GENTEXT/REMARKS/1. THE PURPOSE OF THIS NAVADMIN IS TO ANNOUNCE THE
ANNUAL SPIRIT OF HOPE AWARD NOMINATION AND SELECTION PROCESS, AND
PRESENTATION REQUIREMENT FOR CY 2006.
2. THE SPIRIT OF HOPE AWARD IS PRESENTED TO INDIVIDUALS WHO EMBODY
THE VALUES OF THE MEN AND WOMEN OF THE MILITARY: DUTY, HONOR,
COURAGE, LOYALTY, COMMITMENT, AND INTEGRITY. THIS PRESTIGIOUS AWARD
WAS INSPIRED BY MR. BOB HOPE WHO GAVE GENEROUSLY TO MILITARY MEN AND
WOMEN FOR FIVE DECADES. THE NAVY WILL PRESENT THIS AWARD ANNUALLY
COMMENCING IN CY 2006. AWARD RECIPIENTS MAY BE ACTIVE DUTY,
RESERVE, VETERAN, OR CIVILIAN NAVY EMPLOYEES. MEMBERS OF THE
CIVILIAN COMMUNITY WHO HAVE DISTINGUISHED THEMSELVES IN SUPPORTING
THE NAVY AND EMBODY OUR CORE VALUES ARE ALSO ELIGIBLE.
3. NOMINATIONS FOR THE SPIRIT OF HOPE AWARD SHOULD CONSIST OF A
NOMINATION LETTER FROM THE SPONSORING COMMAND AND INCLUDE:
A. A STATEMENT OF JUSTIFICATION DOCUMENTING THE BASIS FOR THE
NOMINATION.
B. A SHORT BIOGRAPHY OF THE NOMINEE.
C. A PROPOSED AWARD CITATION OF LESS THAN ONE PAGE.
4. THE CRITERIA FOR AWARD SELECTION IS AS FOLLOWS:
A. THE PROPOSED RECIPIENT HAS CONTRIBUTED SELFLESSLY TO THE
IMPROVEMENT OF QUALITY OF LIFE OF OUR SAILORS OVER AN EXTENDED
PERIOD OF TIME, PREFERABLY WITH EXTRAORDINARY ACHIEVEMENT/
CONTRIBUTIONS FROM 1 JANUARY - 31 DECEMBER 2005.
B. THE PROPOSED RECIPIENT EPITOMIZES SERVING THE SPIRITUAL,
SOCIAL, WELFARE, EDUCATION, AND ENTERTAINMENT NEEDS OF MEN AND WOMEN
IN THE ARMED SERVICES.
C. THE PROPOSED RECIPIENT REPRESENTS THE CORE VALUES OF THE
U.S. NAVY - HONOR, COURAGE, AND COMMITMENT. ALL THE NOMINATIONS
MUST ADDRESS THE ABOVE CRITERIA.
5. SELECTION PROCEDURES. NOMINATIONS WILL BE REVIEWED BY A PANEL
COMPOSED OF THE FOLLOWING PERSONNEL:
- DIRECTOR, PERSONAL READINESS AND COMMUNITY SUPPORT DIVISION, CNO
(N15) (CHAIRMAN)
- DEPUTY DIRECTOR, MILITARY PERSONNEL PLANS AND POLICY DIVISION, CNO
(N13B)
- DCNO (MPT&E) LEGAL COUNSEL (N00L)
- THE COMMITTEE'S AWARDEE RECOMMENDATION SHALL BE FORWARDED TO THE
CHIEF OF NAVAL OPERATIONS (CNO) VIA THE CHIEF OF NAVAL PERSONNEL
(CNP)
6. THE AWARD PRESENTATION WILL NORMALLY BE MADE BY CNO, ASSISTED BY
THE HOPE FAMILY AT AN APPROPRIATE TIME AND VENUE.
7. NOMINATIONS ARE TO BE SUBMITTED TO DCNO(MPT&E) VIA COMMAND
CHANNELS AND MUST BE RECEIVED NO LATER THAN 12 MAY 2006. THE AWARD
RECIPIENT WILL BE ANNOUNCED VIA NAVAL MESSAGE.
