RMKS /1.  THIS MESSAGE PROMULGATES REVISION TO REF A.  IN ORDER TO 
ENSURE SAILORS POSSESS THE REQUISITE SKILLS AND EXPERIENCE TO 
SUCCESSFULLY PERFORM IN CHALLENGING GWOT MISSIONS, REVISE PARAGRAPH
2D(6) TO READ:  SAILORS MUST BE E-3 AND ABOVE AT THE TIME OF 
ADMINISTRATIVE SCREENING TO BE ACCEPTED FOR IA ASSIGNMENTS WITH THE 
FOLLOWING EXCEPTIONS:  SAILORS MUST BE E-4 OR ABOVE FOR ASSIGNMENT TO 
DETAINEE OPERATIONS MISSIONS.  HOSPITAL CORPSMAN SEAMAN APPRENTICE'S 
MAY SERVE IN HEALTH SERVICES AUGMENTATION PROGRAM (HSAP) BILLETS DUE TO 
SPECIALIZED TRAINING AND MEDICAL SKILLS.  ADDITIONAL EXCEPTIONS MAY BE 
EVALUATED ON A CASE BY CASE BASIS.
