RMKS/1. THIS NAVADMIN OUTLINES ACTIONS NECESSARY TO ELIMINATE THE
FIELD SERVICE RECORD (FSR) FOR ACTIVE AND RESERVE ENLISTED PERSONNEL BY
30 SEPTEMBER 2010.
2. FSR HOLDERS WILL COMMENCE A PHASED ELIMINATION OF THE PAPER FSR
WHEN DIRECTED BY NAVY PERSONNEL COMMAND (NPC), IN COORDINATION WITH
COMMANDER, NAVY INSTALLATIONS COMMAND (CNIC), U.S. FLEET FORCES (USFF),
PACIFIC FLEET (PACFLT), AND COMMANDER, NAVY RESERVE FORCES COMMAND
(CNRFC). THE ENLISTED FSR CLOSEOUT WILL BE PHASED BY NAVY REGION
COMMENCING IN FEBRUARY 2010.
A. ONCE A SERVICE RECORD HOLDER HAS CLOSED OUT THE FSR, PAPER
RECORDS WILL NO LONGER BE MAINTAINED AND SERVICE RECORD INFORMATION
WILL BE ACCESSED THROUGH THE NAVY STANDARD INTEGRATED PERSONNEL SYSTEM
(NSIPS) ELECTRONIC SERVICE RECORD (ESR) OR THE OFFICIAL MILITARY
PERSONNEL FILE (OMPF) THROUGH WEB ENABLED RECORD REVIEW (WERR).
(1) NPC WILL CONTINUE TO MAINTAIN THE OMPF WITHIN THE
ELECTRONIC MILITARY PERSONNEL RECORDS SYSTEM (EMPRS).
(2) REVISED PROCEDURES FOR OMPF DOCUMENT SUBMISSION WILL BE
INCORPORATED IN FUTURE CHANGES TO REFS A AND B.
B. DOCUMENTS SUBMITTED FOR THE FSR CLOSEOUT WILL BE INCORPORATED
INTO THE OMPF USING AN ELECTRONIC SUBMISSION APPLICATION.
C. FSR CLOSEOUTS RECEIVED BY MAIL WILL NOT BE ACCEPTED AND WILL BE
RETURNED TO THE ORIGINATOR.
D. COMMANDS OR OFFICES HOLDING THE FSR WILL RETAIN THE PAPER FSR
UNTIL ELECTRONICALLY-SUBMITTED DOCUMENTS HAVE BEEN ACCEPTED INTO THE
OMPF.
E. THE FSR OF PERSONNEL REENLISTING WILL BE CLOSED OUT USING THE
FSR CLOSEOUT DISPOSITION PLAN REGARDLESS OF WHEN A REGION OR ACTIVITY
IS SCHEDULED TO BEGIN CLOSEOUT.
F. IF A SAILOR'S FSR HAS BEEN CLOSED OUT, UPON TRANSFER OUT OF A
NAVY REGION, THE DETACHING COMMAND WILL ATTACH A MEMORANDUM TO THE
SAILOR'S PCS OR RESERVE UNIT ORDERS STATING THAT THE FSR HAS BEEN
CLOSED OUT.
3. TRAINING AND GUIDANCE. NPC WILL PROVIDE TRAINING, EXECUTION
GUIDANCE, COMMUNICATION TOOLS, POLICY, AND FAQS DIRECTLY TO EACH NAVY
REGION PRIOR TO INITIATION OF THE FSR CLOSEOUT. THIS INFORMATION IS
AVAILABLE AT THE NPC WEBSITE AT
HTTP://WWW.NPC.NAVY.MIL/CAREERINFO/RECORDSMANAGEMENT/ BY SELECTING THE
ENLISTED FIELD SERVICE RECORD CLOSEOUT LINK.
4. FUTURE SERVICE RECORD EVENTS. THIS INITIATIVE DOES NOT ELIMINATE
REQUIREMENTS FOR SERVICING PERSONNEL OFFICES AND COMMANDS TO CONTINUE
TO PREPARE AND FORWARD SERVICE RECORD EVENTS AND DOCUMENTS THAT WERE
PREVIOUSLY FILED IN THE FSR TO UPDATE THE OMPF AND/OR CORRECT PERSONNEL
CORPORATE DATABASES.
A. COMMANDS MUST ESTABLISH ADMIN ROLES IN NSIPS FOR DESIGNATED
STAFF TO ADD, SETUP AND VERIFY COMMAND-SPECIFIC ESR TRANSACTIONS (E.G.,
ADMINISTRATIVE REMARKS) BY COMPLETING THE NSIPS/ESR SYSTEM ACCESS
AUTHORIZATION REQUEST (SAAR) AT HTTPS://NSIPS.NMCI.NAVY.MIL/.
B. IN ADDITION TO COMPLETING THE ONLINE SAAR, A COMPLETED AND
SIGNED OPNAV 5239/14 SAAR-N IS REQUIRED TO BE MAINTAINED LOCALLY.
SUBMISSION TO NPC IS NO LONGER NECESSARY. OPNAV 5239/14 MAY BE
DOWNLOADED AT:

5. REGULATIONS/POLICIES THAT PREVIOUSLY REQUIRED DOCUMENTS OR ENTRIES
TO BE FILED IN THE PAPER FSR WILL BE MODIFIED TO INDICATE WHETHER THESE
DOCUMENTS OR ENTRIES SHOULD BE MAINTAINED IN THE ESR AS A TEMPORARY
DOCUMENT, SUBMITTED ELECTRONICALLY TO NPC, OR MAINTAINED IN A
CORRESPONDENCE FILE AT THE ACTIVITY. AS THESE REGULATIONS OR POLICIES
ARE UPDATED, THEY WILL BE PUBLISHED AS CHANGES TO THE MILITARY
PERSONNEL MANUAL (MILPERSMAN) AND THE ESR QUICK REFERENCE GUIDE.

8. SAILORS ARE ULTIMATELY RESPONSIBLE FOR ENSURING THEIR OMPF IS
ACCURATE AND CURRENT AND SHOULD REVIEW THEIR OMPF VIA WERR, PER REF C,
AT LEAST SEMI-ANNUALLY. SAILORS SHOULD ALSO REVIEW ELECTRONIC
PERSONNEL DATA LOCATED IN THEIR PERFORMANCE SUMMARY REPORT (PSR) AND
