SUBJ/FY-09 AVIATION CAREER CONTINUATION PAY (ACCP)// 
RMKS/1.  A VITAL PART OF DEVELOPING A TOTAL FORCE STRATEGY AND 
MAINTAINING COMBAT READINESS IS TO PROVIDE APPROPRIATE INCENTIVES TO 
RETAIN SKILLED PERSONNEL FOR CRITICAL NAVAL AVIATION ENTERPRISE BILLETS.  
THE ACCP PROGRAM PROVIDES SELECTED BONUSES AS AN INCENTIVE TO ELIGIBLE 
PILOTS AND NAVAL FLIGHT OFFICERS THROUGH DEPARTMENT HEAD, SEA DUTY AND 
COMMAND BILLETS.
2.  THE FY-09 ACCP PROGRAM MIRRORS THE FY-08 ACCP PROGRAM WITH THE 
FOLLOWING EXCEPTIONS:
    A.  THE SHORT-TERM ASTRONAUT BONUS HAS BEEN REINSTATED.
    B.  AEROSPACE ENGINEERING DUTY OFFICERS (AEDO) (1510 DESIGNATOR) 
ARE NO LONGER ELIGIBLE FOR THE SHORT-TERM URL COMMAND BONUS.   
3.  THE FY-09 ACCP PROGRAM CONTINUES THE TIERED BONUS SYSTEM OF 
PREVIOUS YEARS THAT IS TIED DIRECTLY TO FORCE STRUCTURE AND TARGETS 
INITIAL ELIGIBLE AVIATORS, SEA DUTY AND COMMAND BILLETS.  
ANNUAL RATES ARE 15,000 DOLLARS FOR SHORT-TERM BONUSES AND 25,000 
DOLLARS FOR LONG-TERM BONUSES.  A 50 PERCENT LUMP SUM IS OFFERED TO 
QUALIFYING LONG-TERM CONTRACTS AND PAID FOLLOWING SUCCESSFUL AVIATION 
DEPARTMENT HEAD SCREEN.  IN ADDITION, THE FY-09 PROGRAM CONTINUES TO 
AUTHORIZE THE PAYMENT OF FIVE-YEAR CONTRACTS ONE YEAR PRIOR TO THE 
COMPLETION OF ACTIVE DUTY SERVICE OBLIGATION.  LONG- TERM APPLICANTS 
ARE ELIGIBLE IF THEIR ACTIVE DUTY SERVICE OBLIGATION EXPIRES IN FY-09 
OR FY-10.  PAYMENT WILL BEGIN WHEN THE OFFICER IS WITHIN ONE YEAR OF 
COMPLETION OF THE ACTIVE DUTY SERVICE OBLIGATION.
4.  FY-09 ACCP APPLICATIONS MUST BE RECEIVED PRIOR TO 25 SEP 09.
