RMKS/1. THIS NAVADMIN SOLICITS NOMINATIONS FOR CANDIDATES TO BE
CONSIDERED FOR SELECTION AS THE MANPOWER, PERSONNEL, TRAINING AND
EDUCATION (MPTE) FLEET MASTER CHIEF (FLTCM).
2. AS THE MPTE SENIOR ENLISTED LEADER, THE FLTCM REPORTS DIRECTLY TO
AND SERVES AS THE PRINCIPAL ENLISTED ADVISOR TO THE CHIEF OF NAVAL
PERSONNEL (CNP) LOCATED IN WASHINGTON, DC. THE MPTE FLTCM LEADS THE
NAVY EFFORTS ON BRILLIANT ON THE BASICS, MAKES RECOMMENDATIONS TO
THE CNP FOR MPTE POLICY AND EXECUTION EFFECTING 400,000 SAILORS AND
THEIR FAMILIES (ACTIVE AND RESERVE COMPONENTS) AND A 26 BILLION DOLLAR
OPERATING BUDGET. THE MPTE FLTCM OPERATES IN A DYNAMIC ENVIRONMENT AND
PARTICIPATES IN HIGH LEVEL BOARDS AND WORKING GROUPS WHICH IMPACT THE
ACCESSION AND TRAINING OF OUR SAILORS, ADVANCEMENT, PAY AND
COMPENSATION POLICY, ENLISTED COMMUNITY MANAGEMENT AND DISTRIBUTION,
AND CURRENT AND FUTURE FORCE STABILIZATION POLICIES. ADDITIONALLY, THE
MPTE FLTCM ACCOMPANIES THE CNP ON VISITS TO NAVAL INSTALLATIONS AND
UNITS THROUGHOUT THE NAVY; PARTICIPATES IN CONGRESSIONAL TESTIMONY;
REPRESENTS SAILORS ON DOD, DON, MILITARY SERVICES, AND EXECUTIVE
CORPORATE LEVEL WORKING GROUPS; ASSISTS CNP AND THE MASTER CHIEF
PETTY OFFICER OF THE NAVY (MCPON) WITH VARIOUS BOARDS AND SYMPOSIUMS
CONCERNING ENLISTED CAREER AND QUALITY OF LIFE ISSUES; IS AN INVITED
GUEST AND SPEAKER AT CIVIC AND NAVY AFFILIATED FUNCTIONS; AND IS A
FOCAL POINT FOR A WIDE RANGE OF ENLISTED PERSONNEL AND PROGRAM MATTERS.
3. NOMINATION AND SCREENING PROCEDURES TO BE USED IN SELECTING THE
NEXT MPTE FLTCM ARE DESCRIBED BELOW. COMMANDERS AND COMMANDING
OFFICERS ARE ENCOURAGED TO NOMINATE FORCE/COMMAND MASTER CHIEFS WHOM
THEY CONSIDER TO MEET THE PREREQUISITE QUALIFICATIONS.
4. A RECORD OF SERVICE AND DECKPLATE LEADERSHIP ABILITIES MUST BE
CONSPICUOUSLY OUTSTANDING. AS A PERSONAL ADVISOR TO CNP AND MCPON,
A HIGH DEGREE OF PERSONAL DIGNITY AND A KEEN SENSE OF SERVICE
ETIQUETTE ARE A REQUISITE. THE CANDIDATE MUST BE A MATURE
INDIVIDUAL OF UNQUESTIONABLE MORAL CHARACTER, TO INCLUDE THE
ABILITY TO SCREEN FOR A TOP SECRET/SENSITIVE COMPARTMENTED
INFORMATION (TS/SCI) CLEARANCE, WITH GENUINE COMMITMENT TO ALL NAVY
GOALS AND STANDARDS, INCLUDING MILITARY APPEARANCE AND PHYSICAL
FITNESS, AND BE READY TO CARRY OUT A DEMANDING ROUTINE WHICH
INCLUDES EXTENSIVE TRAVEL. PRIOR EXPERIENCE AS A MAJOR COMMAND
MASTER CHIEF IS ESSENTIAL.
