RMKS/1. THIS NAVADMIN ANNOUNCES THE NAVY COUNSELORS ASSOCIATION
(NCA) 23RD ANNUAL PROFESSIONAL DEVELOPMENT AND TRAINING CONFERENCE AT THE
INTERCONTINENTAL DALLAS HOTEL, ADDISON, TX, FROM 27 JUNE - 1 JULY 2011. THIS
YEAR'S THEME IS "TOTAL FORCE CAREER DEVELOPMENT TRAINING". INFORMATION ON
RETENTION POLICIES, POLICY CHANGES, PROGRAM UPDATES, NEWS AND BEST PRACTICES
WILL BE PRESENTED.
RETAINING OUR BEST SAILORS IS A PRIORITY FOR EVERY NAVY LEADER, AND BEGINS
WITH HAVING THE CURRENT INFORMATION AT YOUR FINGERTIPS.
2. THE NCA PROFESSIONAL DEVELOPMENT AND TRAINING CONFERENCE WILL PROVIDE
OPPORTUNITIES FOR TRAINING AND DISCUSSION ON A BROAD RANGE OF CAREER
DEVELOPMENT PROCESSES AND POLICIES WHICH FOCUS ON INNOVATIVE SOLUTIONS TO
RETENTION, ATTRITION AND CAREER MANAGEMENT CONCERNS. TRAINING WILL INCLUDE
SUBJECT MATTER EXPERT PROGRAM BRIEFS ON CAREER INFORMATION MANAGEMENT SYSTEM
(CIMS), NAVY RETENTION MONITORING SYSTEMS (NRMS), AND FLEET RIDE-PERFORM TO
SERVE (FR-PTS).
3. DURING THE CONFERENCE, THE NCA WILL SELECT THREE CAREER COUNSELORS OF THE
YEAR, ONE FROM SEA DUTY (TYPE 2, 3 OR 4), ONE FROM SHORE DUTY (TYPE 1 OR 6)
AND ONE FROM THE RESERVE FORCE. COMMANDS MAY NOMINATE ASSIGNED CAREER
COUNSELORS (E6 AND BELOW) USING THE FORMAT IN THE NCA BY-LAWS, WHICH IS
AVAILABLE AT WWW.USNCA.ORG.
NOMINATIONS SHOULD ADDRESS SPECIFIC ACCOMPLISHMENTS AND CONTRIBUTIONS TO THE
CAREER COUNSELOR COMMUNITY DURING THE PAST 12 MONTHS. PACKAGES MUST BE
RECEIVED NOT LATER THAN 1 JUNE 2011 AFTER ROUTING THROUGH THE RESPECTIVE

PRESENCE AT THE CONFERENCE IS NOT A PREREQUISITE FOR SELECTION.
4. PER REF A, COMMANDING OFFICERS ARE AUTHORIZED TO SUPPORT ATTENDANCE, AND
MAY ISSUE ORDERS FOR ATTENDANCE AT GOVERNMENT EXPENSE AFTER DETERMINING THERE
IS A LEGITIMATE FEDERAL GOVERNMENT PURPOSE, AND THE OBJECTIVES TO BE ACHIEVED
JUSTIFY THE EXPENSES (INCLUDING FEES, TRAVEL COSTS, AND OTHER COSTS
ATTRIBUTABLE TO PARTICIPATION). COMMANDING OFFICERS ARE DIRECTED TO FOLLOW
THE GUIDANCE IN REF A WHEN MAKING THIS DETERMINATION. PER JFTR AND JTR, TAD
ORDERS MAY COVER EXPENSES INCIDENT TO ATTENDANCE AND PARTICIPATION IN THE
CONFERENCE INCLUDING TRANSPORTATION, PER DIEM, AND REGISTRATION FEES. IF
FUNDS ARE NOT AVAILABLE, PERMISSIVE TAD ORDERS MAY BE ISSUED.
5. REGISTRATION, TRANSPORTATION, AND LODGING INFORMATION CAN BE FOUND ON THE
NCA WEBSITE AT: WWW.USNCA.ORG.
6. PER REF B, SELECTED RESERVE PERSONNEL ARE AUTHORIZED TO PARTICIPATE AT THE
NCA CONFERENCE IN A PAID DRILL STATUS.
