RMKS/1. A VITAL PART OF DEVELOPING A TOTAL FORCE STRATEGY AND MAINTAINING
COMBAT READINESS IS TO PROVIDE APPROPRIATE INCENTIVES TO RETAIN SKILLED
PERSONNEL FOR CRITICAL NAVAL AVIATION ENTERPRISE BILLETS. THE AVIATION CAREER
CONTINUATION PAY (ACCP) PROGRAM PROVIDES SELECTED BONUSES AS AN INCENTIVE TO
RETAIN SUFFICIENT ELIGIBLE PILOTS AND NAVAL FLIGHT OFFICERS THROUGH THE
DEPARTMENT HEAD MILESTONE.
2. THE FY-12 ACCP PROGRAM MIRRORS THE FY-11 ACCP PROGRAM WITH THE FOLLOWING
ADJUSTMENTS:
A. DEPARTMENT HEAD RETENTION BONUS ANNUAL RATES HAVE CHANGED FROM FY-11
ANNUAL RATES IN THE FOLLOWING AVIATION COMMUNITIES AND DESIGNATORS:
HSC - PILOT (INCREASED $5,000/YR)
HSL/HSM - PILOT (REDUCED $5,000/YR)
VAQ - PILOT (INCREASED $10,000/YR)
VAW/VRC - PILOT (INCREASED $5,000/YR), NFO (INCREASED $5,000/YR) VP - NFO
(INCREASED $5,000/YR)
VQ(P) - PILOT (INCREASED $5,000/YR)
VQ(T) - PILOT (INCREASED $10,000/YR), NFO (INCREASED $10,000/YR)
B. DEPARTMENT HEAD RETENTION BONUSES WILL BE PAID IN EQUAL ANNUAL
INSTALLMENTS.
C. COMMAND, AT-SEA, AND ASTRONAUT BONUSES HAVE BEEN REMOVED.
3. THE FY-12 ACCP PROGRAM CONTINUES THE TIERED BONUS SYSTEM OF PREVIOUS YEARS
THAT IS TIED DIRECTLY TO FORCE STRUCTURE AND TARGETS INITIAL ELIGIBLE
AVIATORS. ANNUAL RATES ARE 5,000 DOLLARS FOR SHORT-TERM AND UP TO 25,000
DOLLARS FOR LONG-TERM BONUSES. IN ADDITION, THE FY-12 PROGRAM CONTINUES TO
AUTHORIZE THE PAYMENT OF FIVE-YEAR CONTRACTS ONE YEAR PRIOR TO THE COMPLETION
OF ACTIVE DUTY SERVICE OBLIGATION. LONG-TERM APPLICANTS ARE ELIGIBLE IF THEIR
ACTIVE DUTY SERVICE OBLIGATION EXPIRES IN FY-12 OR FY-13. PAYMENT WILL BEGIN
WHEN THE OFFICER IS WITHIN ONE YEAR OF COMPLETION OF THE ACTIVE DUTY SERVICE
OBLIGATION.
4. FY-12 ACCP APPLICATIONS MUST BE RECEIVED PRIOR TO 31 AUGUST 12.
