GENTEXT/REMARKS/1. THIS NAVADMIN ANNOUNCES THE INTELLIGENCE OFFICER
CRITICAL SKILLS RETENTION BONUS (INTELLIGENCE CSRB) FOR QUALIFIED
INTELLIGENCE OFFICERS.
2. PROGRAM OVERVIEW. THE INTELLIGENCE OFFICER CSRB IS TARGETED TO
SPECIAL DUTY - INTELLIGENCE OFFICERS (DESIGNATOR 163X) PERMANENTLY
APPOINTED TO THE RANK OF LIEUTENANT ON THE ACTIVE DUTY LIST (ADL) WHO
HAVE FULFILLED THEIR MINIMUM SERVICE REQUIREMENT (MSR) FROM
COMMISSIONING AND COMPLETED SIX YEARS COMMISSIONED SERVICE. OFFICERS
MUST AGREE TO REMAIN ON ACTIVE DUTY AS INTELLIGENCE OFFICERS FOR A
PERIOD OF FIVE YEARS.
A. INTELLIGENCE OFFICERS WILL RECEIVE PAYMENT OF $20,000 FOR THE FIRST
YEAR OF A FIVE YEAR AGREEMENT AND $5,000 PER YEAR FOR THE REMAINING
FOUR YEARS.
B. FOR INITIAL IMPLEMENTATION IN FY07, THIS PROGRAM WILL TARGET
OFFICERS IN YEAR GROUPS 1999, 2000, AND 2001.
3. QUOTA LIMITATIONS, COMMANDING OFFICER S (CO S) ENDORSEMENT, AND
PROGRAM DELEGATION:
A. ANNUAL CSRB CONTRACT QUOTAS WILL BE ALLOCATED BY YEAR GROUP,
BASED ON LIEUTENANT COMMANDER REQUIREMENTS FOR THE INTELLIGENCE OFFICER
COMMUNITY.
B. CO S SHALL ENCOURAGE QUALIFIED OFFICERS TO SUBMIT APPLICATIONS
FOR INTELLIGENCE CSRB AND MUST ENDORSE ALL REQUESTS IN WRITING.
COMMANDS MUST ENSURE APPLICATIONS ARE ACCURATE AND VERIFY APPLICANTS
MEET THE ELIGIBILITY REQUIREMENTS AND HAVE NO PENDING ACTIONS WHICH MAY
RENDER AN APPLICANT INELIGIBLE FOR INTELLIGENCE CSRB.
APPLICATION DELAYS INCREASE THE LIKELIHOOD THAT COMMUNITY QUOTAS WILL
BE FILLED BEFORE AN OFFICER S APPLICATION IS RECEIVED.
C. OPNAV (N13I/N27) IS DESIGNATED AS THE INTELLIGENCE CSRB PROGRAM
MANAGER AND IS DELEGATED THE AUTHORITY TO: EVALUATE THE ELIGIBILITY OF
INTELLIGENCE OFFICERS APPLYING FOR INTELLIGENCE CSRB; ACCEPT
INTELLIGENCE OFFICER AGREEMENTS TO REMAIN ON ACTIVE DUTY FOR THE STATED
PERIOD IN EXCHANGE FOR AN INTELLIGENCE CSRB; AND ADMINISTER THE
INTELLIGENCE CSRB PROGRAM PER APPLICABLE LAWS, DOD DIRECTIVES, DOD
INSTRUCTIONS, AND THIS NAVADMIN.
4. ELIGIBILITY. APPLICANTS MUST BE NAVAL INTELLIGENCE OFFICERS ON THE
ADL AND MEET THE FOLLOWING CRITERIA:
A. QUALIFIED AND SERVING AS AN INTELLIGENCE OFFICER (DESIGNATOR
163X) ON THE ACTIVE DUTY LIST;
B. FREE OF ACTIVE OBLIGATED SERVICE INCURRED THROUGH ORIGINAL
COMMISSIONING PROGRAMS;
C. PERMANENTLY APPOINTED TO THE GRADE OF LIEUTENANT;
D. MEDICALLY AND PHYSICALLY QUALIFIED FOR ASSIGNMENT TO SEA OR
FIELD DUTY;
E. ABLE TO COMPLETE THE CSRB CONTRACT WITHOUT EXCEEDING 25 YEARS
OF ACTIVE SERVICE;
F. ABLE TO COMPLETE THE FULL PERIOD OF INTELLIGENCE CSRB
OBLIGATION IN AN INTELLIGENCE OFFICER COMMUNITY CAREER FIELD ASSIGNMENT,
INCLUDING, BUT NOT LIMITED TO MAINTENANCE OF SCI SECURITY CLEARANCE
ELIGIBILITY. APPLICATIONS ACCEPTED FOR INTELLIGENCE CSRB ARE
CONTRACTUAL AGREEMENTS AND REQUIRE INTELLIGENCE OFFICERS TO FULFILL THE
FULL TERM OF THE STATED SERVICE OBLIGATION; AND
G. HAVE THE COMMANDING OFFICER S FAVORABLE RECOMMENDATION FOR
RECEIPT OF INTELLIGENCE CSRB.

