RMKS/1. THIS NAVADMIN PROVIDES AMPLIFYING INFORMATION ON THE REQUIREMENTS OF
REF A. REF A REQUIRES THAT ON AND AFTER 1 OCTOBER 2013, ONLY MEMBERS OF THE
ARMED FORCES AND CIVILIAN EMPLOYEES OF THE DEPARTMENT OF DEFENSE (DOD) MAY BE
ASSIGNED TO DUTY AS SEXUAL ASSAULT RESPONSE COORDINATORS (SARC) AND SEXUAL
ASSAULT PREVENTION AND RESPONSE (SAPR) VICTIM ADVOCATES (VA). ADDITIONALLY
SARCS, SAPR VAS, OR UNIT LEVEL VAS (UVA) WHO PROVIDE ADVOCACY AND SUPPORT
SERVICES TO SEXUAL ASSAULT VICTIMS, MUST BE CREDENTIALED NO LATER THAN 1
OCTOBER 2013.
2. IN CONJUNCTION WITH DOD SEXUAL ASSAULT PREVENTION AND RESPONSE OFFICE
(SAPRO), THE NATIONAL ORGANIZATION FOR VICTIMS ASSISTANCE (NOVA) WILL
ADMINISTER THE DOD SEXUAL ASSAULT ADVOCATE CERTIFICATION PROGRAM (D-SAACP).
THIS PROGRAM WILL PROVIDE NATIONALLY RECOGNIZED ADVOCACY STANDARDS FOR THE
CERTIFICATION/CREDENTIALLING OF SARCS, SAPR VAS AND SAPR UVAS.
3. ROLES AND RESPONSIBILITIES:
A. COMMANDER, NAVY INSTALLATIONS COMMAND (CNIC) IS RESPONSIBLE FOR
PROMULGATING GUIDANCE FOR MANAGEMENT, IMPLEMENTATION AND OVERSIGHT OF THE D-
SAACP WITHIN THE NAVY.
B. INSTALLATION SARCS WILL OVERSEE THE CERTIFICATION/ CREDENTIALING
PROCESS FOR NAVY SAPR VAS AND SAPR UVAS UNDER THEIR AREA OF RESPONSIBILITY.
C. ALL SARCS, SAPR VAS, AND SAPR UVAS MUST:
(1) COMPLETE THE PRE-APPROVED 40 HOURS OF VICTIM ADVOCATE TRAINING AND
BE CREDENTIALED BY NOVA PRIOR TO PERFORMING SEXUAL ASSAULT VICTIM SUPPORT
FUNCTIONS.
CURRENT VICTIM ADVOCATES CAN CONTINUE TO PERFORM THEIR DUTIES, BUT MUST
COMPLETE THE REQUIRED TRAINING AND OBTAIN CERTIFICATION PRIOR TO 1 OCTOBER
2013 IN ORDER TO KEEP PERFORMING ADVOCATE DUTIES BEYOND THAT DATE.
(2) SUBMIT A COMPLETED D-SAACP APPLICATION PACKET (DD FORM 2950) TO
NOVA VIA REGULAR MAIL OR ENCRYPTED E-MAIL NLT 31 JULY 2013 TO MEET THE
CREDENTIALING DEADLINE OF 1 OCTOBER 2013. APPLICANTS DO NOT NEED TO SUBMIT
ANY PAYMENT FOR D-SAACP CERTIFICATION.
(3) SUBMIT RENEWAL APPLICATIONS TO NOVA PRIOR TO 180 DAYS OF THE
EXPIRATION OF CERTIFICATION. THE INITIAL D-SAACP CERTIFICATION/ CREDENTIALS
WILL BE VALID FOR TWO YEARS.
D. SAPR VAS AND SAPR UVAS WHO HAVE COMPLETED THE CURRENT 30-HOUR SAPR VA
TRAINING AND THE REQUIRED ANNUAL REFRESHER COURSE MUST:
(1) COMPLETE AN ADDITIONAL 10 HOURS OF NATIONAL ADVOCATE CREDENTIALING
PROGRAM (NACP)-APPROVED ONLINE TRAINING COURSES TO MEET THE 40-HOUR TRAINING
REQUIREMENT FOR CREDENTIALING BY REGISTERING AT THE NACP-APPROVED OFFICE FOR
VICTIMS OF CRIME TRAINING AND TECHNICAL ASSISTANCE CENTER (OVC TTAC) ONLINE
TRAINING AT HTTPS://WWW.OVCTTAC.GOV/VIEWS/
TRAININGMATERIALS/DSPONLINE_VATONLINE.CFM; AND
(2) PROVIDE PROOF OF COMPLETION OF THE FOLLOWING 15 REQUIRED MODULES
TO THEIR RESPECTIVE INSTALLATION SARC:

(C) CULTURAL COMPETENCY
(D) CHALLENGES

(K) CONFLICT MANAGEMENT
(L) CORE SKILLS
(M) SEXUAL VIOLENCE
(N) STALKING
(O) HELPING CLIENTS WITH TRAUMATIC EXPERIENCES.
4. THROUGH THE D-SAACP, SARCS, SAPR VAS AND SAPR UVAS WILL JOIN A GROWING
FIELD OF CERTIFIED CIVILIAN VAS WHO ARE TRAINED AND COMMITTED TO UPHOLDING THE
HIGHEST STANDARDS OF VICTIM ADVOCACY AND PRIVACY. SARCS, SAPR VAS, AND
COMMAND SAPR VAS WHO ARE NOT CREDENTIALED BY 1 OCTOBER 2013 CANNOT PROVIDE
ADVOCACY AND SUPPORTIVE SERVICES TO VICTIMS IN THE CAPACITY OF A SARC, SAPR VA
OR COMMAND SAPR VA.
