RMKS/1.  This NAVADMIN announces Navy support for Fleet participation and 
attendance at Academy Women's Officer Women Leadership Symposium (OWLS) that 
will be held at the George Mason University, Van Metre Hall Auditorium, 3351 
Fairfax Drive, Arlington, VA 22201 from 11-12 April 2024.  The theme for OWLS 
is "Rooted in Service, Growing the Future Together."  Academy Women is 
a non-federal entity wholly independent of the Navy; more information can be 
found on its website at https://academywomen.org/. 
 
2.  Participation in affinity group outreach events such as symposiums and 
conferences is highly encouraged.  These events provide attendees the 
opportunity to learn from exceptional leaders at all levels, make 
connections, and develop mentoring relationships.  Attendees need not be from 
a particular background to participate in an affinity group outreach 
event.  Diverse attendance is encouraged as a way to broaden conversations 
and enhance learning. 
 
3.  Navy Culture and Force Resilience Office (OPNAV N17), through Navy People 
and Culture (N174) will sponsor 200 local (symposium fee only) and 100 remote 
(Temporary duty (TDY) and symposium fee) attendees for this event.  TDY 
funding will be for 4 days, with 10 April and 13 April 2024 as authorized 
travel days.  Lodging reimbursement is limited to the government rate and the 
traveler must utilize the integrated lodging program as applicable.  Commands 
may authorize rental cars using unit funds; rental cars will not be centrally 
funded through OPNAV N17.  Sailors and civilians must go through their chain 
of command for authorization to participate. 
 
4.  Attendees require authorization from their immediate supervisor to be 
considered for sponsorship through OPNAV N174. 
 
5.  Requests to attend this event should be sent via encrypted email to 
wendy.d.boler.civ@us.navy.mil via the individual's officer-in-charge or 
supervisor, and must include the following information: 
Name, rank, Department of Defense identification number, email, and duty 
station.  Requests must be submitted no later than 15 March 2024.  Requests 
received after 15 March 2024 will not be considered. 
Attendees must have a valid, active government travel charge card in their 
possession and a Defense Travel System profile joined to their respective 
unit. 
 
6.  Uniform of the day for this event is service khaki, service uniform, and 
business casual for civilians.
