RMKS/1.  It is with great pleasure that I announce the selection of Navy 
Information Operations Command (NIOC), Maryland as the Fiscal Year 2014 
winner of the USS BAINBRIDGE (CGN 25) award for overall excellence in 
community service.  In accordance with reference (a), this award recognizes a 
Navy command that engaged in exemplary voluntary community service activities 
working with local communities.  Through their committed partnerships with 
local agencies, Sailors at NIOC, Maryland greatly improved the lives of more 
than five and-a-half million members of their local community with their 
unique approach to meeting bona fide needs.  The Sailors' saved over $109,000 
in manpower cost due to the participation of 1,443 volunteers, which 
culminated in their receipt of the Presidential Call to Service Award.

2.  Selection was highly competitive with the winner chosen from a field of 
14 outstanding nominees.  The top four nominees were extremely close, and I 
extend a special *WELL DONE* to Camp Lemonnier, Djibouti; USS CONSTITUTION; 
and Naval Air Station Pensacola for receiving honorable mention.

3.  The following installations were nominated by their community service 
regional coordinators for consideration:
