RMKS/1.  In accordance with reference (a), and as sponsor of
the Personal Excellence Partnership Flagship, Commander, Navy
Installations Command, recognizes commands engaged in exemplary
voluntary community service activities that promote academics,
life skills, and civic education for youth.

2.  For the 2015 Personal Excellence Partnership Flagship

sea categories; and small and large overseas category.