D. GENERAL NOTES:
(1) INTELLIGENCE OFFICERS IN YEAR GROUPS 1999, 2000, 2001 ARE
ENCOURAGED TO SUBMIT THEIR APPLICATIONS BY 01 JUN 2007 TO ENSURE
CONSIDERATION WHILE THE FULL COMPLIMENT OF QUOTAS IS AVAILABLE.
(2) SUBSEQUENT PROGRAM YEARS. AFTER 1 OCT 2007, ONLY THOSE
INTELLIGENCE OFFICERS APPROACHING THEIR SIXTH YEAR ANNIVERSARY OF
COMMISSIONING WILL BE ELIGIBLE TO APPLY FOR INTELLIGENCE CSRB, FOR
CONTRACT LENGTHS OF FIVE YEARS.
(3) APPLICATIONS WILL BE HELD UNTIL PAYMENT ELIGIBILITY DATE.
(4) APPLICATIONS WILL BE BINDING UPON THE DATE OF APPROVAL.
(5) INTELLIGENCE CSRB AGREEMENTS WILL BE EFFECTIVE THE DATE THE
APPLICATION IS APPROVED, OR AS SOON AS THE OFFICER COMPLETES THEIR MSR
(WHICHEVER IS LATER), AT WHICH TIME THE AMOUNT OF THE BONUS BECOMES
FIXED. OFFICERS WILL BE ELIGIBLE TO RECEIVE CSRB INSTALLMENTS
BEGINNING ON THEIR SIXTH, SEVENTH OR EIGHTH YEAR ANNIVERSARY OF
COMMISSIONING. ALL CONTRACTS TERMINATE AFTER COMPLETION OF THE YEARS
OF OBLIGATED SERVICE INCURRED BY ACCEPTANCE OF THE SPECIFIC
INTELLIGENCE CSRB AGREEMENT, BUT NO EARLIER THAN THE ELEVENTH YEAR OF
COMMISSIONED SERVICE (YCS).
(6) INTELLIGENCE CSRB AGREEMENT OBLIGATIONS WILL RUN
CONCURRENTLY WITH ANY OBLIGATED SERVICE THE OFFICER HAS INCURRED (OTHER
THAN OBLIGATION REMAINING FROM THE OFFICER S ORIGINAL COMMISSIONING
PROGRAM).
6. PAYMENT. THE FIRST BONUS INSTALLMENT IS PAYABLE ON THE FIRST DAY
OF THE MONTH FOLLOWING THE ANNIVERSARY DATE OF COMMISSIONING. FOR
INITIAL IMPLEMENTATION IN FY07, THIS WILL BE THE BEGINNING OF YCS SEVEN,
EIGHT, OR NINE; OR THE FIRST DAY OF THE MONTH FOLLOWING APPROVAL OF THE
APPLICATION IF THE COMMISSIONING ANNIVERSARY FOR FY07 HAS ALREADY
PASSED. FOR SUBSEQUENT PROGRAM YEARS, THIS WILL BE THE BEGINNING OF
YCS SEVEN. REMAINING INSTALLMENTS ARE PAYABLE ON THE SUBSEQUENT
ANNIVERSARIES OF COMMISSIONING. PAYMENT SCHEMES FOR APPROVED CONTRACTS:

