RMKS/1.  This NAVADMIN announces the Permanent Military Professor
(PMP) Selection Board for officers matriculating in graduate school in August 
2019.  Selection for PMP will be made by an institutional screening board, 
chaired by the Superintendent, United States Naval Academy (USNA), which will 
select from qualified officers who submit completed applications.

2.  Reference (a) provides specific application and eligibility guidance.  
Applications are due to out-service Graduate Education and Special 
Fellowships (PERS-443) no later than 16 April 2018.
Applications should be sent via encrypted email to PERS-
440_submit.fct@navy.mil.  Utilize enclosures (4) and (5) of reference (a) 
to submit application.  Alternatively, applications may be mailed to:

In addition to the eligibility requirements in reference (a), these 
additional stipulations apply:
    a.  Since there are no O-6 vacancies, captains and captain selects are 
not eligible to apply.
    b.  Highly qualified 120X, 144X, 146X, 15XX, 1710, and 510X applicants 
will be considered in addition to the designators listed in reference (a).
    c.  Full-Time Support officers are eligible to apply for a maximum of one 
INDEF recall board quota.
    d.  Applicants must have completed at least one year at their current 
command by July 2019.  Officers serving in a designated joint billet must 
have completed at least 24 months by July 2019.
    e.  Officers who are committed to a specific community through a 
continuous pay agreement (e.g. Nuclear Officer Incentive Pay, Aviation Career 
Continuation Pay) or a similar service agreement must be within one year of 
completion of the agreed upon service obligation by August 2018.  Applicants 
should review all policies governing their specific agreement and contact 
their respective officer community manager (OCM) to verify eligibility for 
release.

3.  The FY-19 PMP selection board may select up to a total of 11 PMPs for 
assignment to USNA from the following 16 fields (discipline
- doctor of philosophy (PhD) degree study location):
    a.  Chemistry - Navy-approved civilian institutes (CIVINS)
    b.  Computer Science  Naval Postgraduate School (NPS)
    c.  Mathematics (Operations Research)  NPS
    d.  Applied Mathematics  NPS
    e.  Physics - NPS/Navy-approved CIVINS (NPS preferred,
    f.  Computer Engineering  NPS/Navy-approved CIVINS (NPS
preferred)
    g.  Electrical Engineering  NPS
    h.  Mechanical Engineering  NPS
    i.  Naval Architecture - Navy-approved CIVINS
    j.  Nuclear Engineering  Navy-approved CIVINS
    k.  Systems Engineering  NPS
    l.  English - Navy-approved CIVINS
    m.  French or German (Language Acquisition desired) - Navy- approved 
CIVINS
    n.  History - Navy-approved CIVINS
    o.  Political Science (International Relations or Comparative
Politics) - Navy-approved CIVINS
    p.  Philosophy/Ethics - Navy-approved CIVINS Reference (a) provides 
specific guidance concerning qualifying Navy- approved CIVINS.  Additional 
discipline(s) may be selected at board subject to changes in PMP 
requirements.  Changes may be announced on the Navy Personnel Command hosted 
PMP OCM page.

4.  Applicants for disciplines taught at NPS are required to apply to NPS at:  
https://my.nps.edu/web/admissions/apply1 no later than
16 April 2018.  In addition to the online application, the documentation 
outlined at https://my.nps.edu/web/admissions/doctoral
must be submitted to the NPS admissions office no later than
16 April 2018.

5.  To ensure the best value for the significant investment the Navy makes in 
a PMP officer, applicants must be able to serve at least six years as a PMP 
upon completion of the PhD degree and prior to statutory retirement.

6.  The OCMs will review applicants for release based on their community 
health and needs.  PMP OCM and PERS-443 will review all PMP applicants to 
ensure eligibility guidelines have been met prior to releasing the applicant 
to the board.

7.  The following draft plan of the day/plan of the week note is provided for 
use:  "There is a continued need for warfare qualified Naval Officers to 
serve as long-term officer-instructors at the USNA.  The PMP Community 
provides doctoral degree opportunities for selected CDRs who will serve as 
instructors until their statutory retirement.  The deadline for applications 
for the FY19 PMP Selection Board is 16 April 2018 with officers matriculating 
into graduate school or being assigned as an instructor in August 2019."

9.  This NAVADMIN will remain in effect until superseded or cancelled, 
whichever occurs first.
