RMKS/1. EFFECTIVE IMMEDIATELY, REF A IS CANCELLED. THIS NAVADMIN
ANNOUNCES EXTENSION OF THE ENLISTED EARLY TRANSITION PROGRAM TO 30
SEPTEMBER 2011 AND PROVIDES UPDATED POLICY FOR THE PROGRAM.
SEPARATION UNDER THIS PROGRAM MAY BE NO GREATER THAN 12 MONTHS PRIOR TO
END OF ACTIVE OBLIGATED SERVICE (EAOS) AND ALL SEPARATIONS MUST BE
EFFECTED NO LATER THAN 15 SEPTEMBER 2011.
2. OUR SUCCESSFUL STAY NAVY MESSAGE CONTINUES TO YIELD EXCELLENT
REENLISTMENT RATES AND LOW ATTRITION. AT THE SAME TIME NAVY HAS
MAINTAINED OUTSTANDING RECRUITING SUCCESS. THESE CONDITIONS PUT US IN
A UNIQUE POSITION TO FURTHER EXPAND EARLY SEPARATION POLICIES FOR
SELECTED SAILORS AND SAILORS WHO HAVE RECEIVED A PERFORM TO SERVE
SEPARATION LETTER WHO WOULD OTHERWISE SEPARATE LATER IN THE FISCAL YEAR.
VOLUNTARY EARLY SEPARATION OF SELECTED SAILORS WILL ALLOW FURTHER
STABILIZATION AND ALIGNING OF THE FORCE AS NECESSARY.
3. QUALIFIED ENLISTED SAILORS MAY SUBMIT REQUESTS FOR EARLY SEPARATION
TO COMNAVPERSCOM (PERS-832) VIA THEIR COMMANDING OFFICER
(CO) FOR UP TO 12 MONTHS PRIOR TO THEIR EAOS OR EXTENDED EAOS. FOR
EXAMPLE, A QUALIFIED SERVICEMEMBER WITH AN EAOS OF 12 AUGUST 2011 MAY
REQUEST SEPARATION WITH AN EFFECTIVE DATE AS EARLY AS 12 AUGUST 2010.
4. COMMANDING OFFICERS STILL MAINTAIN FINAL DISAPPROVAL AUTHORITY
UNDER THIS PROGRAM AND NEED NOT FORWARD ANY REQUESTS TO COMNAVPERSCOM
THAT THEY CANNOT SUPPORT. COMNAVPERSCOM (PERS-832) HAS FINAL APPROVAL
AUTHORITY FOR REQUESTS WITH POSITIVE CO ENDORSEMENT.
APPROVAL RECOMMENDATIONS, ESPECIALLY FOR SAILORS WHO POSSESS A CRITICAL
NAVY ENLISTED CLASSIFICATION (NEC) CODE AS LISTED IN THE MOST RECENT
CAREER OPPORTUNITY MATRIX, WILL BE BASED ON INDIVIDUAL COMMUNITY
REQUIREMENTS. REASONS FOR REQUESTING EARLY SEPARATION UNDER THIS
PROGRAM ARE NOT REQUIRED TO MEET REASONS LISTED IN MILPERSMAN 1910-102.
5. WHEN DETERMINING WHETHER TO FORWARD A MEMBER'S REQUEST TO
COMNAVPERSCOM, COMMANDING OFFICERS MUST CAREFULLY WEIGH RATING AND NEC
MANNING OF THEIR UNIT, REQUESTOR'S PRD, INBOUND RELIEFS, PROJECTED
OPERATIONAL AND FLEET RESPONSE PLAN SCHEDULE, ETC.
COMMANDS RECOMMENDING APPROVAL OF EARLY SEPARATION SHOULD NOT EXPECT A
RELIEF UNTIL THE SEPARATED SAILOR'S CURRENT PRD. CONTACT THE
APPROPRIATE RATING DETAILER TO DETERMINE RELIEF AVAILABILITY.
6. COMMANDING OFFICERS WITH SPECIAL COURTS MARTIAL CONVENING AUTHORITY
(SPCMCA) MAY SEPARATE SAILORS UP TO 90 DAYS WITHOUT PERS-832 APPROVAL.
7. EARLY SEPARATION REQUESTS WILL NOT BE APPROVED FOR SAILORS:
A. IN NUCLEAR RATINGS;
B. WITH EXISTING PERMANENT CHANGE OF STATION ORDERS;
C. IDENTIFIED TO FILL A GWOT/OCO SUPPORT ASSIGNMENT;
D. IN THE NATIONAL CALL TO SERVICE PROGRAM;
E. IN THE SEAL/SWCC/EOD/DIVER PROGRAMS;
F. SERVING IN A RATING AND/OR HOLDING AN NEC LISTED IN ANY EB, SRB,
OR SIMILAR SPECIAL AND INCENTIVE PAY PROGRAM IN EFFECT AT ANY TIME
WITHIN THE FISCAL YEAR OF THE REQUEST;
