RMKS/1.  REF A OBJECTIVE IS TO ENSURE THAT E7/LDO CANDIDATES DEPLOYED IN 
DISASTER RELIEF OR HIGH TEMPO OPERATIONS IN SUPPORT OF OPERATION UNIFIED 
RESPONSE - HAITI ARE AFFORDED AN EQUITABLE OPPORTUNITY TO COMPETE FOR 
ADVANCEMENT TO E7.  THIS NAVADMIN FURTHER DEFINES THOSE WHO QUALIFY AS 
DEPLOYED IN SUPPORT OF OPERATION UNIFIED RESPONSE AND PROVIDES AMPLIFYING 
GUIDANCE FOR COMMANDING OFFICERS' USE IN APPLYING EXAM WAIVER AUTHORITY, PER 
REF A.

2.  COMMANDS DEPLOYED UNDER DIRECT OPERATIONAL CONTROL OF SOUTHCOM IN SUPPORT 
OF OPERATION UNIFIED RESPONSE SHOULD ASSESS THEIR ABILITY TO ADMINISTER THE E7 
EXAM ON ITS REGULARLY SCHEDULED DATE AND PROCEED AS FOLLOWS:
    A.  FOR SAILORS NOT DIRECTLY INVOLVED IN DISASTER RELIEF OPERATIONS AND 
WHO ARE NOT OTHERWISE PRECLUDED FROM PREPARING FOR OR TAKING THE EXAM DUE TO 
HIGH OPTEMPO, ADMINISTER THE E7 EXAM ON SCHEDULE;
    B.  FOR SAILORS INDIRECTLY INVOLVED IN DISASTER RELIEF OPERATIONS, OR 
WHOSE DIRECT INVOLVEMENT IS EPISODIC RATHER THAN SUSTAINED, REQUEST LATE 
EXAMS.  CUTOFF FOR REQUESTING LATE EXAMS IS 15 APR 2010.  EXAM MUST BE 
ADMINISTERED NO LATER THAN
15 MAY 2010 AND ANSWER SHEETS RETURNED OVERNIGHT TO NETPDTC TO BE CONSIDERED 
FOR CPO SELECTION BOARD;
    C.  FOR THOSE SAILORS WHOSE DIRECT AND ANTICIPATED SUSTAINED ENGAGEMENT IN 
DISASTER RELIEF OPERATIONS WARRANT A WAIVER AS DETERMINED BY THE COMMANDING 
OFFICER, SUBMIT WAIVER VALIDATION TO NETPDTC IN ACCORDANCE WITH PROCEDURES IN 
REF A.

3.  RESERVE FORCE CONSIDERATIONS.  PER REF B, RESERVE PERSONNEL MAY BE ORDERED 
TO ACTIVE DUTY UNDER SECTIONS 121 AND 12304 OF TITLE 10 IN DIRECT SUPPORT OF 
OPERATION UNIFIED RESPONSE - HAITI.  RESERVE
E6 SAILORS WHO ARE CPO TIME-IN-RATE (TIR) ELIGIBLE, WHO HAVE BEEN RECALLED TO 
ACTIVE DUTY PER REF B BEFORE 1 FEBRUARY 2010, AND WHO HAVE NOT TAKEN THE NAVY-
WIDE ADVANCEMENT EXAM PER REF C, ARE ELIGIBLE TO SUBMIT AN EXAM WAIVER REQUEST 
TO PERS-812.  PERSONNEL MUST BE ON EXTENDED ORDERS DEPLOYED IN DIRECT SUPPORT 
OF OPERATION UNIFIED RESPONSE BETWEEN 1 FEBRUARY 2010 AND 15 APRIL 2010.  ALL 
OTHER RESERVE PERSONNEL IN SUPPORT OF THIS OPERATION SHOULD EXHAUST ALL 
COURSES OF ACTION TO TAKE THE EXAM OR REQUEST A LATE EXAM PER REF C.
