RMKS/1. PER REF (A), THIS NAVADMIN ANNOUNCES THE ANNUAL SPIRIT OF HOPE AWARD
NOMINATION/SELECTION PROCESS, AND PRESENTATION REQUIREMENTS FOR CY 2013.
2. THE SPIRIT OF HOPE AWARD IS PRESENTED TO INDIVIDUALS OR ORGANIZATIONS WHO
EMBODY THE CORE VALUES OF MR. BOB HOPE: DUTY, HONOR, COURAGE, LOYALTY,
COMMITMENT, INTEGRITY, AND SELFLESS DEDICATION. THIS PRESTIGIOUS AWARD WAS
INSPIRED BY MR. HOPE WHO GAVE GENEROUSLY TO MILITARY MEN AND WOMEN FOR FIVE
DECADES.
3. THE CRITERIA FOR THE SPIRIT OF HOPE AWARD IS AS FOLLOWS:
A. MUST HAVE CONTRIBUTED SELFLESSLY TO THE IMPROVEMENT OF SAILORS'
QUALITY OF LIFE FOR AN EXTENDED PERIOD OF TIME, PREFERABLY WITH EXTRAORDINARY
ACHIEVEMENT AND CONTRIBUTIONS FROM 1 JANUARY THROUGH 31 DECEMBER 2013;
B. MUST EPITOMIZE SERVICE TO THE SPIRITUAL, SOCIAL, WELFARE, EDUCATION,
AND ENTERTAINMENT NEEDS OF MEN AND WOMEN IN THE ARMED SERVICES; AND
C. MUST REPRESENT THE CORE VALUES OF THE NAVY.
4. ELIGIBILITY REQUIREMENTS FOR THE SPIRIT OF HOPE AWARD ARE AS
FOLLOWS:
A. AWARD NOMINEES MAY BE MILITARY MEMBERS, VETERANS, CIVILIAN NAVY
EMPLOYEES, OR AN ORGANIZATION OR MEMBERS OF THE CIVILIAN COMMUNITY WHO HAVE
DISTINGUISHED THEMSELVES IN SUPPORTING THE NAVY AND EMBODYING OUR CORE
VALUES.
B. INDIVIDUALS OR ORGANIZATIONS HAVING A COMMERCIAL OR PROFIT-MAKING
CONTRACTUAL RELATIONSHIP WITH DOD, OR WITHIN A DOD COMPONENT, MAY BE
ELIGIBLE TO RECEIVE THE AWARD IF THE CONTRIBUTION IS CLEARLY AND
SUBSTANTIALLY OUTSIDE WHAT IS SPECIFIED OR IMPLIED WITHIN THE TERMS OF THE
CONTRACT ESTABLISHING THE RELATIONSHIP AND THE RECOGNITION IS CLEARLY IN THE
PUBLIC INTEREST.
5. A NOMINATION PACKAGE FOR THE SPIRIT OF HOPE AWARD SHALL CONSIST
OF:
A. A NOMINATION LETTER FROM THE SPONSORING COMMAND;
B. A STATEMENT OF JUSTIFICATION DOCUMENTING THE BASIS FOR THE NOMINATION
AND ADDRESSING EACH OF THE CRITERION SET FORTH IN PARAGRAPH 3. PAST AWARDEES
HAVE MADE A SIGNIFICANT AND BROAD IMPACT ON SAILORS AND THEIR FAMILIES;
C. A SHORT BIOGRAPHY OF THE NOMINEE;
D. A ONE-PAGE PROPOSED AWARD CITATION; AND
E. SUPPORTING DOCUMENTATION.
6. NOMINATION PACKAGES SHALL BE SUBMITTED, VIA THE CHAIN OF COMMAND, TO
DEPUTY CHIEF OF NAVAL OPERATIONS (DCNO) (MANPOWER, PERSONNEL, TRAINING AND
EDUCATION (MPTE)) (N1) NLT 14 MARCH 2014. AS AN ALTERNATIVE TO MAILING,
COMPLETED PACKAGES (FOLLOWING FINAL ENDORSEMENT) MAY BE SCANNED AND FORWARDED
VIA ENCRYPTED E-MAIL TO THE POC LISTED BELOW OR VIA FAX AT
(703) 604-6957.
7. NOMINATIONS WILL BE REVIEWED BY A SELECTION COMMITTEE. COMMITTEE
RECOMMENDATIONS WILL BE ENDORSED BY THE DCNO (MPTE) (N1) AND FORWARDED TO THE
SECRETARY OF THE NAVY, THE FINAL APPROVING AUTHORITY FOR THE SPIRIT OF HOPE
AWARD. THE AWARD RECIPIENT WILL BE ANNOUNCED VIA NAVAL MESSAGE.
8. THE CHIEF OF NAVAL OPERATIONS, OR HIS DESIGNATED REPRESENTATIVE, WILL
PRESENT THE AWARD AT AN APPROPRIATE TIME AND VENUE IN WASHINGTON, DC, TO BE
DETERMINED AND ANNOUNCED AT A LATER DATE.