G. ASSIGNED TO A DEPARTMENT OF DEFENSE AREA TOUR AND HAVE NOT
COMPLETED THE DOD TOUR REQUIREMENT, INCLUDING OVERSEAS TOUR EXTENSION
INCENTIVE PROGRAM EXTENSIONS FOR WHICH A BENEFIT HAS BEEN RECEIVED; OR
H. WHO ARE RETIREMENT ELIGIBLE (TRANSFER TO THE FLEET RESERVE).
8. SAILORS NOT RESTRICTED BY PARA 7.D. ABOVE, BUT CURRENTLY IN RECEIPT
OF A BONUS OR SPECIAL AND INCENTIVE PAY (E.G., SRB, EB, SDIP), ARE
AUTHORIZED TO REQUEST AN EARLY SEPARATION IF THEY:
A. MEET ALL OTHER ELIGIBILITY CRITERIA UNDER THIS NAVADMIN;
B. WILL HAVE LESS THAN 12 MONTHS OF THEIR OBLIGATED SERVICE
REMAINING, INCLUDING ANY EXTENSION TIME, AS OF THE DATE OF SEPARATION
(REQUESTS TO WAIVE AN INOPERATIVE EXTENSION MAY BE SUBMITTED FOR
CONSIDERATION); AND
C. ARE NOT CURRENTLY SERVING IN A BILLET REQUIRING THE NEC FOR
WHICH THEY ARE RECEIVING SRB. (SEE PARA 13 FOR INFORMATION ON
RECOUPMENT OF SRB).
9. COMMANDING OFFICERS MAY GRANT SEPARATION LEAVE SINCE THIS IS AN
EARLY RELEASE POLICY. HOWEVER, PERMISSIVE TEMPORARY DUTY IS NOT
AUTHORIZED AS THIS IS A VOLUNTARY SEPARATION PROGRAM.
10. SUBMISSION GUIDELINES:
A. REQUESTS FOR EARLY SEPARATION FROM QUALIFIED SERVICEMEMBERS OF
91 DAYS TO 12 MONTHS FOR ANY REASON SHALL BE SUBMITTED VIA NAVPERS
1306/7 TO COMNAVPERSCOM (PERS-832) VIA THE SERVICEMEMBER'S CO.
REQUEST MUST INDICATE DESIRED SEPARATION DATE.
B. COMMANDS ARE ENCOURAGED TO USE BUPERS ACCESS FOR 1306/7
SUBMISSION.
11. EXTENSIONS. SERVICEMEMBERS WITH EXTENSION AGREEMENTS THAT BECOME
OPERATIVE BETWEEN THE DTG OF THIS MESSAGE AND 30 SEPTEMBER 2010
(INCLUSIVE) MAY REQUEST EARLY SEPARATION UNDER THIS PROGRAM IN
CONJUNCTION WITH A REQUEST TO CANCEL THE EXTENSION. COMMANDS
RECOMMENDING CANCELLATION OF AN EXTENSION MUST INCLUDE JUSTIFICATION ON
THE SERVICEMEMBERS 1306/7.
12. BENEFITS
A. MONTGOMERY GI BILL (MGIB) (CHAPTER 30). SERVICEMEMBERS
ENROLLED IN THE MGIB PROGRAM, WHO ARE HONORABLY DISCHARGED AND RELEASED
FROM ACTIVE DUTY UNDER THIS PROGRAM, MAY BE ENTITLED TO 1 MONTH OF MGIB
BENEFITS FOR EACH FULL MONTH SERVED ON ACTIVE DUTY, UP TO A MAXIMUM OF
36 MONTHS. THOSE DISCHARGED UNDER THIS PROGRAM WHO HAVE SERVED 20
MONTHS OF A 2-YEAR TERM OF SERVICE, OR 30 MONTHS OF A 3-YEAR OR GREATER
TERM OF SERVICE, MAY RECEIVE A FULL 36 MONTHS OF MGIB BENEFITS. THIS
PROGRAM DOES NOT AUTHORIZE SERVICEMEMBERS TO ENROLL IN MGIB IF THEY
PREVIOUSLY DECLINED MGIB OR WERE NOT ELIGIBLE FOR ENROLLMENT.
B. POST-9/11 VETERANS EDUCATION ASSISTANCE ACT OF 2008 (CHAPTER
33). SERVICEMEMBERS WITH A MINIMUM OF 90 AGGREGATE DAYS OR MORE ACTIVE
DUTY, BEGINNING ON OR AFTER 11 SEPTEMBER 2001, MAY BE ELIGIBLE TO
RECEIVE BENEFITS FOR APPROVED EDUCATION PURSUED ON OR AFTER 1 AUGUST
2009. FULL BENEFITS MAY BE AVAILABLE AFTER 36 AGGREGATE MONTHS OF
QUALIFYING ACTIVE DUTY SERVICE AND ARE PRO-RATED FOR THOSE HONORABLY
DISCHARGED PRIOR TO COMPLETING 36 MONTHS OF AGGREGATE ACTIVE DUTY.
