SUBJ/FY-10 AVIATION CAREER CONTINUATION PAY// 
RMKS/1.  A VITAL PART OF DEVELOPING A TOTAL FORCE STRATEGY AND 
MAINTAINING COMBAT READINESS IS TO PROVIDE APPROPRIATE INCENTIVES TO 
RETAIN SKILLED PERSONNEL FOR CRITICAL NAVAL AVIATION ENTERPRISE 
BILLETS.  THE AVIATION CAREER CONTINUATION PAY (ACCP) PROGRAM 
PROVIDES SELECTED BONUSES AS AN INCENTIVE TO ELIGIBLE PILOTS AND 
NAVAL FLIGHT OFFICERS THROUGH DEPARTMENT HEAD, SEA DUTY AND COMMAND
BILLETS.
2.  THE FY-10 ACCP PROGRAM MIRRORS THE FY-09 ACCP PROGRAM WITH THE 
FOLLOWING ADJUSTMENTS:
    A.  THE LONG-TERM ANNUAL RATE FOR NAVAL FLIGHT OFFICERS (NFO) 
IS 15,000 DOLLARS.
    B.  THE SHORT-TERM AT-SEA ANNUAL RATE IS 10,000 DOLLARS
    C.  THE SHORT-TERM COMMAND ANNUAL RATE IS 12,000 DOLLARS
    D.  ALL CAPTAIN AND CAPTAIN SELECTS ARE NO LONGER ELIGIBLE FOR 
NEW ACCP CONTRACTS.  
3.  THE FY-10 ACCP PROGRAM CONTINUES THE TIERED BONUS SYSTEM OF 
PREVIOUS YEARS THAT IS TIED DIRECTLY TO FORCE STRUCTURE AND TARGETS 
INITIAL ELIGIBLE AVIATORS, SEA DUTY AND COMMAND BILLETS.  
ANNUAL RATES ARE 10,000 DOLLARS FOR SHORT-TERM AT-SEA BONUSES, 
12,000 DOLLARS FOR SHORT-TERM COMMAND AND UP TO 25,000 DOLLARS FOR 
LONG-TERM BONUSES (PILOT - $25K, NFO - $15K).  A 50 PERCENT LUMP SUM
IS OFFERED TO QUALIFYING LONG-TERM CONTRACTS AND PAID FOLLOWING 
SUCCESSFUL AVIATION DEPARTMENT HEAD SCREEN.  IN ADDITION, THE FY-10 
PROGRAM CONTINUES TO AUTHORIZE THE PAYMENT OF FIVE-YEAR CONTRACTS 
ONE YEAR PRIOR TO THE COMPLETION OF ACTIVE DUTY SERVICE OBLIGATION.  
LONG-TERM APPLICANTS ARE ELIGIBLE IF THEIR ACTIVE DUTY SERVICE 
OBLIGATION EXPIRES IN FY-10 OR FY-11.  PAYMENT WILL BEGIN WHEN THE 
OFFICER IS WITHIN ONE YEAR OF COMPLETION OF THE ACTIVE DUTY SERVICE 
OBLIGATION.
4.  FY-10 ACCP APPLICATIONS MUST BE RECEIVED PRIOR TO 24 SEP 10.