7. RECOUPMENT AND REPAYMENT POLICY.
A. INTELLIGENCE CSRB PAYMENTS WILL STOP FOR OFFICERS WHO BECOME
INELIGIBLE FOR THIS INCENTIVE OR WHO VOLUNTARILY OR BY THEIR OWN
MISCONDUCT FAIL TO COMPLETE THE FULL PERIOD OF ADDITIONAL OBLIGATED
SERVICE. OFFICERS WILL BE REQUIRED TO REPAY THE UNITED STATES THE
PERCENTAGE OF THE BONUS REPRESENTING THE UNEXPIRED PORTION OF THE
OBLIGATED SERVICE UNDER THE INTELLIGENCE CSRB. SITUATIONS REQUIRING
RECOUPMENT INCLUDE, BUT ARE NOT LIMITED TO:
(1) APPROVED REQUEST FOR VOLUNTARY RELEASE FROM WRITTEN
AGREEMENT IF, DUE TO UNUSUAL CIRCUMSTANCES, IT IS DETERMINED BY OPNAV
(N13I/N27) SUCH RELEASE WOULD BE CLEARLY IN THE BEST INTERESTS OF BOTH
THE NAVY AND OFFICER CONCERNED;
(2) APPROVED VOLUNTARY REQUEST FOR RELIEF FROM AN ASSIGNMENT;
(3) FAILURE TO MAINTAIN REQUIRED SCI SECURITY CLEARANCE
ELIGIBILITY;
(4) REFUSAL TO ACCEPT ORDERS TO AN INTELLIGENCE OFFICER BILLET
COMMENSURATE WITH THE OFFICER S GRADE AND CAREER PROGRESSION;
(5) DISABILITY RESULTING FROM MISCONDUCT, WILLFUL NEGLECT, OR
INCURRED DURING A PERIOD OF UNAUTHORIZED ABSENCE;
(6) SEPARATION FOR CAUSE, INCLUDING MISCONDUCT;
(7) APPROVED DETACHMENT FOR CAUSE; AND
(8) SEPARATION BY REASON OF WEIGHT CONTROL AND/OR PHYSICAL
READINESS TEST FAILURE.
B. IF AN OFFICER BECOMES INELIGIBLE FOR INTELLIGENCE CSRB FOR ANY
OF THE REASONS BELOW, PAYMENTS WILL STOP, BUT RECOUPMENT OF PAYMENTS
ALREADY RECEIVED WILL NOT BE REQUIRED:
(1) DISABILITY, INJURY, OR ILLNESS NOT THE RESULT OF
MISCONDUCT OR WILLFUL NEGLECT, OR NOT INCURRED DURING A PERIOD OF
UNAUTHORIZED ABSENCE.
(2) SEPARATION FROM NAVAL SERVICE BY OPERATION OF LAWS OR
REGULATIONS INDEPENDENT OF MISCONDUCT.
(3) DEATH (SEE PARAGRAPH 7C BELOW).
(4) WHERE SECNAV DETERMINES REPAYMENT WOULD BE AGAINST EQUITY
AND GOOD CONSCIENCE, OR WOULD BE CONTRARY TO THE BEST INTERESTS OF THE
UNITED STATES.
C. FOR OFFICERS WHO DIE WHILE SERVING UNDER AN INTELLIGENCE CSRB
SERVICE AGREEMENT, THE REMAINING INTELLIGENCE CSRB BALANCE WILL BE PAID
AS A LUMP SUM AS PART OF THE SETTLEMENT OF THE OFFICER S FINAL MILITARY
PAY ACCOUNT.
8. LATERAL TRANSFER/REDESIGNATION FROM INTELLIGENCE. OFFICERS
RECEIVING INTELLIGENCE CSRB ARE NOT ELIGIBLE TO TRANSFER FROM THE
INTELLIGENCE COMMUNITY TO ANOTHER UNRESTRICTED LINE OR RESTRICTED LINE
COMMUNITY (INCLUDING FTS) UNTIL THE ENTIRE OBLIGATED SERVICE INCURRED
UNDER THE SPECIFIC INTELLIGENCE CSRB CONTRACT IS COMPLETED.
HOWEVER, AN OFFICER MAY APPLY AND BE ACCEPTED FOR LATERAL TRANSFER WHEN
WITHIN TWELVE MONTHS OF FULFILLING THE CSRB CONTRACT REQUIREMENTS.
LATERAL TRANSFER WILL NOT TAKE EFFECT UNTIL COMPLETION OF THE CSRB
CONTRACTUAL OBLIGATION.
