RMKS/1. THIS NAVADMIN PROVIDES UPDATED INFORMATION TO THE
DEPARTMENT OF DEFENSE BLUE TO GREEN PROGRAM CONTAINED IN REFS A AND B.
2. THE BLUE TO GREEN PROGRAM OFFERS TRANSITIONING SAILORS THE OPTION
OF CONTINUING ACTIVE DUTY SERVICE WITH THE ARMY WITHOUT ANY BREAK IN
SERVICE.
SAILORS RETAIN THE BENEFITS OF ACTIVE SERVICE WHILE USING THE VALUABLE
TRAINING, KNOWLEDGE, SKILLS, AND ABILITIES THEY DEVELOPED IN THE NAVY.
TRANSITION TO THE ARMY MAY BE PARTICULARLY BENEFICIAL FOR SAILORS
SEPARATING FROM THE NAVY UNDER PERFORM TO SERVE (PTS) OR E-4 HIGH YEAR
TENURE (HYT).
ADDITIONALLY, JUNIOR OFFICERS SEPARATING FROM THE NAVY WHO ARE
INTERESTED IN CONTINUING THEIR SERVICE TO THE MILITARY MAY APPLY UNDER
THIS PROGRAM. THE ARMY IS OFFERING QUALIFIED ACTIVE DUTY RECRUITS A
COMBINATION OF BONUSES UP TO 40,000 DOLLARS.
3. ARMY RECRUITING COMMAND HAS RESPONSIBILITY FOR ALL INCONUS BLUE TO
GREEN RECRUITING. INTERESTED SAILORS SHOULD VISIT THE ARMY WEBSITE AT
WWW.GOARMY.COM/BTG/.
4. COMMANDS ARE REQUIRED TO ASSIST ELIGIBLE SAILORS WHO EXPRESS
INTEREST IN THIS VOLUNTARY PROGRAM, IN PART, BY AIDING THE SAILOR IN
COMPLETING THE DD
368 FORM (AVAILABLE THROUGH THEIR ARMY RECRUITER). THE ARMY USES THE
DD 368 TO COORDINATE SEPARATION INFORMATION THAT WILL BE CONTAINED
LATER IN THE DD 214. ARMY RECRUITING REQUESTS NAVY HELP ENSURE THE
FOLLOWING DATA IS CONTAINED IN THE REMARKS SECTION OF THE DD 368:
- LAST DAY OF ACTIVE DUTY (EAOS)
- RE-ENLISTMENT ELIGIBILITY CODE (RE CODE)
- SEPARATION PROGRAM DESIGNATION CODE (SPD)
- NARRATIVE TO EXPLAIN THE SPD
- RATE/OCCUPATIONAL SPECIALTY
- LEAVE BALANCE TO BE CARRIED OVER TO THE ARMY
- DAYS OF LOST TIME
ADDITIONAL INFORMATION CONCERNING THE DD 368 IS LOCATED IN REF B.
5. ONCE THE DD 368 AND THE ASSOCIATED PRE-ENLISTMENT PAPERWORK ARE
COMPLETED, THE SAILOR WILL PROCEED BY DIRECTION OF HIS OR HER RECRUITER
TO THE NEAREST MILITARY ENTRANCE PROCESSING STATION (MEPS). AT MEPS,
THE SAILOR WILL SELECT A MILITARY OCCUPATIONAL SPECIALTY AND THEN
RECEIVE A JOB RESERVATION FORM THAT GUARANTEES THE JOB, BONUS, AND/OR
DUTY ASSIGNMENT. THE SAILOR WILL THEN SERVE OUT HIS OR HER NAVY
OBLIGATION (IN THE NAVY) UNTIL EAOS. AFTER DISCHARGE FROM THE NAVY THE
SAILOR WILL NORMALLY SHIP OUT FOR THE ARMY THE DAY AFTER EAOS (OR
SHORTLY THEREAFTER). SAILORS WILL BE REQUIRED TO SHIP OUT FROM THE
INITIAL PROCESSING MEPS.
6. THE ARMY IS ALSO SEEKING QUALIFIED JUNIOR OFFICERS TO SERVE ON
ACTIVE DUTY IN THE ARMY. OFFICERS MAY APPLY FOR AN INTERSERVICE
TRANSFER USING APPLICATION PROCEDURES IN MILPERSMAN 1300-081.
COMMANDING OFFICER ENDORSEMENTS ARE REQUIRED. ONCE APPROVED BY THE
NAVY PERSONNEL COMMAND, THE REQUEST WILL BE FORWARDED TO THE ARMY FOR
APPROVAL; MEMBERS SHOULD ANTICIPATE
3 MONTHS FOR THE ARMY TO APPROVE THEIR REQUEST AND PROCESS ORDERS.
