, 
MATHEMATICS (OPERATIONS RESEARCH), PHYSICS, WEAPONS AND SYSTEMS 
ENGINEERING, ECONOMICS, LEADERSHIP, NAVAL ARCHITECTURE OR OCEAN 
ENGINEERING, COMPUTER ENGINEERING, HISTORY, LANGUAGE STUDIES
(SPANISH) AND POLITICAL SCIENCE OR INTERNATIONAL RELATIONS.  THOSE 
SELECTED FROM THIS YEAR_S BOARD WILL ULTIMATELY BE ASSIGNED TO USNA.
SELECTEES NOT ALREADY POSSESSING A PHD WILL ATTEND DESIGNATED CIVILIAN 
INSTITUTIONS, NAVAL POSTGRADUATE SCHOOL OR THE AIR FORCE INSTITUTE OF 
TECHNOLOGY TO OBTAIN A PHD BEFORE ASSIGNMENT TO USNA.
4.  APPLICATION DEADLINE FOR THE FY-07 PMP SELECTION BOARD IS 1 JUNE 07.  
APPLICATION PROCEDURES ARE OUTLINED IN ENCL (2) AND (3) OF REF A.
