RMKS/1.  This NAVADMIN announces policy and guidance for Calendar Year (CY)
2025 E4 Meritorious Advancement Program (MAP) for Active Duty, Training and 
Administration of the Reserves (TAR).  References (a) through (c) removed MAP 
opportunities for E2 through E4 Sailors in CY23 in order to support 
transition to advancements based on Time in Service (TIS).  In order to give 
apprentice band Sailors an opportunity to advance, E4 MAP will run from 1 
February through
31 December 2025.

2.  E4 MAP quotas will be distributed throughout CY25 to select and reward 
the top-performing Sailors to be advanced prior to reaching 30 months TIS.
E3 Sailors must have a minimum of 12 months TIS to be eligible for MAP to E4.

3.  Timeline:  CY25 E4 MAP Season:  1 February - 31 December 2025.

4.  In line with reference (c), the E4 Professional Military Knowledge 
Eligibility Exam (PMK-EE) is no longer a requirement for any advancement 
program.

5.  Commands are required to have two Navy Standard Integrated Personnel 
System (NSIPS) MAP user roles (command reviewer and command reporting senior) 
in order to submit MAP advancements, Exception to Policy (ETP), and 
additional MAP quota requests.  NSIPS Web Afloat users and commands without 
access to NSIPS should refer to paragraph 5a for instructions on submitting 
their MAP advancements.  The system uses authoritative data to determine 
eligibility.  For training on user roles, log into NSIPS via 
https://www.nsips.cloud.navy.mil/, click on training tab, then click MAP 
tutorial (JPA).
    a.  NSIPS Web Afloat users and commands without access to NSIPS must 
submit a MAP nomination request via e-mail directly to their Immediate 
Superior in Charge, Type Commander or Budget Submitting Office (BSO)/echelon
2 command using the Meritorious Certification Letter (MCL).  The letter must 
be signed by the commanding officer and should address any ETP and/or 
additional quotas requested.  Sample MCLs and detailed information regarding 
the offline process can be found via MyNavy Portal at

advancement-resources-and-links, then select the websites tab in the blue 
banner, then select the MAP homepage.
    b.  Quota usage, modifications, and distribution will be managed within 
the NSIPS environment.  Quotas will be distributed to the BSO.