ADDITIONALLY, MEMBERS WHO HAVE AN OBLIGATION AS A RESULT OF
TRANSFERRING THEIR POST 9/11 GI BILL ENTITLEMENT TO A FAMILY MEMBER
MUST FULFILL THAT OBLIGATION. IF THEY CHOOSE TO SEPARATE EARLY UNDER
THIS PROGRAM AND HAVE NOT COMPLETED THE REQUIRED OBLIGATION, VA WILL
NOT PAY BENEFITS TO THE TRANSFEREE AND WILL RECOUP ANY BENEFITS PAID TO
THE TRANSFEREE. VISIT WWW.GIBILL.VA.GOV FOR MORE INFORMATION.
C. VETERANS BENEFITS. THOSE SERVING ON ACTIVE DUTY FOR MORE THAN
180 DAYS AND SEPARATED UNDER HONORABLE CONDITIONS ARE NORMALLY ELIGIBLE
FOR ALL VETERANS AFFAIRS (VA) BENEFITS, WITH THE EXCEPTION OF VA HOME
LOAN PROGRAM BENEFITS IN WHICH TWO YEARS OF ACTIVE DUTY SERVICE IS
REQUIRED FOR ELIGIBILITY. VOLUNTARY EARLY SEPARATION FOR
SERVICEMEMBERS WITH LESS THAN TWO YEARS ACTIVE DUTY IS A DISQUALIFYING
FACTOR FOR THIS BENEFIT.
CONTACT THE LOCAL VA REGIONAL OFFICE FOR FURTHER INFORMATION ON
BENEFITS. COMMANDS SHALL ENSURE A NAVPERS 1070/613 (ADMIN REMARKS) IS
SIGNED STATING THE SERVICEMEMBER WAS BRIEFED ON THE POTENTIAL LOSS OF
VA BENEFITS.
13. RECOUPMENT OF BONUSES AND SPECIAL PAYS. SAILORS WHO VOLUNTARILY
SEPARATE UNDER THE ENLISTED EARLY TRANSITION PROGRAM WHO, AT THE TIME
OF SEPARATION, HAVE NOT FULFILLED THE TERM OF SERVICE FOR WHICH THEY
WERE PAID A BONUS OR SPECIAL PAY WILL BE SUBJECT TO RECOUPMENT OF THE
UNEARNED PORTION OF THE BONUS OR SPECIAL PAY IN ACCORDANCE WITH DODFMR
VOLUME 7A, CHAPTER 2, AS APPROPRIATE.
14. PREPARATION OF DD 214
A. BLK 23 (TYPE OF SEPARATION): RELEASE FROM ACTIVE DUTY,
TRANSFERRED TO THE NAVAL RESERVE, OR DISCHARGED, AS APPLICABLE.
B. BLK 24 (CHARACTER OF SERVICE): HONORABLE OR GENERAL (UNDER
HONORABLE CONDITIONS), AS APPLICABLE.
C. BLK 25 (SEPARATION AUTHORITY): MILPERSMAN 1910-102 AND THIS
NAVADMIN.
D. BLK 26 (SEPARATION CODE): USE ONE OF THE FOLLOWING SEPARATION
CODES:
(1) MCC - FOR SERVICEMEMBERS WHO HAVE NOT COMPLETED THEIR
INITIAL 8-YEAR MILITARY SERVICE OBLIGATION (MSO) AND ARE BEING RELEASED
FROM ACTIVE DUTY AND JOINING THE SELECTED RESERVE.
(2) KCC - FOR SERVICEMEMBERS WHO HAVE COMPLETED THEIR 8- YEAR
MSO AND WILL BE DISCHARGED FROM ACTIVE DUTY.
E. BLK 27 (REENTRY CODE): AS WARRANTED BY SERVICE RECORD.
F. BLK 28 (NARRATIVE REASON FOR SEPARATION): REDUCTION IN FORCE.
15. NSIPS/DMRS. THE FOLLOWING NAVY LOSS CODES SHALL BE USED:

(1) 942 FOR USN PERSONNEL WITH HONORABLE DISCHARGE; OR

16. WHILE TRANSITION SERVICES APPLY TO ALL SEPARATING PERSONNEL, THERE
IS NO SEPARATION INCENTIVE OFFERED IN CONJUNCTION WITH THIS EARLY
RELEASE, SUCH AS SEPARATION PAY (VOLUNTARY OR INVOLUNTARY).
MONETARY TRANSITION BENEFITS ALSO ARE NOT PAID TO THOSE SEPARATING
UNDER THIS PROGRAM.
17. THIS PROGRAM EXPIRES FOR RECORD PURPOSES 30 SEPTEMBER 2011.
ALL SEPARATIONS UNDER THIS PROGRAM MUST BE EFFECTED ON OR PRIOR TO
15 SEPTEMBER 2011.
